It was a short-lived march, as an ultranationalist mob quickly descended on the participants, chanting homophobic slurs and injuring dozens. For years afterward, fear of violence prevented further marches, and when, in October 2010, the next pride march finally went ahead, it again devolved into violence as anti-gay rioters, firing shots and hurling petrol bombs, fought the police. Political influences and pressures on the judiciary are still widespread in this region, while politics and political parties are sources and generators of inequality that in turn breeds corruption in the society. The inclusion of the citizens in government decisions and government transparency are an exception rather than a rule. The reform processes are unfolding as a result of the engagement of the international community in the region, or as a result of an ultimatum by EU institutions and they are rarely a product of actions and will for democratic changes on part of the officials.

Serbia's borders and statehood remain open questions: the future status of Kosovo is unresolved and the survival of the State Union with Montenegro in doubt. As long as Serbia does not know what and where it is, its progress towards EU integration will be impeded. The political agenda remains heavily burdened by these open questions, and the baneful legacies of Milosevic's misrule. These divert politicians' attention from the equally demanding challenges of preparing for EU integration. Serbia needs to redefine its national identity and statehood in order to become capable of integrating into the EU. Serbia matters. With a population of 7.5 million, it is by far the largest country in the Western Balkans, and, as such, of crucial importance for the stability of the whole region. While the Serbs want to 'join Europe', they still do not fully trust it, and the feeling is reciprocated. Both sides now need to work to overcome their mutual incomprehension. This Chaillot Paper aims to make a start on that.

Peace & Freedom outlines a coherent strategy for dealing with terrorism, but the scope of the book is much broader than that. Carpenter presents a comprehensive case for an entirely new U.S. foreign policy -- one of "strategic independence."
