Over the course of the book, the authors analyse the rich tapestry of intraregional relations in East Africa, the EAC’s similarities with the European Union and the future challenges faced by the organisation. Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa’s regional economic communities, and among the continent’s most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Nonetheless, the recent growth path will not be enough to achieve middle-income status and substantial poverty reduction by the end of the decade—the ambition of most countries in the region. This paper builds on methodologies established in the growth literature to identify a group of countries that achieved growth accelerations and sustained growth to use as benchmarks to evaluate the prospects, and potential constraints, for EAC countries to translate their recent growth upturn into sustained high growth. We find that EAC countries compare favorably to the group of sustained growth countries—macroeconomic and government stability, favorable business climate, and strong institutions—but important differences remain. EAC countries have a smaller share of exports, lower degree of financial deepening, lower levels of domestic savings, higher reliance on donor aid, and limited physical infrastructure and human capital. Policy choices to address some of these shortcomings could make a difference in whether the EAC follows the path of sustained growth or follows other countries where growth upturns later fizzled out.

Book excerpt: New and festering conflicts contribute to the shackles of poverty, as widespread violence across several Eastern African countries hampers prospects for economic growth and diversification. Inter- and intrastate violence are made more lethally efficient by the millions of small arms and light weapons in circulation on the continent. Armed conflicts have forced millions to leave their homes, and without shelter, food, and water for significant periods of time, these people become increasingly vulnerable. Compounding this vicious circle of deprivation, and perhaps in part because of it, is the growing threat from terrorist organizations preying upon not only Western targets in the Eastern Africa region, but also upon innocent local populations. In short, extreme poverty, poor public health opportunities, internal political strife, interstate wars, trafficking in small arms, and terrorism fuel a continuous cycle that prevents large swathes of the continent from participating in much of the positive economic momentum that other parts of the world are either beginning to experience or have been enjoying for decades. Inarguably, to begin ameliorating the gruesome challenges, a wide variety of novel and increased human, technical, and financial capacity-building measures will have to be put into place. The most cursory survey of priority issues facing governments of Eastern Africa presented in this report reveals clear opportunities to better leverage and ultimately help realize security and development objectives in the subregion and around the world. With a deeper understanding of regional priorities and an improved focus on security assistance, we find that mutual benefit can equally accrue to security donors and their recipient partners. The goal of this report was to initiate more innovative thinking regarding how the panoply of relevant constituencies can begin to promote more-sustainable engagement by sketching a concept in which the security and development communities, North and South, donors and recipients, can operationalize joint and sustainable activities on the ground.

Book excerpt: The maritime domain of the East African Community (EAC) is affected by a number of maritime security threats, including piracy, armed robbery against ships and an ongoing maritime border dispute between Kenya and Somalia. Neither the EAC nor its member States have long-term and holistic maritime security policies. Maritime security is dealt with in an ad-hoc, case-by-case manner, mainly by individual States. This study investigates why the EAC is not taking a leading role in regional maritime security governance. The study has found that the lack of regional maritime security policies, more importantly maritime security strategy, and the absence of a maritime institutional framework at the Community level, appear to be major setbacks to regional maritime security efforts. Additionally, the EAC depends on its member States, inter-regional and international maritime security programmes which currently offer a significant boost to EAC maritime security governance. Nonetheless, an EAC maritime security strategy would formalise and customise all of these strategies to match with regional maritime security needs. Moreover, it would provide a forum for communication and cooperation among maritime stakeholders.

The idea of comprehensive security cooperation among the major military establishments to form an inclusive international security arrangement has been only barely acknowledged and is only partially developed. The basic principle of cooperation has been proclaimed in general terms in the Paris Charter issued in November of 1990. Important implementing provisions have been embodied in the Strategic Arms Reductions Talks (START), Conventional Forces in Europe (CFE), and Intermediate-Range Nuclear Forces (INF) treaties. Except for the regulation of U.S. and Commonwealth of Independent States (CIS) strategic forces, however, these arrangements apply only to the European theater and even there have not been systematically developed. The formation of a new security order requires that cooperative theaters of military engagement be systematically developed. Clearly that exercise will stretch the minds of all those whose thinking about security has been premised on confrontational methods. Nonetheless, such a stretching is unavoidable. The new security problems are driven by powerful forces, reshaping the entire international context. They impose starkly different requirements. They will deflect even the impressive momentum of U.S. military traditions. The eventual outcome is uncertain. It turns upon political debates yet to be held, consensus judgements yet to form, and events and their implications yet to unfold. Fundamental reconceptualization of security policy is a necessary step in the right direction, and it is important to get on with it. Getting on with it means defining the new concept of cooperative security, identifying the trends that motivate it, outlining its implications for practical policy action, and acknowledging its constraints. These tasks are the purpose of this essay.

Analysing the decision-making processes that led to the set-up of the EAC, the book explores the extent to which they were impacted by several other regional organizations, namely the Organization of African Unity (OAU), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the European Union (EU), and the first EAC. The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. This work will be of particular interest to scholars and students of regional and international organizations, international relations, multilevel governance approaches as well as diffusion literature.

Using a Rational Design approach, they explore five features of institutions - membership, scope, centralization, control, and flexibility - and explain their variation in terms of four independent variables that characterize different cooperation problems: distribution, number of actors, enforcement, and uncertainty. The contributors to the volume then evaluate a set of conjectures in specific issue areas ranging from security organizations to trade structures to rules of war to international aviation.
