Aggregate effects on employment are estimated to be limited. But many jobs will be lost in the shrinking high-emission industries, while many others will be created in the expanding low-emission activities. This edition of the OECD Employment Outlook examines the characteristics of the jobs that are likely to thrive because of the transition (“green-driven jobs”), including their attractiveness in terms of job quality, and compares them to jobs in high-emission industries that tend to shrink. The cost of job displacement in these latter industries is assessed along with the trajectories of workers out of them towards new opportunities, and the labour market policies that can facilitate job reallocation. Particular attention is devoted to upskilling and reskilling strategies to facilitate workers’ transition into fast-growing, green-driven occupations. The distributive impacts of climate-change mitigation policies are also examined, with a focus on carbon pricing and options to redistribute its tax revenue to those most impacted. As usual, the first chapter of the Outlook assesses recent labour market developments (including wage trends), but also provides an update of the OECD Job Quality indicators.

Tackling this relevant area of scholarship, this book uses an innovative approach to analyse the relationship between the university and the labour market from different perspectives, taking into account both sociological and economic theories. Key areas explored include work transition, graduate employability, and the effects of public interventions/initiatives which are aimed at matching the competences of graduates to labour market needs. The chapters summarise several years of author original research, including study on the employability of graduates in Poland more specifically, and the effects of their public interventions to increase graduate employment and facilitate entry into the workforce (e.g. Commissioned Fields of Study, Competences Development Programme). More generally, university – labour market relations are analysed from three perspectives: micro (understood as individual characteristics shaping educational and occupational choices and decisions), and meso and macro (e.g. features of the education system and such as the strength of the signal sent by HE diplomas; the macroeconomic situation and the condition of the labour market and the state of debate on general and employability competences and its implications). The conclusions made are pertinent given ongoing debates around graduate mismatch in the labour market, as well as the questioning of tuition fees and the role of the university in society more broadly. In terms of influential comparative typologies or models (naturally 'flawed' by a certain element of vagueness and simplification, but also very helpful in analytical and pedagogical respects), Sweden has been described as a representative of, inter alia, a Nordic legal family, a Nordic labour law model, a social-collectivist industrial relations system, a consensual industrial relations system, a social-democratic welfare state regime, a Scandinavian social security law system (a 'sub-group' of the Beveridge system), and a coordinated market economy. But since 1995 EU law and European law perspectives have been extensively integrated into existing Swedish labour and social security law, and the chapters in this book go a long way in illustrating the far-reaching and multifaceted ways in which Swedish law has been 'Europeanised'.
