Available in PDF, EPUB and Kindle. Book excerpt: The Housing Choice Voucher Program (HCVP) is the largest of the rental subsidy programs administered by HUD. In the HCVP, a family is offered a voucher, which it can use to rent any privately owned unit that meets program requirements. The HCVP "success rate" is the proportion of families issued a voucher who succeed in leasing a unit within the timeframe provided by the program. This volume examines success rates in metro areas. It finds that success rates vary with local market conditions. Importantly, success rates did not differ by such characteristics as the race, ethnicity, gender, or disability status of the head of household. This suggests that the voucher program works equally well for many different types of households. Illustrated.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the rapid creation of jobs in the greater Atlanta region, poverty in the city itself remains surprisingly high, and Atlanta's economic boom has yet to play a significant role in narrowing the gap between the suburban rich and the city poor. This book investigates the key factors underlying this paradox. The authors show that the legacy of past residential segregation as well as the more recent phenomenon of urban sprawl both work against inner city blacks. Many remain concentrated near traditional black neighborhoods south of the city center and face prohibitive commuting distances now that jobs have migrated to outlying northern suburbs. The book also presents some promising signs. Few whites still hold overt negative stereotypes of blacks, and both whites and blacks would prefer to live in more integrated neighborhoods. The emergence of a dynamic, black middle class and the success of many black-owned businesses in the area also give the authors reason to hope that racial inequality will not remain entrenched in a city where so much else has changed. A Volume in the Multi-City Study of Urban Inequality

Book excerpt: Over the last 25 years a vast body of literature has been published on neighbourhood effects: the idea that living in more deprived neighbourhoods has a negative effect on residents’ life chances over and above the effect of their individual characteristics. The volume of work not only reflects academic and policy interest in this topic, but also the fact that we are still no closer to answering the question of how important neighbourhood effects actually are. There is little doubt that these effects exist, but we do not know enough about the causal mechanisms which produce them, their relative importance in shaping individual’s life chances, the circumstances or conditions under which they are most important, or the most effective policy responses. Collectively, the chapters in this book offer new perspectives on these questions, and refocus the academic debate on neighbourhood effects. The book enriches the neighbourhood effects literature with insights from a wide range of disciplines and countries.

The recommendations of the Task Force are explicitly linked to the scientific evidence developed during systematic reviews. This volume examines the effectiveness and efficiency of interventions to combat such risky behaviors as tobacco use, physical inactivity, and violence; to reduce the impact and suffering of specific conditions such as cancer, diabetes, vaccine-preventable diseases, and motor vehicle injuries; and to address social determinants oh health such as education, housing, and access to care. The chapters are grouped into three broad categories: changing risk behaviors; reducing specific diseases, injuries, and impairments; and methodological background for the book itself.

Available in PDF, EPUB and Kindle. Book excerpt: Making Cities Work brings together leading writers and scholars on urban America to offer critical perspectives on how to sustain prosperous, livable cities in today's fast-evolving economy. Successful cities provide jobs, quality schools, safe and clean neighborhoods, effective transportation, and welcoming spaces for all residents. But cities must be managed well if they are to remain attractive places to work, relax, and raise a family; otherwise residents, firms, and workers will leave and the social and economic advantages of city living will be lost. Drawing on cutting-edge research in the social sciences, the contributors explore optimal ways to manage the modern city and propose solutions to today's most pressing urban problems. Topics include the urban economy, transportation, housing and open space, immigration, race, the impacts of poverty on children, education, crime, and financing and managing services. The contributors show how to make cities work for diverse urban constituencies, and why we still need cities despite the many challenges they pose. Making Cities Work brings the latest findings in urban economics to policymakers, researchers, and students, as well as anyone interested in urban affairs. In addition to the editor, the contributors are David Card, Philip J. Cook, Janet Currie, Edward L. Glaeser, Joseph Gyourko, Richard J. Murnane, Witold Rybczynski, Kenneth A. Small, and Jacob L. Vigdor.

Available in PDF, EPUB and Kindle. Book excerpt: Since Franklin D. Roosevelt's New Deal, American housing policy has focused on building homes for the poor. But seventy-five years of federal housing projects have not significantly ameliorated crime, decreased unemployment, or improved health; recent reforms have failed to revitalize low-income neighborhoods or stimulate the economy. To be successful in the twenty-first century, American housing policy must stop reinventing failed programs. Housing Policy at a Crossroads: The Why, How, and Who of Assistance Programs provides a comprehensive survey of past low-income housing programs, including public and subsidized housing, tax credits for developers, and block grants for state and local governments. John C. Weicher's comparative analysis of these programs yields several key conclusions: Affordability, not quality, is the most pressing challenge for housing policy today; of all the housing programs, vouchers have provided the most choice for the poor at the lowest cost to the taxpayer; because vouchers are much less expensive than public or subsidized housing, future subsidized projects would be an inefficient use of resources; vouchers should be offered only to the poorest members of society, ensuring that aid is available to those who need it most. At once a history of housing policy, a guide to issues confronting policymakers, and a case for vouchers as the cheapest, most effective solution, Housing Policy at a Crossroads is a timely warning that reinventing failed building programs would be a very costly wrong turn for America.
