ATTACC is part of the Army's Integrated Training Area Management (ITAM) Program. A sensitivity analysis of the ATTACC model was completed that included all input variables associated with the environmental, training load, and cost analysis components of the model. Tests of the ATTACC model identified the user-supplied parameters to which the model is most sensitive.

Book excerpt: Since the early 1980's, researchers and land managers from ERDC/CERL have been developing means to quantify and predict sustainable vehicle use rates associated with maneuver training exercises for Army training lands. Two new projects include: (1) Army Training and Testing Areas Carrying Capacity model (ATTACC), and (2) the Ecological Dynamics Simulation model (EDYS). To incorporate the effects of maneuver impacts as ecological stressors into the EDYS model, researchers developed the distribution pattern ideas used within ATTACC and incorporated them into a CIS environment to allow for long-term distribution and intensity estimations. The product resulting from this effort is the Training Use Distribution Model (TUDM). The TUDM was developed to provide long-term predictions of distributions and intensities of off-road Army maneuver-training impact for carrying capacity and other ecological simulation models. This report contains an in-depth description of TUDM structure and architecture, along with the individual components. Validation studies indicate reasonable results in terms of predicting locational disturbance magnitudes, given the resolution of data used to calibrate the model. Results also indicate that the disturbance patterns modeled generally match the overall landscape pattern found on the maneuver training lands.

Modern military forces are required to deal with a potentially wide range of missions frequently involving multiple alliance partners, within a geopolitical environment which can seem to change rapidly. Individual performance, while being important, is not the primary determinant of mission success - force integration, interoperability, adaptability and teamwork are key factors. Team and collective training which fully addresses these factors is fundamental to the development and delivery of military capability. As a consequence, the requirement to determine training requirements and specify effective systems for the delivery of team and collective training is critical to operational success. Training Needs Analysis (also known as Front End Analysis), is a well-established methodology for analysing training requirements and specifying training solutions used extensively by the UK and its NATO partners. However, the analytical techniques employed are optimised for individual training, with little guidance being offered on its application in the team and collective context. Team and Collective Training Needs Analysis (TCTNA) has been developed to close this methodological gap. It addresses the issues of the relationship of individual and team tasks, teamwork, command and control, task and training environments, scenario definition, instructional strategy, team training approaches, instructional functions, and wide-ranging organisational and procurement considerations. Part One of the book develops an integrated set of models which underpin the analytical approach presented in Part Two. Worked examples and case studies illustrate the application of the approach. Between 2005 and 2015 the authors worked on numerous training-related research projects at Cranfield University and Coventry University for the Human Factors Integration Defence Technology Centre and the Defence Human Capability Science and Technology Centre on behalf of the Defence Science and Technology Laboratory, UK Ministry of Defence.

The Army is also committed to achieving "training to standard" for its forces and therefore is interested in a method of determining optimum levels of training activities such that military preparedness is maximized and ecological impacts and their costs are minimized. A key requirement to the successful implementation of such an optimization is the development of a successional dynamics model that predicts ecological responses to military and non-military stressors. A prototype simulation model has been developed, in part, using Land Condition Trend Analysis (LCTA) data from five Army installations. The model is based on responses of individual species and ecological processes to stressors. The model currently has climatic, edaphic, plant, decomposition, and animal modules. Current stressors include drought, nitrogen, fire, herbivory, and tactical maneuvers. The core model is adapted to forest, grassland, shrubland, and desert ecosystems. Site-specific data can be added to calibrate the model to a specific ecosystem within an installation. The model has been calibrated with LCTA data and applied to multiple plant communities at five installations: Fort Bliss, TX; Fort Carson, CO; Fort Hood, TX; Fort Riley, KS; and Yakima Training Center, WA.
