Book excerpt: When an international health initiative succeeded in wiping out river blindness in Burkina Faso, it allowed the settlement of the sparsely populated Volta Valley by the Mossi people--a development plan by which the Burkinabe government sought to relieve population pressure, establish communities, and increase cotton production. Anthropologist Della McMillan followed this visionary plan over twelve years as people relocated communities, founded farms, dealt with officials, entered the market, and in some instances moved on. Her study examines the question of how development occurs or fails to occur and offers unusual insight into how visions of progress--held by developers, settlers, and even researchers--originate and are revised.

This volume presents a cost-benefit analysis of the Onchocerciasis (Riverblindness) Control Program (OCP) by examining its costs and the measurable economic benefits gained from the successful control of the disease. Widely recognized as one of the most successful disease control programs in the history of development assistance, the OCP projects the elimination of riverblindness throughout an eleven-country subregion of West Africa within the next eight years. This program, which began in the early 1970s, was the World Bank's first major venture into the health field. The Bank asked a large donor community of more than 20 governments and international organizations to make a long-term commitment of more than US$500 million to implement the OCP. This paper documents the benefits in economic terms from the large investment and shows that large-scale, well-conceived health interventions are clearly the business of development. The program improves the health and living environment of the rural population and frees previously oncho-ridden tracts of land for settlement and cultivation.

Book excerpt: During the past decade, raising the productivity of women became an integral element of the World Banks overall strategy for reducing poverty and achieving sustainable growth. The number and scope of Bank projects to provide women with enterprise development, financial services, and social intermediation services grew accordingly. This paper reviews 27 such projects in East and South Asia and provides a succinct assessment of successes, failures, and surprises. The authors identify patterns and trends in the design of projects, examine the reasons for such trends, and draw lessons about how such projects can be more effective in delivering financial services to women in these countries. Many of these women are an increasingly vital source--or the sole source--of income for their families, but they are often overlooked in the implementation of small development projects. The authors draw eight key lessons for future Bank projects to provide enterprise development and financial services. They recommend that such projects be considered one element of a coordinated country-specific strategy for poverty alleviation.

Available in PDF, EPUB and Kindle. Book excerpt: This Collection Of Essays Seeks To Explore Common Lessons From Political Sociology And Development Studies And In This Process Tries To Resolve The Tension Between The Author S Academic And Practitioner Worldviews. The Author Has Tried To Highlight One Principal Concern In This Volume That Development Is More Often Than Not A Multicultural Construct Of Everyday Politics That Is Context-Bound And Predicated By Statements Of Informed Choices On The Part Of The Stakeholders And/Or Beneficiaries Involved. So Development Is More About Who Gets What, When, How, Where And Why In Terms Of An Authoritative Allocation Of Values That Is Underpinned By Definitions Of Stakeholders Or Beneficiaries Or Affected Persons. Such Definitions Are Power Statements That Are Scripted By Agencies That Generally Tend To View Development As An Unevenness That May Be Restructured In Terms Of Human And Physical Engineering As A Level Playing Ground Where Players Are Equipped With Uniform Access To Resources And Similar Opportunities. This Is, However, A Contentious Issue Without Any Simple Answers. Such An Interventionist Approach May Not Always Be Sponsored By The Mode Of Production Or The Marketplace Of Politics That By Definition Thrives On Discrepancies And Discriminations Among Unequally Affected Persons. The Present Work Will Be Of Interest To Political Sociologists, Economic And Social Historians, Development Consultants, Non-Profit Professionals, Social Workers, Grassroots Activists, Urban Planners, Academics As Well As Researchers Working In The Development Sector.

Development projects that encourage direct community participation ususally meet with greater success than those that do not. This guidebook describes ways of letting poor people help monitor and evaluate the water and sanitation programs that serve them. It provides simple shortcuts for building community participation and consensus. Decisionmakers will learn the different risks posed by this approach, such as viewing community participation as a panacea. The study describes ways to set reasonable goals without discouraging unexpected progress. It provides a handy framework of key indicators that can be used to monitor progress. These indicators gauge a project's cost, sustainability, and effectiveness. They rate a community's abiltiy to expand services and handle more operating responsibilities. This book was released on 1993-01-01 with total page 162 pages. Available in PDF, EPUB and Kindle. Book excerpt: For 25 years, population growth has outpaced increases in agricultural production in Sub-Saharan Africa. The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. This paper provides such a reassessment by identifying policies and investments that have worked and those that have not. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an independent and comprehensive review of World Bank irrigation lending and policy between 1948 and 1993. The Bank's role in irrigation lending has been large--more than $30 billion (in current U.S. dollars) spread over some 600 projects. Only 200 projects have been in place long enough to be assessed. The overall performance record is good, but there is room for improvement. The report finds that there are still pervasive problems in maintenance and operation. Operating chaos prevails in most large canal systems in the humid tropics. In drier areas, drainage is the biggest environmental problem associated with irrigation. The author argues for upgrading existing systems, improving service, involving irrigators, and saving water where it is scarce.
