Book excerpt: The People's Republic of China is a highly decentralized unitary state with local governments having a dominant share of public service delivery responsibility. Local governance is critically linked to a local public finance system that creates incentives and accountability mechanisms. To ensure the policy response, this project focused on the three interrelated areas in local public finance management, i.e., local budgeting, local debt management and local taxation, and produced policy options in the short, medium and long terms. The overall purpose of the reforms is to improve local accountability and transparency, strengthen local fiscal capacity, and institutionalize formal frameworks for local public debt management.

Want to understand what are the global best practices in order to grow your existing hedge fund and attract institutional investors? This book is the first hands-on publication to set out in concrete and practical terms the various steps and considerations necessary to successfully launch and manage a hedge fund in Asia, with a particular focus on Hong Kong and Singapore. Whilst most other hedge fund books cover the investment side of the hedge fund business, this book specifically provides in-depth insights into the crucial – and often misunderstood – non-investment aspects involved in launching a hedge fund business. It places particular focus on the legal, regulatory, fund structuring, tax, governance, capital raising, fund terms, budgeting, talent, office space, technology, operational and service provider selection considerations, from the pre-launch phase to the expansion and institutionalisation of the business. It is written for: any individual or team aiming to launch a hedge fund and seeking practical and experienced guidance; any existing hedge fund manager looking to grow and attract institutional-quality capital and investors; any fund manager or other industry participant globally intending to set up a presence in Asia any academic looking to learn more about the practical aspects of the hedge fund industry any student hoping to discover more about the hedge fund industry as a career choice.

Available in PDF, EPUB and Kindle. Book excerpt: "Among the biggest challenges facing leaders of the newly established People's Republic of China (PRC) was how much they did not know. In 1949, at the end of a long sequence of wars, the government of one of the largest states in the world committed to fundamentally re-engineering its society and economy via socialist planning while having almost no hard, reliable statistical data about their own country. This book is a history of attempts made to resolve this "crisis in counting." Drawing on a wealth of official, institutional, and private sources culled from China, India, and the United States, the author explores the choices made and the effects they engendered through a series of vivid encounters with political leaders, professional statisticians, academics, ordinary statistical workers, and even literary figures. Early reliance on Soviet-inspired methods of enumeration became increasingly untenable in China by the middle of the 1950s. A series of unprecedented and unexpected exchanges with Indian statisticians followed, as the Chinese sought to learn about the then exciting new technology of random sampling. These developments were, in turn, overtaken by the tumult of the Great Leap Forward (1958-1961), when both probabilistic and exhaustive methods were rejected and statistics was refashioned into an essentially ethnographic enterprise. The author argues that this history, usually narrowly described as a universal, if European history, cannot be understood without acknowledging Soviet and Indian influences which not only revises existing models of Cold War science but also globalizes the wider developments in the history of statistics and data. For historians of China and social science, and political scientists, sociologists, and anthropologists studying modern China"--

Available in PDF, EPUB and Kindle. Book excerpt: China, after some twenty years of reform, is no longer a country without law. Indeed, one may legitimately complain that there are too many laws that are changing too rapidly. However, law acquires no life nor performs its intended social functions without proper implementation and enforcement. Here, few people, Chinese or foreign, are content with the general situation of implementation of law in China. The problems and difficulties in implementing and enforcing laws and regulations are reported and discussed in the various forums of the Chinese media almost on a daily basis, and often reported in Western media also. Academics in China are filling the pages of various legal journals with their diagnoses and analyses of the causes of, and solutions to, the lack of proper implementation of law, and legal regulations and policy measures are being issued to deal with these problems and to overcome the difficulties. The future of the rule of law in China, as we are so often reminded by scholars of Chinese politics and law, largely depends on the proper implementation and enforcement of law. This is a book about `law-in-action' in China, that is, it focuses on the administration of the law as a process through which `law-in-the-books' is put into action and, hence, is made to perform its intended social functions. It deals with the process, the institutional settings (the players), and the political, economic, social, and cultural settings (the factors) involved in the administration of law in China. Throughout the book, we will see a variety of problems and difficulties involved in implementing and enforcing laws and regulations that are identified and analyzed by the contributors. We will also see analyses on legal regulations and policy measures that have been issued to rectify the many identified problems, to raise the standard of actual implementation of law, and to improve the functioning of the various law-implementing/enforcing authorities. Additionally, the book provides various case studies on implementation of law in China. The present book, we believe, is among the first collective efforts at a systematic and comprehensive study of the implementation of law in China, and we hope that it will stimulate many more such studies - studies on the actual operation and impact of law on society and on individuals.

Book excerpt: Despite its success to date, the People's Republic of China (PRC) faces some major challenges in finance sector development. Like all success stories, the PRC is finding it increasingly di cult to maintain momentum. The finance industry needs greater involvement from the private sector, including input in decision making. Achieving the desired outcomes will require a careful balance between the pace at which controls are removed and that at which the regulatory and legal infrastructure is strengthened. Long-term success will also require that economic growth be inclusive, with financial services available to all members of society.

Book excerpt: Local financial institutions represent the best choices in the financial system for small and medium-sized enterprises and farming households. Government agencies in the People's Republic of China (PRC) have proposed policies that would relax market entry criteria and allow the creation of diversified rural financial institutions. These measures will help improve PRC's financial market structure, promote better rural financial services, enable financing of labor-intensive economic activities, and promote socioeconomic development. This publication offers an overview of rural finance in the PRC, examines current financial policy and models, and offers recommendations for future reform measures.
