Book excerpt: With that in mind, the US-Korea Institute at the Johns Hopkins School of Advanced International Studies partnered with the Hoover Institution at Stanford University to convene some of the leading experts on Northeast Asia security issues to take stock of the current situation and think through what steps should be taken to stabilize the situation and slow, stop, and reverse North Korea's developme. [...] S.-Korea Institute at SAIS October 2016 8 SECURITY COOPERATION IN NORTHEAST ASIA: THE NORTH KOREAN NUCLEAR ISSUE AND THE WAY AHEAD 9 INTRODUCTION The Hoover Institution and the US-Korea Institute at the Johns Hopkins School of Advanced International Studies (SAIS) held a two-day conference at Stanford University in mid-June on "Security Cooperation in Northeast Asia: The North Korean Nuclear Issue. [...] Participants agreed that the North Korean nuclear issue has dramatically worsened since the end of the Korean Peninsula Energy Development Organization (KEDO) in 2006 and the collapse of the Six Party Talks the following year. [...] MOVING FORWARD: THE WAY AHEAD There was wide consensus among participants that the new US administration should undertake a comprehensive review of North Korea policy along the lines of the "Perry Process." The focus should not be on second-guessing officials, but rather taking on a fresh look at the problem. [...] The United States will have a decisive voice in any negotiations of this type and a renewed and sustained commitment of time by the next President will be essential to the success of this enterprise.

As such, there is a growing urgency for security cooperation in Northeast Asia to be given immediate attention. The key players in the region - the US, China, Japan and Russia - are keenly aware of the security threat of an armed clash between North and South Korea and are committed to denuclearization of the Korean peninsula. This book explores the domestic factors of the two Koreas and the four major powers that influence their security policies towards North Korea and Northeast Asia. This well thought out and consistently analysed volume has huge potential to frame the conversation on Northeast Asian relations in the coming years.

Available in PDF, EPUB and Kindle. Book excerpt: With its unstable and intermittent nuclear weapon project, and the recent leadership succession issue, Democratic People’s Republic of Korea (DPRK) has been a source of insecurity for the past decade in this region, in addition to the delicate international relations among the powerful China, United States, Japan, and Russia. The essence of DPRK issue lies in the instability and uncertainty of nuclear development that even the slightest miscalculation by any one power could disturb the sensitive balance of relationships, creating a butterfly effect with a catastrophic result. Drawing on various perspectives on the interaction over DPRK and other regional powers, this volume seeks to explore the role of DPRK in Northeast Asia, and its implication to regional security as a whole. The volume does not confirm a particular position over DPRK’s nuclear showdown; rather it invites scholars to provide assessments from the viewpoints of neighbouring powers in order to present a more complete understanding of the leading issue in Northeast Asia. The volume will serve as an invaluable resource for policymakers, students and scholars of North Korean politics and international relations. This book was published as a special issue of the Journal of Comparative Asian Development.

Available in PDF, EPUB and Kindle. Book excerpt: North Korea possesses nuclear weapons, while Iran is poised to acquire them in the next decade. How the United States and other nations seek to roll back these burgeoning nuclear powers is among the most urgent issues of the day. At stake is regional security in the Persian Gulf and Northeast Asia, America's standing abroad, and prospects for nuclear non-proliferation. This book offers complementary international perspectives on these threats and the peaceful responses to grapple with the Iranian and North Korean nuclear programs. Leading authorities provide balanced analyses—together with new chronologies and maps—that make the volume an invaluable reference for all those interested in understanding options available in dealing with Iran and North Korea. The contributors to this volume offer complementary international perspectives on the critical security issues that stem from the challenges posed by Iran and North Korea. No other work combines the analysis of the two countries and explores the threat posed by each to regional stability and world order. The book examines how and why attempts to curb the nuclear programs and broader political ambitions of each nation have failed. It also examines how each nation, in its own way, has managed to defy the world's preponderant power, the United States, as well as other major powers and the United Nations. And it offers analysis on where the fractured and oscillating relations with these two nettlesome actors are heading and the long-term implications of their current trajectories for nuclear proliferation, deterrence, alliance management, regional security, and world order.

