Too often, however, the debate has been narrowly framed in terms of the situation in Iraq and what steps the United States should take there next, leaving the broader impact of the war on American interests largely overlooked. Ultimately, though, the success and failure of the war will have to be judged in terms of its overall contribution to U.S. national security, including those repercussions that extend far beyond the borders of Iraq. This book addresses this gap by providing a comprehensive evaluation of the consequences of the Iraq war for the national security of the United States. Continued failure to make Iraq stable and secure threatens to disrupt the Middle East not by catalyzing the spread of democracy but by exporting instability and conflict. If violence continues, Iraq's neighbors will use the country as a theater in which to pursue their own goals, including those at odds with Iraqi and U.S. interests. Iraq will remain a training ground for terrorist groups, threatening U.S. and allied security. Continued conflict in Iraq not only will remain extraordinarily costly in terms of U.S. lives and resources, but will also damage the credibility of the United States and the efficacy of U.S. forces. It also feeds perceptions around the world that the United States is engaged in a "war on Islam." The U.S. government needs to consider alternative strategies and approaches for reducing the violence in Iraq. Even if policy makers choose not to make major changes, adjustments to current policies might help improve the effectiveness of the U.S. effort. In light of the continuing violence in Iraq, U.S. policy makers continue to reexamine policy options and their repercussions. This monograph assesses a number of approaches that the U.S. government can consider in its efforts to reduce sectarian violence and stabilize Iraq, and presents recommendations that may help increase the likelihood of success. It also considers possible next steps to take, whether these efforts succeed or fail. The analysis in this monograph is based on more than a year of research, which included travel to the region and extensive interviews with U.S., Iraqi, and other specialists, analysts, and officials, as one component of the project "The U.S. Air Force Role in the Middle East." It involved a multidisciplinary team of researchers who brought their expertise in political, economic, and military strategic analysis to these important questions.

His father's administration, by contrast, carefully funneled statecraft through the United Nations and achieved Council authorization for the U.S.-led Gulf War in 1991. The history of American policy toward Iraq displays considerable variation in the extent to which policies were conducted through the UN and other international organizations. In Channels of Power, Alexander Thompson surveys U.S. policy toward Iraq, starting with the Gulf War, continuing through the interwar years of sanctions and coercive disarmament, and concluding with the 2003 invasion and its long aftermath. He offers a framework for understanding why powerful states often work through international organizations when conducting coercive policies-and why they sometimes choose instead to work alone or with ad hoc coalitions. The conventional wisdom holds that because having legitimacy for their actions is important for normative reasons, states seek multilateral approval. Channels of Power offers a rationalist alternative to these standard legitimation arguments, one based on the notion of strategic information transmission: When state actions are endorsed by an independent organization, this sends politically crucial information to the world community, both leaders and their publics, and results in greater international support.

Much of the focus of the United States and its coalition partners understandably remains on near-term efforts to stabilize the two countries.
