It shows that while the majority are indeed racially segregated, a substantial and growing number are integrated, and remain so for years. Still, many integrated neighborhoods do unravel quickly, and the second part of the book explores the root causes. Instead of panic and white flight causing the rapid breakdown of racially integrated neighborhoods, the author argues, contemporary racial change is driven primarily by the decision of white households not to move into integrated neighborhoods when they are moving for reasons unrelated to race. Such white avoidance is largely based on the assumptions that integrated neighborhoods quickly become all black and that the quality of life in them declines as a result. The author concludes that while this explanation may be less troubling than the more common focus on racial hatred and white flight, there is still a good case for modest government intervention to promote the stability of racially integrated neighborhoods. The final chapter offers some guidelines for policymakers to follow in crafting effective policies.

Book excerpt: Women have shared breast milk for eons, but in White Gold, Susan Falls shows how the meanings of capitalism, technology, motherhood, and risk can be understood against the backdrop of an emerging practice in which donors and recipients of breast milk are connected through social media in the southern United States. Drawing on her own experience as a participant, Falls describes the sharing community. She also presents narratives from donors, doulas, medical professionals, and recipients to provide a holistic ethnographic account. Situating her subject within cross-cultural comparisons of historically shifting attitudes about breast milk, Falls shows how sharing “white gold”—seen as a scarce, valuable, even mysterious substance—is a mode of enacting parenthood, gender, and political values. Though violence is commonly deplored, political scientist Ginsberg argues that in many ways it is indispensable, unavoidable, and valuable. Ginsberg sees violence manifested in society in many ways. "Law-preserving violence" (using Walter Benjamin's phrase) is the chief means by which society preserves social order. Behind the security of a stable society are the blunt instruments of the police, prisons, and the power of the bureaucratic state to coerce and manipulate. Ginsberg also discusses violence as a tool of social change, whether used in outright revolution or as a means of reform in public protests or the threat of insurrection. He notes that even groups committed to nonviolent tactics rely on the violent reactions of their opponents to achieve their ends. And to avoid the threat of unrest, modern states resort to social welfare systems (a prudent use of the carrot instead of the stick). Emphasizing the unavoidability of violence to create major change, Ginsberg points out that few today would trade our current situation for the alternative had our forefathers not resorted to the violence of the American Revolution and the Civil War.
