Our Core Values demand nothing less.Combating sexual assault and supporting sexual assault victims are primary responsibilities at every level of civilian and military leadership. Individuals who file an Unrestricted or Restricted Report of sexual assault must be protected from reprisal, or threat of reprisal, for filing a report.Victim-support SAPR services and medical care must be victim-centric, gender-responsive, culturally competent, and recovery-oriented. Sexual assault victims shall be given priority and treated as emergency cases. To the maximum extent possible, processes and terminology shall be standardized across Services and organizations. The establishment of performance standards for key victim-support processes, and their periodic structured assessment, are necessary for ensuring consistent and effective victim support.

To address sexual violence, in 2005 the Sexual Assault Prevention and Response (SAPR) Program was formally established. Since the program’s inception, the AF made significant improvements particularly in educating sexual violence victims on their reporting options and establishing a framework for care, support, and resource availability throughout their recovery. However, despite its establishment sixteen years ago, in the last two years the AF has witnessed its highest number of sexual assault reports. To address this, the following paper discusses the magnitude of the sexual violence problem in the DoD and the AF. It addresses research-based root causes of sexual violence as they relate to both offender and organizational culture characteristics that foster sexual violence. Lastly, it proposes that the AF continues to see an increase in sexual violence due to current training methods that insufficiently address a precursor to effective and enduring organizational culture change: emotional intelligence (EI). The AF should implement a more comprehensive approach to the SAPR Program that drives organizational culture change through the assessment, development, and training on emotional intelligence across the personnel force and at different intervals across the life of their military career. By incorporating tailorable EI training across the force, not just within the leadership corps, this will empower all Airmen to understand, be receptive and committed to making changes to the deeply ensconced organization culture that are needed to prevent sexual violence in the AF."--Abstract.
