The book was written during the first half of 1922, but difficulties arose which delayed its publication. Since then there have been im portant amending acts of fundamental concern to the Public Service. In New South Wales an Amending Act has been passed which vitally affects the powers and rights of officers. An Amending Arbitration Act has withdrawn public servants from the Industrial Arbitration Court. The Chap ter on Arbitration has, however, been left as it was written, because that incident can by no means be regarded as closed. In the Federal arena a Public Service Act has been passed constituting a Public Service Board, although the Board has not yet been appointed. As a governing strategy during war and peacetime, it muted the aspirations of those on opposing sides, distorted the state, emboldened elites and redefined the identity of Angolans. Through this lens, Paula Cristina Roque provides an original account of Angola's post-conflict state-building. Securitization protected the interests of President dos Santos, the ruling MPLA party and the elites supporting the regime. Angola's array of security forces and infrastructure provided an alternative to a fully functioning executive, at national, provincial and local levels. The intrusive way in which any form of dissent or activism was crushed allowed the presidency to control the direction and narrative of the post-war years. But the facade of democracy, development and stability hid a very different reality for the majority of Angolans, who remained poor, disenfranchised and marginalized. Roque explores the inner workings of the intelligence services, army and presidential guard, explaining the trajectory of a survivalist and fearful regime presiding over scarcities and injustices. She shows that the survival of national security and governing elites was the highest priority. The 'shadows' held far more power than institutions, and weakened them-widening the gap between government and governed.

This study seeks to understand why this is so by comparing developments in Canada and the United Kingdom. It looks to changes in values both in society and inside government, and to the relationships between politicians and civil servants at the top and between civil servants and citizens at the bottom. Donald J. Savoie argues that both Canada and the UK now operate under court government rather than cabinet government. By court government, he means that effective power now rests with their respective prime ministers and a small group of carefully selected courtiers. For things that matter to prime ministers and their courts, the decision-making process shifts from formal to informal, involving only a handful of actors. For things that matter less to them, the decision-making process is horizontal, cumbersome, and consultative, and involves a multitude of actors from different government departments and agencies as well as a variety of individuals operating outside government. Court governments undermine both the traditionally bureaucratic model and basic principles that have guided the development of our Westminster-Whitehall parliamentary system. Nonetheless, Canada and the United Kingdom still cling to accountability requirements better suited to the past and the traditional bureaucratic model. Savoie concludes with a call for new accountability requirements that correspond with court government as well as the new relationships between politicians and civil servants, and civil servants and citizens.

By the eve of the French Revolution, writers voicing concerns about corruption saw secrecy as part and parcel of despotism, and this shift went hand in hand with the rise of the idea of transparency. The author argues that the emphasis placed on government transparency, especially the mania for transparency that dominated the French Revolution, resulted from the surprising connections and confluence of changing attitudes towards honour, religious movements, rising nationalism, literature, and police practices. Exploring religious ideas that associated secrecy with darkness and wickedness, and proto-nationalist discourse that equated foreignness with secrecy, this book demonstrates how cultural shifts in eighteenth-century France influenced its politics.
