Book excerpt: Excerpt from Third Annual Report of the Boston Water Board: For the Year Ending April 30, 1879 We have devoted much attention to the maturing of the system of rates to be charged for the use of water upon a basis which shall favor its introduction for all purposes for which it can be advantageously used, at prices which, while they are just and reasonable, will be likely to insure the greatest amount Of income to indemnify the city for the cost of the work. The condition of things is so different now, that to do the work proposed, in a judicious and satisfactory manner, will be a laborious and difficult task. The communication sent to the Council by His Honor the Mayor, which has been referred to, gives the amounts taken each year since 1858, from the income, Of the Cochituate Water Works, to pay interest 011 city debt over and above the amount Of interest due on the outstanding water scrip, and the opinion Of City Solicitors Chandler and Healy as to the use which must be made under the act of 1846, with the net income, rents and receipts Of the water whrks. It then says. It is surprising that not only the Treasury should have claimed these large amounts without right, but that the W ater Board should have surrendered its just dues without' objection and adds immediately, for the latter, recognizing the Obligation of the statute touching the water income, drew the attention Of the City Council to this unlawful diversion in their annual report of 1858, and again in their report for That this is correct, an examination of the reports referred to will clearly show and that the Cochit uate Water Board, up to the time of its ceasing to exist, held the same views and made the same Objections, is said to be the case. It IS certain that the Boston Vi ater Board have always questioned the authority Of the Council to use the income received from water rents to pay any other interest than that - due on the outstanding water scrip, and their Opinion. Book excerpt: Excerpt from Tenth Annual Report of the Boston Water Board: For the Year Ending December 31, 1885 The conduit across Farm pond was not completed October 1, 1885, as contracted for, and the contractors causing us great delay and annoyance, we took possession of the work December 1. We shall be able to complete it about June 1, 1886, within the appropriation. It has been our intention to complete the new High-Service Works during the year 1886, but as the contract for pumps has been declared void, a material delay must ensue. The main pipes have been purchased, and 6,500 feet were laid during the fall of 1885; the remainder will be laid the coming season. Work on the reservoir was begun in October, and is to be completed December 1, 1886. We think it unlikely that during the coming year we shall deem it necessary to undertake new work requiring any considerable outlay of money. We are investigating certain matters with respect to the condition of the aqueducts, and as to the improvement of the upper Sudbury waters, which may be developed during the coming season. On arriving at any definite conclusions, as a result of these investigations, we shall ask the City Council for the necessary appropriations. Water Rates. The estimates of expenses and revenue made at the beginning of the financial year have been confirmed by the results recorded elsewhere. According to the estimates, there would have accrued a surplus of about $120,000. As this surplus would have been taken from the consumers of water, and would have gone into the Sinking-Fund, where it is not required, we decided to reduce the water rates for 1886. The bills for the year being already prepared for issue January 1, the most practicable and convenient method of reaching this end was by ordering a discount upon the payment of bills. Such a discount, of six per cent., was accordingly ordered as to bills for water to be paid for according to schedule. The matter of reducing the meter rates is under consideration. Whatever may be the meter rates adopted, they will be based upon the idea of giving all parties a reduction equal, in percentage, to those granted to schedule takers; and, further, of making a somewhat lower rate to those who use the larger quantities. It has been decided that there is no authority for making different rates to different persons on account of the use to which water is devoted; that is to say, a hospital must pay as much as stable; a manufacturer must pay as much as hotel - quantity for quantity.
