Book excerpt: Serbia Matters presents policy essays on Serbia's post-Milosevic era written by internationally recognised authors, policymakers, academics and political analysts actively engaged in the Balkans discourse. Since 2000 Serbia has moved from a decade of wars and delayed transition towards European integration. The book assesses the country's present state of affairs, recent achievements and future challenges. It also offers pertinent analyses and compelling arguments as to why Serbia's accession to the European Union matters as much for Belgrade as it does for the whole Western Balkans. This book is written with the aim to persuade both Serbia's leaders and citizens and those Member States of the European Union who are hit by 'enlargement fatigue' that the country ought to have its rightful place in the EU and that there is no alternative to the reform process.

Book excerpt: Five years after the fall of Slobodan Milosevic, it is still not clear where Serbia is heading. Indeed, it is not yet clear what, or even where Serbia is. Serbia's borders and statehood remain open questions: the future status of Kosovo is unresolved and the survival of the State Union with Montenegro in doubt. As long as Serbia does not know what and where it is, its progress towards EU integration will be impeded. The political agenda remains heavily burdened by these open questions, and the baneful legacies of Milosevic's misrule. These divert politicians' attention from the equally demanding challenges of preparing for EU integration. Serbia needs to redefine its national identity and statehood in order to become capable of integrating into the EU. Serbia matters. With a population of 7.5 million, it is by far the largest country in the Western Balkans, and, as such, of crucial importance for the stability of the whole region. While the Serbs want to 'join Europe', they still do not fully trust it, and the feeling is reciprocated. Both sides now need to work to overcome their mutual incomprehension. This Chaillot Paper aims to make a start on that.

Book excerpt: This Selected Issues paper on Serbia’s Article IV Consultation reviews the precrisis growth paradigm and its legacy vulnerabilities. The underlying growth model proved vulnerable to shocks, being associated with a high share of nontradable, low domestic savings, and a fragile external position. Convergence to EU income levels was relatively moderate. Economic growth fell following the onset of the global financial crisis and further slowed the pace of convergence. Serbia’s postcrisis income gap remains larger by comparison to more advanced regional economies. Structural bottlenecks continue to undermine overall competitiveness and constrain growth potential.

This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seeking to explain the difficult cases of delayed democratic transition in the Western Balkans, recent literature argues that 'national identity' significantly limits the effectiveness of external actors' political conditionality. This argument is tested in this article by investigating Serbia's co-operation with the International Criminal Tribunal for the former Yugoslavia (ICTY), which was demanded by the United States and the European Union (EU). The findings show that incidents of Serbian co-operation with the ICTY were not preceded by widespread national identity change; rather, co-operation occurred when Serbia was faced with consistent external pressure and the immediate prospect of small-scale rewards. Conditionality thus remained effective. These findings challenge theoretical arguments that issues of national identity may impede external actors' projection of power, independently of domestic actors' cost-benefit calculations. Moreover, they suggest that, in the future, external actors such as the EU may continue to rely upon political conditionality for their democratization agenda, even concerning domestically sensitive issue-areas.

Today, Serbian textbooks praise the Chetniks of Draža MIhailovi? and make excuses for the collaboration of Milan Nedi?'s regime with the Axis. However, this new evaluation shows the more complex and controversial nature of the political alliances during the period.

Book excerpt: Serbia is still widely thought of as an unfinished state, whose people struggle to establish a compelling identity narrative in answer to the question 'who are we?'. While existing literature has over-analyzed Serbian nationalism, the Serbian public sphere remains largely ignored. This engaging and timely book fills this gap by giving context to the persistent and overwhelming dialogue between opposing factions on the identity spectrum in Serbia. Omaljev's focus on elite discourses provides a fresh perspective on this contentious subject. It offers an original understanding of the competing arguments surrounding 'First' and 'Other' Serbia and of the contested visions of Serbian national identity and broader European identity.By closely examining the identity vocabulary of Serbian elites and the opposing ways in which these elites view the use of labels such as 'anti-Serbian', 'patriot', and 'traitor', this book provides a vital lesson in post-conflict nation-building and raises important questions about the symbolic representations of political and cultural identities. A much-needed and compelling intervention in the Serbian identity discourse, Omaljev's work is a must-read for any researcher on the Western Balkans.

