Book Synopsis Perspectives on Ecosystem Management for the Great Lakes by : Lynton K. Caldwell
Download or read book Perspectives on Ecosystem Management for the Great Lakes written by Lynton K. Caldwell and published by SUNY Press. This book was released on 1988-07-08 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1978 Canada and the United States concluded an agreement for the protection and enhancement of water quality in the Great Lakes based on the ecosystem approach to management. Since ratification of this agreement, little progress has been made in practical application of this concept to basin-wide management for the Great Lakes. At the same time public concern for the quality of the Great Lakes and their future has risen dramatically. As a result, the need has arisen for a practical, authoritative explanation of the ecosystem concept. This volume, written by highly qualified authorities, addresses these important ecological, political, and economic issues in a systematic and informative manner. In this study, the ecosystem concept and its objectives are defined. The institutional structure that has evolved for governance of the Great Lakes, the need for a more effective governance structure, and prospects for rehabilitation of the Great Lakes Waters are crucial issues considered. The management question is the single most important policy question with respect to the Great Lakes and this is the only study available that brings together all pertinent information and provides steps for new and constructive management of the Great Lakes.

Normally the Commission's Biennial Reports made after each biennial Meeting reflect primarily the results of the Commission's consideration of the reports of its Great Lakes Water Quality and Great Lakes Science Advisory Boards for the two years since the preceding Biennial Report. This Biennial Report is also prepared with the benefit of having available to us the substantial and useful reports of these Boards. (...)on this occasion, the Report should also discuss specifically the input we have received from the public, and particularly the public input at the Biennial Meeting itself.

This book was released on 2003-01-01 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: This fifth volume in the Permanent Court of Arbitration/Peace Palace Papers series reproduces the work of the 6th International Law Seminar held at the Peace Palace on November 8, 2002. The Seminar's distinguished panelists and participants focused on the settlement of international disputes over that most essential of natural resources water. They explored a range of questions: Which settlement mechanisms are most promising in the field of transboundary freshwater disputes? Is adjudication a suitable method of apportioning water rights which are vital not only to human life, but to the agriculture and industry of every nation on the planet? Given the need for "win-win" solutions to most water disputes, are negotiation and regional cooperation the only realistic and viable methods for settling them? What is the potential role of conciliation, mediation, good offices and other ad hoc mechanisms? This volume also contains the 1997 United Nations Convention on the Law of the Non-Navigational Uses of International Watercourses, a multilateral framework treaty dealing with transboundary freshwater, which provides a variety of tools (such as the submission of disputes to fact-finding commissions) for the peaceful resolution of water disputes.

This book was released on 2002-01-01 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sponsored by the Task Committee for the Shared Use of Transboundary Water Resources of the Environmental and Water Resources Institute and the Laws and Institutions Committee of ASCE. This report proposes clear standards and principles for effective and efficient water sharing among two or more autonomous political bodies. Drawing from existing transboundary agreements, this report presents a series of model codes that could limit the potential for conflict while providing an appropriate balance among efficient use of the water resource for economic purposes, public health, and ecological protection. Three model agreements are presented for use according to the willingness of the parties to forgo sovereignty. All three models?coordination and cooperation, limited purpose, and comprehensive management?focus on the allocation and use of shared waters and on resolving conflicts involving such waters. These three water sharing agreements can be used within the United States and, with minor alterations, in the international arena.

Book excerpt: The International Joint Commission oversees and protects the shared waters of Canada and the United States. Created by the Boundary Waters Treaty of 1909, it is one of the world's oldest international environmental bodies. A pioneering piece of transborder water governance, the IJC has been integral to the modern Canada-United States relationship. This is the definitive history of the International Joint Commission. Separating myth from reality and uncovering the historical evolution of the IJC from its inception to its present, this collection features an impressive interdisciplinary group of scholars and practitioners. Examining the many aspects of border waters from east to west The First Century of the International Joint Commission traces the three major periods of the IJC, detailing its early focus on water flow, its middle period of growth and increasing politicization, and its modern emphasis on ecosystems. Informative, detailed, and fascinating, The First Century of the International Joint Commission is essential reading for academics, contemporary policy makers, governments, and all those interested in sustainability, climate change, pollution, and resiliency along the Canada-US Border.
