Science for Governing Japan's Population considers the question of why these population phenomena have been seen as problematic. What roles have population experts played in turning this demographic trend into a government concern? Aya Homei examines the medico-scientific fields around the notion of population that developed in Japan from the 1860s to the 1960s, analyzing the role of the population experts in the government's effort to manage its population. She argues that the formation of population sciences in modern Japan had a symbiotic relationship with the development of the neologism, 'population' (jinkō), and with the transformation of Japan into a modern sovereign power. Through this history, Homei unpacks assumptions about links between population, sovereignty, and science. This title is also available as Open Access.

Book excerpt: Japan's contemporary struggle with low fertility rates is a well-known issue, as are the country's efforts to bolster their population in order to address attendant socioeconomic challenges. However, though this anxiety about and discourse around population is thought of as relatively recent phenomenon, government and medical intervention in reproduction and fertility are hardly new in Japan. The "population problem (jinko mondai)" became a buzzword in the country over a century ago, in the 1910s, with a growing call among Japanese social scientists and social reformers to solve what were seen as existential demographic issues. In this book, Sujin Lee traces the trajectory of population discourses in interwar and wartime Japan, and positions them as critical sites where competing visions of modernity came into tension. Lee destabilizes the essentialized notions of motherhood and population by dissecting gender norms, modern knowledge, and government practices, each of which played a crucial role in valorizing, regulating, and mobilizing women's maternal bodies and responsibilities in the name of population governance. Bringing a feminist perspective and Foucauldian theory to bear on the history of Japan's wartime scientific fascism, Lee shows how anxieties over demographics have undergirded justifications for ethnonationalism and racism, colonialism and imperialism, and gender segregation for much of Japan's modern history.

This problem is general, as the Covid-19 pandemic has highlighted: lockdowns protect the elderly, but hurt the young. Policies to address global warming impose taxes on the elderly, but would bring benefits largely in the future. This book addresses intergenerational problems by placing its focus on budget allocation, taxation, and regulation. By using Japanese and US data, the authors conduct statistical analysis of whether regions with aging populations may adopt policies that generate benefits during a short period of time instead of policies that could benefit current young generations for an extended period of time. If the policy preferences of voters depend on their age, and if policy adoption by a government reflects public opinion, the change in demographic composition in a region may affect governmental policies. In an aged society, the elderly are pivotal voters. Budgets may be reallocated from policies favored by younger generations, such as education, to policies the elderly prefer, such as welfare programs. This generates an intergenerational externality problem: voters with short life expectancy do not take into consideration long-term benefits. Moreover, the current tax bases may be replaced by other tax bases that do not harm the elderly. The results reported in the book largely support these hypotheses. Evidence also shows that the gender and racial composition and institutional factors, including the extent of fiscal decentralization, are important in anticipating effects of population aging in other countries.

In a little more than a century, the Japanese diet has undergone a dramatic transformation. In 1900, a plant-based, near-subsistence diet was prevalent, with virtually no consumption of animal protein. By the beginning of the twenty-first century, Japan's consumption of meat, fish, and dairy had increased markedly (although it remained below that of high-income Western countries). This dietary transition was a key aspect of the modernization that made Japan the world's second largest economic power by the end of the twentieth century, and it has helped Japan achieve an enviable demographic primacy, with the world's highest life expectancy and a population that is generally healthier (and thinner) than that of other modern affluent countries. In this book, Vaclav Smil and Kazuhiko Kobayashi examine Japan's gradual but profound dietary change and investigate its consequences for health, longevity, and the environment. Smil and Kobayashi point out that the gains in the quality of Japan's diet have exacted a price in terms of land use changes, water requirements, and marine resource depletion; and because Japan imports so much of its food, this price is paid globally as well as domestically. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi.