Kim (political science, Columbia U., US) and Lee (foreign policy and security studies, Sejong Institute, South Korea) present eight essays that address North Korea's system survival strategies in the context of these challenges from a variety of theoretical perspectives, including assymetrical conflict theory, mercantile neorealism, and prospect theory. The papers are organized into three sections that explore the broad theoretical and practical aspects of North Korean-Northeast Asian relations (Japan, Russia, South Korea, and the United States are the Northeast Asian powers for the purposes of this discussion); the global, regional, and national forces that have shaped patterns of conflict and cooperation with the Northeast Asian powers, and the effects of the security and economic domains on system survival strategies. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the major security and related issues between the United States, Japan and North Korea (officially, the Democratic People’s Republic of Korea - DPRK). Although focusing mainly on current issues, this book also provides sufficient historical background to enable readers to appreciate the many nuances that have been ignored by policymakers, analysts and the media. Where appropriate, the book examines the security interests of other nations in Northeast Asia, specifically South Korea, China and Russia. The central purpose of the book is to objectively analyze the policymaking processes of Washington, Tokyo and Pyongyang with respect to the DPRK's nuclear weapons and other important security issues, and ultimately to provide practical ways to improve the security environment in Northeast Asia. Ongoing security-related issues include nuclear missile testing by the DPRK; its removal from the U.S. list of states sponsoring terrorism, and the abduction of Japanese nationals by North Korean agents that occurred during the 1970s and 1980s. Unlike other books, which typically take the position that North Korea is a rogue state run by an irrational, belligerent and autocratic leader, this book reveals the fundamentals of Pyongyang’s security concerns in the region. This book will be of great interest to students of North East Asian politics, Asian security studies, US foreign policy and Security Studies/IR in general.

Book excerpt: Threat does not inherently matter unless it is perceived, and, on the other hand, anything that is perceived as threat matters, whether or not the threat rings true. North Korean Foreign Policy: Security Dilemma and Succession, by Yongho Kim, posits security dilemma and political succession as the two main factors that North Korea perceives as threat, and that these external and domestic threats constitute Pyongyang's provocative foreign policy. North Korean Foreign Policy suggests that an effective policy for countries relating to North Korea, whether dovish or hawkish, should deal directly with Kim Jong-il's political survival, and not with Pyongyang's failed economy.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the volatility and unpredictability North Korea has come to symbolize in international diplomacy and security issues, it represents only half of the potential danger on the Korean peninsula. In a notable departure from its past role as guarantor of stability on the Korean peninsula, the United States has, under the stewardship of the Bush administration, come to be regarded as, at best, an obstacle to peace and security, and at worst a potential trigger for hostility. The most immediate result of this shift on the Korean peninsula has been the US failure to undertake an effective policy formulation process, which has manifested itself (on both sides of the 38th parallel) in more reactive and convulsive responses to challenges from the North Korean regime. Without such understanding there is little hope of advancing discussions or resolving North Korea's nuclear program. Fundamental to understanding North Korea's endgame is realizing that its nuclear weapons program, while menacing, is unlikely to be used offensively without major provocation; it functions as a tool of its diplomacy—missile diplomacy—to ensure survival of the regime. Working closely with South Korea, the United States must ensure that any potential resolution reached on North Korea's nuclear program does not undermine its longer-term objectives for securing broader peace and security on the Korean peninsula. Ideally, any resolution brokered over the North's nuclear weapons program will provide a synergistic effect in addressing the conventional war threat posed by North Korea on the Korean peninsula. In short, the United States must undertake constructive engagement. Steadfast unwillingness to engage with North Korea only provides more fodder for the regime to stall any action, and, as part of its endgame, makes U.S. behavior the issue. the issue, which is part of its endgame.

Available in PDF, EPUB and Kindle. Book excerpt: North Korea’s nuclear weapons program has provoked much apprehension in the international community in recent years. The Six Party Talks were convened in 2003 to prevent North Korea from developing nuclear weapons. They brought together the US, China, Russia, Japan as well as North and South Korea in the effort to negotiate a multilateral resolution of North Korea’s nuclear program but the parties had widely different views and approaches. This book will examine the Six Party Talks as a study in multilateral negotiation highlighting the expectations vested in them and their inability to develop a common approach to the issue. It holds out some important lessons for multilateral negotiation, diplomacy and dealing with North Korea.
