To respond to the dilemma, the ideal of urban transport must be changed from auto-based mobility to systems of sustainable transport in which public transport, and non-motorised transport work together to reduce climate change pressures, enhance urban quality and preserve life and health. The book challenges the commonly held view that a combination of urbanity and higher residential density expressed in compact cities (expected to have greater public transport use) will resolve urban transport/environment problems, instead showing that transport systems can be changed to meet the environmental imperatives without the massive spatial change implied. But the problem of change of urban transport is profoundly institutional and cultural. Changes in urban mobility and transport require local institutional policy action. The approach developed in this work focuses on the material city and its institutions and shows that, without recourse to a big new theory, urban leaders have devised mechanisms of ordinary government. They have done so through the resolution of practical and essential problems: providing electricity, drinking water, sanitation, transportation. Three findings emerge from this book. Infrastructure networks help to structure cities and function as mechanisms of cohesion. Megacities become more governable if there is a legitimate authority capable of making choices. Finally, anarchic urbanisation has its roots in systems of land ownership, in inadequate urban planning and in the practices of developers and local actors. It suggests a new approach to investigate and measure individual access, and it argues that dynamic interactions between individual action and social structure influence individual’s access to transport, which cannot be measured using other traditional accessibility approaches.The overwhelming majority of models in transport research assume that socio-economic factors and the built-environment influence the accessibility of transport for individuals. This book provides evidence that individual decision-makings and actions are also vital factors to bring out changes in accessibility. Further, the study adopts a self-organisation process and structuration theory to illustrate that a significant proportion of travel problems of migrants are rooted in the interaction between actions and social structures. Any change in migrants’ actions or social structures in the self-organisation process would result in the production of complex and spontaneous travel behaviour. The self-organisation approach presented provides a new approach for urban transport planning in the future, particularly on the investigation of the accessibility of disadvantaged social groups. By using the social theories, transport research can have an effect on commuting behaviour and to improve poor workers’ quality of life.
