Book excerpt: Excerpt from Shipping After the War Dutch 'got possession of that country in the late war, is so totally lost to the English that we have now no more commerce with that country than we should have if it were sunk in the sea, so severe and exact are the Hollanders in keeping the trades of their own plantations entirely to their own people. The trade of Menades, or New York, we should have gained instead of the former, since we got posses sion of that place in the late war, if the Dutch had not been connived at therein at first, which now I hope they are not; for if they should be, it would not only be to the entire loss of that trade to England, but greatly to the prejudice of the Dutch trade to Virginia, because the Dutch, under pretence of trading to and from New York, carry great quantities of Virginia tobacco directly for Holland. Book excerpt: Excerpt from Influence of the Great War Upon Shipping Three lines of policy are open for the world after the war. We may have, as just intimated, maritime independence on the part of each country, under government control, or government Operation; or, in the second place, we may have a restoration of the conditions of competition, without the evil features of pool ing and monopoly which characterized the years before the war' or, in the third place, we may conceivably have a policy of inter nationalism in which the shipping supply of the world may by agreement be apportioned among the nations according to some principle agreed on. Book excerpt: Excerpt from Ocean Trade and Shipping N der the general and very comprehensive head of Ocean Trade and Shipping come a whole host of separate industries and undertakings. Many of these, and of the rights and liabilities connected with them, have long been the subject of important treatises. To others of them, special reference may be found scattered in business publications here and there. In the case of many, however, it would be difficult to find treat ment of them anywhere. The whole, collectively, have apparently never been dealt with at all. And indeed to supply, in a single small volume, a summary of enterprises so many and so various must needs be a somewhat courageous undertaking. Still, by a process of selection, elimination and condensation, and with the kind and valuable aid of many expert business friends, I have done my best. It is of course an explanatory work, proceeding on broad lines, rather than a technical treatise. It does, however, as I hope, deal with many if not most of the subjects on which information will be useful or at any rate instructive to the naval and military officers for whom it is primarily intended. If this should prove so, I shall be content. To army officers, a knowledge of the machinery of shipping and its working must at the least be interesting, seeing that the transfer and maintenance of oversea forces involve its constant use, while in the event of war sea transport becomes for an imperial Power a military factor of the first importance. Book excerpt: Excerpt from Allied Shipping Control: An Experiment in International Administration In the autumn of 1914 when the scientific study of the effects of war upon modern life passed suddenly from theory to history, the Division of Economics and History of the Carnegie Endowment for International Peace proposed to adjust the programme of its researches to the new and altered problems which the War presented. The existing programme, which had been prepared as the result of a conference of economists held at Berne in 1911, and which dealt with the facts then at hand, had just begun to show the quality of its contributions; but for many reasons it could no longer be followed out. A plan was therefore drawn up at the request of the Director of the Division, in which it was proposed by means of an historical survey, to attempt to measure the economic cost of the War and the displacement which it was causing in the processes of civilization. Such an 'Economic and Social History of the World War', it was felt, if undertaken by men of judicial temper and adequate training, might ultimately, by reason of its scientific obligations to truth, furnish data for the forming of sound public opinion, and thus contribute fundamentally toward the aims of an institution dedicated to the cause of international peace. The need for such an analysis, conceived and executed in the spirit of historical research, was increasingly obvious as the War developed, releasing complex forces of national life not only for the vast process of destruction but also for the stimulation of new capacities for production. This new economic activity, which under normal conditions of peace might have been a gain to society, and the surprising capacity exhibited by the belligerent nations for enduring long and increasing loss - often while presenting the outward semblance of new prosperity - made necessary a reconsideration of the whole field of war economics. A double obligation was therefore placed upon the Division of Economics and History. