The study validated some hypotheses revealing that the development of the community was more a function of the self-help efforts of the people than Government. Government s extractive, regulative, distributive, symbolic and responsive capabilities were grossly inadequate to initiate and sustain rural development in the area. The study recommends the bottom-up approach to rural development and calls on government to re-orient its rural development policy especially in the North-West region of Cameroon. It also recommends decentralization and the granting of more autonomy to local communities especially in matters of determining their own priorities, project planning financing, and management of other local resources.

The researchers conducted an ethnographic-type research with the aim being to guide and facilitate a community-led development planning process for the village from which this Village Development Plan (VDP) was born. Upon arrival in the village, the researchers were hosted by the village chief who convened a meeting with his councilors to discuss the purpose of the expedition, and from there, work kicked off. This VDP document was therefore prepared based on the approach to development planning which focuses on the principles of promoting sustainable livelihoods and self-reliant bottom-up development. A manual including different participatory learning tools and methods prepared by the capacity building component of Rumpi Project was used throughout the step by step planning process as well as improvisations adapted from other community development experiences around the world. The specific objective is to assist the community better their livelihoods and find solutions that will increase the income of the small-holders within the village thereby contributing to poverty alleviation. Following the initial participatory village assessment (PRA) stage, conducted with the entire community, the following problems were uncovered and prioritized. These problems include low agricultural productivity, lack of formal/informal technical training, poor road infrastructure, exposed water sources/ lack of potable water which engenders all kinds of health issues, and youth unemployment. Based on the above problems the following goals were formulated, followed by the elaboration of micro-projects based on these goals: to improve agricultural productivity; improve community health and well-being; to improve communication and rural infrastructure; to enhance rural capacity through the development of technical skills; institute community financing mechanisms These micro-projects, if implemented, will meet some of the developmental needs and aspirations of Ediki-Bekoli as perceived by the community itself, leading to the alleviation of poverty.

The government of Cameroon, through long-standing policy and planning decisions, has perpetuated the paucity of traversable roads, particularly in rural areas. This has a profound and negative effect on the economy of the country, particularly in areas most in need of economic growth. Not only are the roads in Cameroon limited in number, but those that exist are poorly maintained-if at all-and in a state of continual deterioration. Research shows that improved roads will lessen the cost and time of transportation, the expense of maintaining vehicles, and the cost of goods and services. These effects will, in turn, improve the economy of the country and better serve the public interest. Decision-makers must embark on far-reaching measures to increase the supply and efficiency of roads in Cameroon by abolishing deeply entrenched political relationships, addressing the problems of structural weaknesses, and establishing politically neutral and competent institutions. The State of Rural Roads in Cameroon demonstrates through careful research and documentation that without these measures, living conditions for most of the people in the country will continue to decline. Not only are the roads in Cameroon limited in number, those which exist are poorly maintained-if at all-and exist in a condition of continuing deterioration. These practices indicate that a weak policy and regulatory framework, interference with responsible decision making, and conflicting public sector management strategies have led to narrowly conceived road development efforts. Research also shows that solutions to sustainable road development require dismantling and abolishing future deeply entrenched political relationships, addressing the problems of structural weaknesses, and establishing politically neutral and competent institutions. Failure to adequately invest in roads in Cameroon has impeded the cross-sectional benefits of roads and has severely restricted the effective functioning of economic and social frameworks, particularly in light of achieving the poverty-reduction strategy of Millennium Development Goals. This book demonstrates that improved roads will lessen the cost and time of transportation, the expense of maintaining vehicles, and the cost of goods and services. These effects will, in turn, improve the economy of the country and better serve the public interest.