Book excerpt: Western Balkans, and specifically Serbia, Bosnia and Herzegovina and Kosovo, are lagging significantly on the path to EU integration. Even twenty years after the conflict, these countries are burdened by ethnic and post conflict issues which hinder their progress on the path to EU integration. There is no alternative to this path, and it is one of the primary generators of reforms in the region. The most important parts of the reform which must be implemented are the fight against corruption and the judicial reform which will ensure the rule of law. Political influences and pressures on the judiciary are still widespread in this region, while politics and political parties are sources and generators of inequality that in turn breeds corruption in the society. The inclusion of the citizens in government decisions and government transparency are an exception rather than a rule. The reform processes are unfolding as a result of the engagement of the international community in the region, or as a result of an ultimatum by EU institutions and they are rarely a product of actions and will for democratic changes on part of the officials.

Book excerpt: Serbia faces an important crossroads in its development. It is seeking to integrate into the European Union (EU), but its progress has been hindered by a failure to arrest remaining indicted war criminals and by tensions with the United States and many EU countries over the independence of Serbia's Kosovo province. Parliamentary elections were held in Serbia on May 11, 2008. On July 7, the Serbian parliament approved a new government coalition led by pro-Western forces, but which also includes the Socialist Party (once led by indicted war criminal Slobodan Milosevic). The global economic crisis poses serious challenges for Serbia. The downturn has required painful budget cuts. In January 2009, the International Monetary Fund approved a $530 million stand-by loan for Serbia and another $4.2 billion loan in April. Serbia has also received loans from the World Bank and EU. Serbia's key foreign policy objectives are to secure membership in the European Union and to hinder international recognition of Kosovo's independence. The European Union signed a Stabilization and Association Agreement (SAA) with Serbia on April 29, 2008. It provides a framework for enhanced cooperation between the EU and Serbia in a variety of fields, with the perspective of EU membership. In December 2009, the EU agreed to allow the trade provisions of the SAA to be implemented, although ratification of the accord and the implementation of the remaining provisions awaits an EU determination that Serbia is fully cooperative with the former Yugoslavia war crimes tribunal. In late December 2009, Serbia submitted an application to join the EU. It hopes to join the organization as early as 2014, although many observers are skeptical about the likelihood of such a rapid accession.

Book excerpt: A short polemical appeal by Dennis MacShane (Minister for Europe 2005-2010) for policy-makers to re-engage with the Western Balkans before it is too late. Drawing on his experience as a Minister for the Balkans between 2001-2010, MacShane has written a vivid and forceful account, showing that the Western Balkans are a symbol of Europe's weakness to transform one of its key regions and the choice is now stark: either the Balkans become Europeanised or Europe becomes Balkanised.

Available in PDF, EPUB and Kindle. Book excerpt: With the outbreak of war in the former Yugoslavia in 1991, interest in Balkan history has increased and become emotionally charged. This balanced and engagingly written history of Serbia will help readers to understand the complex web of Serbian history, politics, society, and culture and how the Serbs have dealt with the many political, military, and socioeconomic challenges in their history. It attempts to remove the veil of stereotypes and myths obscuring the significant details and developmental processes in the history of Serbia and in its relations with its neighbors. In addition to examining the political history of Serbia in the context of Central Europe, the author, a specialist in Balkan history, shows how societal and cultural developments affected Serbian history and reflected political and economic events. A timeline of significant events in the history of Serbia and an introductory chapter on Serbia today are followed by 12 chronologically organized narrative chapters that tell the story of this land from the splendor of medieval Serbia to a new beginning after the downfall of Slobodan Milosevic. Four historical maps, brief biographies of key figures in Serbian history, a glossary of terms, and a bibliographic essay provide valuable resource material for readers. Every library should update its collection of materials on Serbia with this current history.
