This book was released on 2004-07-15 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1995, the National Science Foundation (NSF) created a special account to fund large (several tens of millions of dollars) research facilities. Over the years, these facilities have come to represent an increasingly prominent part of the nation's R&D portfolio. Recently concern has intensified about the way NSF is selecting projects for this account. In 2003, six U.S. Senators including the chair and ranking member of the Senate Subcommittee on VA, HUD, and Independent Agencies Appropriations expressed these concerns in a letter to the NRC asking it to "review the current prioritization process and report to us on how it can be improved." This report presents a series of recommendations on how NSF can improve its priority setting process for large research facilities. While noting that NSF has improved this process, the report states that further strengthening is needed if NSF is to meet future demands for such projects.

Science and Technology Committee and published by The Stationery Office. This book was released on 2010 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: In its report into how priorities are set for publicly funded research, the Science and Technology Committee calls on the Government to make a clear and unambiguous statement setting out their current research funding commitments and the periods of time over which those commitments will apply. Decisions about funding priorities are complex and require careful judgement about the deployment of funds between competing priorities. The Committee concludes that, in the current policy framework, there is a lack of oversight of the total spend on research which is needed to enable the Government to make coherent, well-founded decisions about the use of public funds to support research. The Committee recommends that: the Government Chief Scientific Adviser (GCSA) should publish figures annually, broken down by subject area, on all public spending to support research, and make appropriate recommendations to the Prime Minister; he should also attend Treasury meetings at which departmental budgets are considered; departmental CSAs should provide Ministers with timely information in advance of budget negotiations, to ensure that research funding decisions are informed by the best available advice. The Committee was also alerted to problems concerning the funding of cross-departmental research involving multiple funding agencies, including research to meet the grand challenges that society faces. To meet such challenges, the Committee recommends the establishment of specific mechanisms: to identify major cross-cutting policy challenges; and to identify, fund and co-ordinate appropriate responses to such challenges.
Book Synopsis Setting Priorities for Health Technologies Assessment by : Institute of Medicine
Download or read book Setting Priorities for Health Technologies Assessment written by Institute of Medicine and published by National Academies Press. This book was released on 1992-02-01 with total page 163 pages. Available in PDF, EPUB and Kindle. Book excerpt: The problem of deciding which health care technologies to evaluate is urgent. With new technologies proliferating alongside steadily increasing health care costs, it is critical to discriminate among technologies to direct tests and treatments at those who can benefit the most. Given the vast number of clinical problems and technologies to be evaluated, the many months of work required to study just one problem, and the relatively few clinicians with highly developed analytic skills, institutions must set priorities for assessment. This book sets forth criteria and a method that can be used by public agencies such as the Office of Health Technology Assessment (in the U.S. Public Health Service) and by any private organization conducting such work to decide which technologies to assess or reassess.

Download or read book Research and Innovation Policies in the New Global Economy written by Philippe Larédo and published by Edward Elgar Publishing. This book was released on 2001-11-28 with total page 552 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'The book is quite valuable, with its broad international coverage of state activities in the area of research and innovation support. It should also foster serious debates on the balance between public and private efforts in research and innovation.' - Mats Benner, Journal of Economic Literature '. . . this book provides the reader with a valuable summary of national public policy approaches to research and innovation at the end of the twentieth century and is a useful addition to the shelves of industrial policy experts.' - David Gray, Entrepreneurship and Innovation The book analyses the evolution of research and innovation policies in the world's leading countries. The last decade has witnessed a radical transformation of the landscape shaped after World War II, as described in the seminal collection edited by Richard Nelson in the early 1990s. Even though national systems have inherited different institutional arrangements and trajectories, analyses show three major converging trends in their public policies. There has been a retraction from support to large firms and programmes and a shift toward small to medium enterprises and the innovation infrastructure; the focus on public research and training capabilities is growing; and there has been a redesign of public intervention with the growing role of regions and states on one hand and multinational authorities on the other, particularly in the European Union.
