The Northern Ireland (Sentences) Act 1998 provided for the appointment of Commissioners and sets out criteria that must be met for a prisoner to be eligible for early release. This is the eighth annual report of the Commissioners which covers the functions and caseload, staffing and resource issues of the office for the year ended 31 March 2006.

Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Therefore, this book deals with the following sections of the Agreement: Rights, Safeguards and Equality of Opportunity, Decommissioning, Security, Policing and Justice, and Prisoners. The author comes to the conclusion that the majority of the peacebuilding elements contributed to the transformation of the Northern Ireland Conflict. The results of the study were obtained in conducting interviews, in consulting surveys, and in studying reports and other relevant literature on the recent developments in Northern Ireland.

Providing a critique of its operations, the book shows that its help to innocent victims of wrongful conviction is merely incidental.

Book excerpt: This book examines the lives of the sentenced to argue that 'sentencing' should be re-conceived to consider the human perspective. It combines a range of modern criminological and legal theories together with interviews with prisoners in New South Wales, to examine their lives during and beyond completing the terms of imprisonment, for a more continuous and coherent perspective on the process of 'sentencing'. This book makes a strong argument for the practical advantages of listening to the voices of the sentenced and it is therefore a useful tool for the correctional community engaged in providing services and programmes to reduce recidivism. A methodological and well-researched text, this book will be of particular interest to scholars of criminal justice and the penal system, as well as policy makers and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: Freedom in the World, the Freedom House flagship survey whose findings have been published annually since 1972, is the standard-setting comparative assessment of global political rights and civil liberties. The survey ratings and narrative reports on 192 countries and a group of select territories are used by policy makers, the media, international corporations, and civic activists and human rights defenders to monitor trends in democracy and track improvements and setbacks in freedom worldwide. Press accounts of the survey findings appear in hundreds of influential newspapers in the United States and abroad and form the basis of numerous radio and television reports. The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.

Available in PDF, EPUB and Kindle. Book excerpt: The Northern Ireland peace process has been heralded by those involved as a successful example of transformation from a violent conflict to a peaceful society. This book examines the implementation of the Belfast Agreement in Northern Ireland, and evaluates whether its goal to establish a normal, peaceful society has been fully realised. Using the political and legal status of England, Scotland and Wales as a comparison, Jessie Blackbourn evaluates eight aspects of Northern Ireland which the Agreement aimed to normalise: the contested constitutional status of Northern Ireland, the devolution of power, decommissioning, the removal of emergency laws, demilitarisation, police reform, criminal justice reform, and paramilitary prisoners. The book highlights the historical context which gave rise to the need for a programme of normalisation within the Belfast Agreement with respect to these areas and assesses the extent to which that programme of normalisation has been successfully implemented. By evaluating the implementation of the Belfast Agreement, the book demonstrates the difficulties that transitional or post-conflict states face in attempting to wind back extraordinary counter-terrorism policies after periods of violence have been brought to an end. The book will be of great use to students and researchers concerned with the emergence, evolution and repeal of anti-terrorism laws, and anyone interested in the history of the conflict and peace process in Northern Ireland.

This book was released on 2017-12-14 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sexual crime, past and present, is rarely far from the headlines. How these crimes are punished, policed and understood has changed considerably over the last century. From hormone injections to cognitive behavioural therapy, medical and psychological approaches to sexual offenders have proliferated. This book sets out the history of such theories and treatments in England. Beginning in the early 20th century, it traces the evolution of medical interest in the mental state of those convicted of sexual crime. As part of a broader interest in individualised responses to crime as a means to rehabilitation, doctors offered new explanations for some sexual crimes, proposed new solutions, and attempted to deliver new cures. From indecent exposure to homosexuality between men, from sadistic violence to thefts of underwear from washing lines, the interpretation and treatment of some sexual offences was thought to be complex. Of less medical interest, though, were offences against children, prostitution, and rape. Using a range of material, including medical and criminological texts, trial proceedings, government reports, newspapers, and autobiographies and memoirs, Janet Weston offers powerful insights into changing medico-legal practices and attitudes towards sex and health. She highlights the importance of prison doctors and rehabilitative programmes within prisons, psychoanalytically-minded private practitioners, and the interactions between medical and legal systems as medical theories were put into practice. She also reveals the extent and legacy of medical thought, as well as the limitations of a medical approach to sexual crime.
