Pour cette raison, certains pays européens ont adopté de nouvelles lois et de nouvelles politiques pour attirer les ouvriers étrangers hautement ou moyennement qualifiés. Cependant, les nouvelles mesures peuvent mettre en danger certains acquis dans ce domaine et peuvent ne pas être en accord avec les normes du Conseil de l'Europe visant à garantir les droits des travailleurs migrants, tels que la Charte sociale européenne et la Convention européenne relative au statut juridique du travailleur migrant. Cette étude se concentre sur les règles concernant le statut juridique des principales catégories de travailleurs migrants admis aux fins d'un emploi dans certains Etats membres du Conseil de l'Europe. L'étude examine la question essentielle de savoir si ces règles nationales sont conçues de manière à aider les migrants à s'intégrer dans le pays d'accueil, en leur garantissant un statut de résidence stable et l'accès aux droits sociaux, ou si elles découragent ou même empêchent une telle intégration.

Les règles relatives à l'entrée et à la sortie des immigrés et à leurs conditions de séjour en France reflètent ces préoccupations, à la vérité sur des points encore mineurs. Cependant, c'est l'étranger en tant que tel qui est concerné, et non l'immigré dont le droit français ne fait pas une catégorie juridique particulière. S'agissant du droit de la protection sociale, les immigrés sont alors, à quelques exceptions près, protégés comme les Français. Les principes généraux du droit et les conventions internationales ont créé un ordre public social qui ne laisse que peu de place aux possibilités de discrimination. Cela est vrai des prestations contributives, des prestations familiales comme des prestations vieillesse, ou encore du droit aux soins comme de la protection contre le chômage. Dans tous les cas, c'est la résidence sur le territoire français qui est déterminant, la nationalité n'intervenant que dans des cas exceptionnels. Et si des dispositions récentes sont venues exiger une certaine durée de résidences (déjà établie pour les prestations vieillesse), elles ne remettent pas en cause le principe. Cependant des différences de culture, de situation familiale, de niveau de vie peuvent entraîner des différences dans la 'consommation' de prestations sociales. Elles peuvent aussi créer des difficultés dans l'exercice des droits à la protection sociale ou dans la recherche d'un logement. C'est aux fins d'aider les immigrés à les surmonter qu'ont été créés des services sociaux spécialisés. (Résumé selon l'auteur).

Future generations may well see this as a major turning point, opening the way to radical changes in diagnosis, prognosis, and medical treatment. Often compared with the space programme, this vast enterprise still generates misgivings: this new power, which human beings now have, to modify the genetic heritage of living creatures raises fundamentally new ethical questions - and society as a whole will have to find the answers. In fact, the accelerating pace of scientific and technical progress seems to be reviving atavistic anxieties, some rational, others less so. Recent public-health crises, including the mad cow disease' scare, which lasted into 2000, have fuelled these fears. The public's rejection of GMOs (Genetically Modified Organisms) - verging on a crusade in some countries - tells its own story. As regards conflict, 2000 saw the Middle East peace process grind to a halt, and the Intifada resume. In Europe, the situation in Kosovo and Chechnya, both the scenes of fighting in 1999, stayed precarious.
