The pressure for more fiscal devolution and other economic powers in the devolved nations has increased demands for greater economic decentralisation in the regions and sub-regions of England. This edited collection constructs an analytical narrative that draws on the evidence of the Scottish experience and expert testimony from the Smith Commission and other policy advisors. Drawing on ideas from fiscal federalism and agglomeration economics, the contributors examine the reorganisation and restructuring of economic territories within the UK. What is apparent in the UK experience of asymmetrical devolution is that many of the complex issues surrounding decentralised economic governance are not going to be addressed through simple expedients. Book excerpt: During the Committee's investigation into the devolution of public finances, Lord Palmerston's assessment of the Schleswig-Holstein question has often sprung to mind. Funding of devolved administrations, particularly with regards to Scotland, is a complex mix of social, economic and political questions; "You would not start from here", has been the lament of many of our witnesses. This inquiry was prompted by the Smith Commission agreement. The Scottish cross-party Smith Commission was established by the Prime Minister, following the September 2014 referendum on Scottish independence, to agree further powers which should be devolved to Scotland. The Committee was particularly interested in the proposals that seek to increase the financial accountability of the Scottish Parliament. The Smith Commission agreement will be delivered through the Scotland Bill 2015 and the renegotiation of the 'fiscal framework' by the UK and Scottish Governments. The fiscal framework sets out how Scotland, Wales and Northern Ireland receive funding from the UK Government and the institutional arrangements that govern the process. The renegotiation of the fiscal framework may also have implications for future funding arrangements for Wales and Northern Ireland. Negotiations on the fiscal framework have yet to be concluded. This report draws attention to certain problems we have identified that the UK Government and devolved administrations need to address: (1) The Absence of the Fiscal Framework; (2) Funding of Devolved Administrations in the UK; (3) Adjustment of the block grant for Scotland to reflect devolved income tax receipts; (4) the second 'no detriment' principle; (5) choice of devolved taxes; (6) borrowing powers; (7) transparency and scrutiny.

The Government will: cap the Retail Prices Index in business rates to 2% in 2014-15 and extend the doubling of Small Business Rate Relief to April 2014; will provide a business rate discount of £1,000 in 2014-15 and 2014-16 for retail properties with a rateable value of up to £50,000 and a 50% discount from business rates for new occupants of previously empty retail premises for 18 months; abolish National Insurance Contributions for under 21 year olds on earnings up £813 per week; remove cap on higher education student numbers; announce further reforms to make the most of the UK's science base; introduce a new tax relief for shale gas, and increase support for employee ownership and the creative industries; improve the UK's infrastructure with the National Infrastructure Plan 2013; and take further action to increase housing supply and support home ownership. Fuel prices will be frozen and the impact of policies on energy bills will be reduced. The average increase in rail fares will capped. Married couples & civil partners will be allowed to transfer £1,000 of their income tax personal allowance to their spouse where neither is a higher rate taxpayer.

Book excerpt: Drug overdose, driven largely by overdose related to the use of opioids, is now the leading cause of unintentional injury death in the United States. The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.