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from The Freedom of Commerce in War Argument: Unassisted no navy can guarantee our oversea supplies - Mr. Churchill's admission - The need of other protection than a navy can give - Why the Admiralty's plan of arming merchantmen will not work - The alternative. To all nations the sea may be a path to power and fame; to England alone it is the means of existence. If her communications oversea are severed for a sufficient length of time, her merchants, manufacturers, professional men and workmen are as helpless for a living as fishermen kept ashore by a storm; she is not only defeated but she starves. Every Englishman knows that he lives by the sea, and he has also been taught to think that he lives by the navy. But the two propositions are not identical. The fisherman, for example, lives by the sea, but his best protection in his calling is not the navy, but the old rule of international law, which forbids attacks on his craft. In this respect he is better off than the rest of his countrymen who rely on the navy alone for the protection of their business in war. Book excerpt: Excerpt from Shipbuilding and Shipping Record, Vol. 10: August 23, 1917 The other foundation for the belief that in respect of her passenger accommodation the liner will never be the same again, is that the voyageur, making a virtue of the necessity to be saving, will be helped by the character of the ships he is obliged to use. A number of the very elegantly provided vessels, which challenge comparison with the more luxurious hotels ashore, will still, it is admitted, be available but the great majority will be, it is claimed, much simpler and more suitable to the voyageur's new habit of thrift. The general effect will be, our friends say, a much-needed simplification of the passenger liner's accommodation, which had, we are told, become far too luxurious before the war came to chasten us. Book excerpt: Excerpt from Wounded and a Prisoner of War Lyon and I were bathing close to the harbour entrance, we could see far out to sea a large ship, escorted by a destroyer. As the ship came nearer, her three decks appeared black with innumerable dots as if covered by an enormous swarm of bees, and when she passed the narrow entrance of the harbour we could see the khaki uniform and hear the sound of cheering. Cheering crowds lined the passage of, our troops, but it seemed to me that the people Showed little agitation or excitement, and that anxiety was the prevailing sentiment. News from the front there was none. No one knew where the front was. The Evening Paper, a single sheet, printed in large characters on one Side only, confined itself to recording that Liege still held out, and that General French had gone to Paris. Book excerpt: Excerpt from Sea Power in the Next War This series of volumes, in which different aspects are treated as far as possible in relation to each other, may help to form such a background. Sea Power in the Next War is treated by Com mander Russell Grenfell who was recently on the teaching stafl of the Royal Naval College, Green wich. It was only last year that he published his first book, The Art of the Admiral, but it placed him immediately in the front rank of naval writers. The attention it attracted, both from the public and the experts, was the more remarkable because it was in no way sensational, making its impression simply by the clarity of the reasoning, and the Iucidity of the writing. His present study of the wider problems of sea power has the same qualities. The balanced treatment of the subject as a whole gives, however, the more emphasis to his discussion of the risks that are being courted by the large ship policy, and to his proposals for the development of a destroyer fleet. Book excerpt: Excerpt from The Fight for a Free Sea The American people of today, weighed in the bal auces of the greatest armed conflict of all time and found not wanting, can afford to survey, in a spirit of candid scrutiny and without reviving an ancient grudge, that turbulent episode in the weld ing of their nation which is called the War of 1812. In spite of defeats and disappointments this war was, in the large, enduring sense, a victory. It was in this renewed defiance of England that the dream of the founders of the Republic and the ideals of the embattled farmers of Bunker Hill and Saratoga achieved their goal. Henceforth the world was to respect these States, not as so many colonies bitterly wrangling among themselves, but as a sovereign and independent nation. Book excerpt: Excerpt from Greek Prose Composition Part I contains, in graded lessons, the principal points of Greek syntax, the unusual and non-essential being purposely omitted. These lessons are designed for use at the beginning of the second year's study of Greek, thereby serving as a partial review of the first year's work and as an introduction to the composition work in connection with the reading of Xenophon's Anabasis. Part II contains short, simple English sentences, based on Books I - IV of the Anabasis. These should be used daily in connection with the reading of the text. Part III contains connected English prose, based on Books I - IV of the Anabasis. This is carefully graded, so that the stu dent who performs faithfully the work outlined here will be able to pass the entrance examination of any of the American colleges. The method of writing Greek at sight used in this book needs a word of explanation. It is the outgrowth of the author's personal experience in the classroom, and his belief that the best results can be obtained only by systematic practice in connection with the regular work.
