Much of this material is found in a key nuclear weapon component known as a pit. The Department of Energy (DOE) plans to dispose of at least 34 metric tons of plutonium by fabricating it into mixed oxide (MOX) fuel for domestic nuclear reactors. To do so, DOE's National Nuclear Security Administration (NNSA) is constructing two facilities-a MOX Fuel Fabrication Facility (MFFF) and a Waste Solidification Building (WSB)-at the Savannah River Site in South Carolina. GAO was asked to assess the (1) cost and schedule status of the MFFF and WSB construction projects, (2) status of NNSA's plans for pit disassembly and conversion, (3) status of NNSA's plans to obtain customers for MOX fuel from the MFFF, and (4) actions that the Nuclear Regulatory Commission (NRC) and DOE have taken to provide independent nuclear safety oversight. GAO reviewed NNSA documents and project data, toured DOE facilities, and interviewed officials from DOE, NRC, and nuclear utilities. "

Nonproliferation programs administered by the National Nuclear Security Administration (NNSA) are working to secure nuclear materials in Russia and other countries. GAO assessed (1) U.S. governmentwide efforts to implement the President's 4-year nuclear material security initiative; (2) the status and challenges, if any, of NNSA's nuclear security programs in Russia; and (3) NNSA efforts to secure nuclear materials in countries other than Russia. To address these issues, GAO analyzed U.S. nuclear security strategies and plans and interviewed U.S. and Russian government officials. This report summarizes the findings of GAO's classified report on securing nuclear materials worldwide. GAO suggests that Congress consider extending the deadline for NNSA to complete Material Protection, Control, and Accounting (MPC & A) program activities in Russia. GAO recommends that the Department of Energy (DOE) and NNSA take several actions regarding three nonproliferation program efforts in Russia, such as clarifying the remaining scope and costs of MPC & A work in Russia. GAO also recommends that the National Security Council (NSC) lead interagency development of a more detailed implementation plan for the President's 4-year initiative. DOE and NNSA agreed with the recommendations. NSC did not comment on GAO's recommendations.

This testimony, which is based primarily on previously issued reports, discusses (1) the U.S. strategy to secure all vulnerable nuclear material within 4 years, (2) U.S. agencies' ability to track and evaluate the security of U.S. nuclear materials transferred to foreign countries, (3) challenges coordinating federal nuclear nonproliferation efforts, and (4) preliminary observations regarding GAO's ongoing work on federal efforts to secure radiological sources in U.S. hospitals and medical facilities. To conduct its ongoing work, GAO visited 25 hospitals and medical facilities in 7 states and the District of Columbia. The core of a nuclear weapon requires plutonium-a man-made radioactive element-to create a nuclear explosion. NNSA's LANL in New Mexico houses key plutonium facilities needed for research for nuclear weapons life extension programs and other missions. In 2005, NNSA approved construction of CMRR to replace the aging facility being used. In February 2012, NNSA announced it had decided to defer CMRR nuclear facility construction for at least 5 years, creating a potential gap in plutonium research capabilities from 2019 to the late-2020s. NNSA requested LANL to study options to address this gap. The study was completed in April 2012. The Senate Armed Services Committee Report accompanying the 2013 defense authorization directed GAO to review the study. GAO examined (1) the options identified in the study for meeting NNSA's plutonium research needs, including costs and health risks, if any and (2) the potential impacts of those options on NNSA's plutonium research for the nuclear weapons stockpile and other plutonium research missions. Much of the nation's current plutonium research capabilities are housed in aging facilities at Los Alamos National Laboratory in New Mexico. These facilities pose safety hazards. The National Nuclear Security Administration (NNSA) has decided to construct a multibillion dollar Chemistry and Metallurgy Research Replacement Nuclear Facility (CMRR) to modernize the laboratory's capabilities to analyze and store plutonium. GAO was asked to examine (1) the cost and schedule estimates to construct CMRR and the extent to which its most recent estimates reflect best practices, (2) options NNSA considered to ensure that needed plutonium research activities could continue, and (3) the extent to which NNSA's plans reflected changes in stockpile requirements and other plutonium research needs. GAO reviewed NNSA and contractor project design documents and visited Los Alamos and another plutonium facility at Lawrence Livermore National Laboratory in California. GAO is making recommendations to improve CMRR's schedule risk analysis and to conduct an assessment of plutonium research needs. NNSA agreed with GAO's recommendations to assess plutonium research needs, but disagreed that its schedule risk analysis should be revised, citing its recent decision to defer the project. GAO clarified the recommendation to specify that NNSA should take action when it resumes the project.
