Book excerpt: The Strategic Environmental Research and Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP) are designed to develop and transition innovative research and technology to help the Department of Defense (DoD) perform its mission. These programs together conducted an expert panel workshop on August 6-7, 2001 to evaluate the needs for research and development in the general area of chlorinated solvent site cleanup. This area is a major focus for both programs, and this workshop was held to help establish the funding priorities for the coming years. This workshop was intended to develop a strategic plan to guide research and technology development in the next 5-10 years. The overall objective was to provide guidance on how these programs can best invest their limited research, development, and demonstration funds to improve DoD's ability to effectively address its CAH-contaminated sites. The workshop participants were asked to identify the major basic and applied research, development, and demonstration needs, the specific technical issues that must be addressed to meet regulatory and other stakeholder concerns, and the major gaps in our scientific understanding of CAH contamination and cleanup. Further, the participants were asked to prioritize these research and development needs and identify those areas with the greatest promise to help DoD accomplish its goals.

The objectives of this workshop were to (1) examine the current state of the science and technology of molecular biological tools that are applicable to the cleanup of hazardous waste in the field, (2) assess the current operational usage of such tools and identify technical and other barriers to their use, (3) identify promising areas of research and development that have the potential to lead to improved cost-effective tools to support remedial design and decisions, and (4) identify the most promising areas that are ready for and could benefit from rigorous field-scale demonstrations. This report, which documents the findings and recommendations of workshop participants, will serve as a strategic plan to guide future investments in molecular biological tools that can ultimately improve the design, implementation, monitoring and/or performance assessment of remedial technologies.

(2) To identify research, technologies, and other information developed by the Department of Energy for national defense purposes that would be useful to governmental and private organizations involved in the development of energy technologies and of technologies to address environmental restoration, waste minimization, hazardous waste substitution, and other environmental concerns, and to share such research, technologies with such governmental and private organizations. (3) To furnish other governmental organizations and private organizations wit data, enhanced data collection capabilities, and enhanced analytical capabilities for use by such organizations in the conduct of environmental research, including research concerning global environmental change. Results for Tasks 1 and 2 were submitted to the SERDP Project Manager previously as detailed reports. Therefore, the results for these two tasks will only be summarized and drawn from where needed for other sections of this report. For Task 1, we evaluated the potential for advanced in situ measurement of ions (e.g., calcium) and water-quality properties (alkalinity, hardness and conductivity) by use of lab-on-a-chip technology, and derived a path to move forward on further development of advanced in situ monitoring techniques. At the request of SERDP, funding for this task was provided by Oak Ridge National Laboratory (Offices of Life Sciences and Environmental Technologies, and Partnerships and Program Development). Task 2 included a screening survey of the chemical, physical, and biological characteristics of seven sites in three streams on the Fort Hood Military Reservation near Killeen, Texas. This task served the purpose of identifying a location that could provide a range of environmental conditions that will be needed for 'ground-truthing' advanced-monitoring techniques. Task 3 was a detailed literature search for in situ bioassay methods that may be suitable for use in developing and validating the use of advanced-monitoring techniques. For this task, special consideration was given to techniques that would be most pertinent to our efforts. The results of Task 3 are given in detail in this report since they have been reported previously.
