The backbone of these codes, models, and simulations is a fundamental understanding and predictive capability for simulating the phase and microstructural behavior of the nuclear fuel system materials and matrices. The purpose of this paper is to identify the modeling and simulation approach in order to deliver predictive tools for advanced fuels development. The coordination between experimental nuclear fuel design, development technical experts, and computational fuel modeling and simulation technical experts is a critical aspect of the approach and naturally leads to an integrated, goal-oriented science-based R & D approach and strengthens both the experimental and computational efforts. The Advanced Fuels Campaign (AFC) and Nuclear Energy Advanced Modeling and Simulation (NEAMS) Fuels Integrated Performance and Safety Code (IPSC) are working together to determine experimental data and modeling needs. The primary objective of the NEAMS fuels IPSC project is to deliver a coupled, three-dimensional, predictive computational platform for modeling the fabrication and both normal and abnormal operation of nuclear fuel pins and assemblies, applicable to both existing and future reactor fuel designs. The science based program is pursuing the development of an integrated multi-scale and multi-physics modeling and simulation platform for nuclear fuels. This overview paper discusses the vision, goals and approaches how to develop and implement the new approach.

Book excerpt: The objective of this report is to identify new basic science that will be the foundation for advances in nuclear fuel-cycle technology in the near term, and for changing the nature of fuel cycles and of the nuclear energy industry in the long term. The goals are to enhance the development of nuclear energy, to maximize energy production in nuclear reactor parks, and to minimize radioactive wastes, other environmental impacts, and proliferation risks. The limitations of the once-through fuel cycle can be overcome by adopting a closed fuel cycle, in which the irradiated fuel is reprocessed and its components are separated into streams that are recycled into a reactor or disposed of in appropriate waste forms. The recycled fuel is irradiated in a reactor, where certain constituents are partially transmuted into heavier isotopes via neutron capture or into lighter isotopes via fission. Fast reactors are required to complete the transmutation of long-lived isotopes. Closed fuel cycles are encompassed by the Department of Energy?s Advanced Fuel Cycle Initiative (AFCI), to which basic scientific research can contribute. Two nuclear reactor system architectures can meet the AFCI objectives: a?single-tier? system or a?dual-tier? system. Both begin with light water reactors and incorporate fast reactors. The?dual-tier? systems transmute some plutonium and neptunium in light water reactors and all remaining transuranic elements (TRUs) in a closed-cycle fast reactor. Basic science initiatives are needed in two broad areas:? Near-term impacts that can enhance the development of either?single-tier? or?dual-tier? AFCI systems, primarily within the next 20 years, through basic research. Examples: Dissolution of spent fuel, separations of elements for TRU recycling and transmutation Design, synthesis, and testing of inert matrix nuclear fuels and non-oxide fuels Invention and development of accurate on-line monitoring systems for chemical and nuclear species in the nuclear fuel cycle Development of advanced tools for designing reactors with reduced margins and lower costs? Long-term nuclear reactor development requires basic science breakthroughs: Understanding of materials behavior under extreme environmental conditions Creation of new, efficient, environmentally benign chemical separations methods Modeling and simulation to improve nuclear reaction cross-section data, design new materials and separation system, and propagate uncertainties within the fuel cycle Improvement of proliferation resistance by strengthening safeguards technologies and decreasing the attractiveness of nuclear materials A series of translational tools is proposed to advance the AFCI objectives and to bring the basic science concepts and processes promptly into the technological sphere. These tools have the potential to revolutionize the approach to nuclear engineering R & D by replacing lengthy experimental campaigns with a rigorous approach based on modeling, key fundamental experiments, and advanced simulations.

R&D of light water reactor (LWR) fuels with enhanced accident tolerance is also conducted by AFC. The overarching goal is to develop advanced nuclear fuels and materials that are robust, have high performance capability, and are more tolerant to accident conditions than traditional fuel systems. AFC management and integration activities included continued support for international collaborations, primarily with France, Japan, the European Union, Republic of Korea, and China, as well as various working group and expert group activities in the Organization for Economic Cooperation and Development Nuclear Energy Agency (OECD-NEA) and the International Atomic Energy Agency (IAEA). Three industry-led Funding Opportunity Announcements (FOAs) and two university-led Integrated Research Projects (IRPs), funded in 2013, made significant progress in fuels and materials development. All are closely integrated with AFC and Accident Tolerant Fuels (ATF) research. Accomplishments made during fiscal year (FY) 2014 are highlighted in this report, which focuses on completed work and results. The method has been implemented in a developed code system integrating capabilities of MCNPX for highfidelity fuel cycle component simulations. The impact associated with energy generation and utilization is immeasurable due to the immense, widespread, and myriad effects it has on the world and its inhabitants. The polar extremes are demonstrated on the one hand, by the high quality of life enjoyed by individuals with access to abundant reliable energy sources, and on the other hand by the global-scale environmental degradation attributed to the affects of energy production and use. Thus, nations strive to increase their energy generation, but are faced with the challenge of doing so with a minimal impact on the environment and in a manner that is self-reliant. Consequently, a revival of interest in nuclear energy has followed with much focus placed on technologies for transmuting nuclear spent fuel. In this dissertation, a Nuclear Energy System (NES) configuration was developed to take advantage of used fuel recycling and transmutation capabilities in waste management scenarios leading to minimized TRU waste inventories, long-term activities, and radiotoxicities. The reactor systems and fuel cycle components that make up the NES were selected for their ability to perform in tandem to produce clean, safe, and dependable energy in an environmentally conscious manner. The reactor systems include the AP1000, VHTR, and HEST. The diversity in performance and spectral characteristics for each was used to enhance TRU waste elimination while efficiently utilizing uranium resources and providing an abundant energy source. The High Level Waste (HLW) stream produced by typical nuclear systems was characterized according to the radionuclides that are key contributors to long-term waste management issues. The TRU component of the waste stream becomes the main radiological concern for time periods greater than 300 years. A TRU isotopic assessment was developed and implemented to produce a priority ranking system for the TRU nuclides as related to long-term waste management and their expected characteristics under irradiation in the different reactor systems of the NES. Detailed 3D whole-core models were developed for analysis of the individual reactor systems of the NES. As an inherent part of the process, the models were validated and verified by performing experiment-to-code and/or code-to-code benchmarking procedures, which provided substantiation for obtained data and results. Reactor core physics and material depletion calculations were performed and analyzed. A computational modeling approach was developed for integrating the individual models of the NES. A general approach was utilized allowing for the Integrated System Model (ISM) to be modified in order to provide simulation for other systems with similar attributes. By utilizing this approach, the ISM is capable of performing system evaluations under many different design parameter options. Additionally, the predictive capabilities of the ISM and its computational time efficiency allow for system sensitivity/uncertainty analysis and the implementation of optimization techniques. The NES has demonstrated great potential for providing safe, clean, and secure energy and doing so with foreseen advantages over the LEU once-through fuel cycle option. The main advantages exist due to better utilization of natural resources by recycling the used nuclear fuel, and by reducing the final amount and time span for which the resulting HLW must be isolated from the public and the environment due to radiological hazard. If deployed, the NES can substantially reduce the long-term radiological hazard posed by current HLW, extend uranium resources, and approach the characteristics of an environmentally benign energy system.

The Systems Analysis Working Group is tasked with bridging the program technical areas and providing the models, tools, and analyses required to assess the feasibility of design and deploy?ment options and inform key decision makers. An integral part of the Systems Analysis tool set is the development of a system level model that can be used to examine the implications of the different mixes of reactors, implications of fuel reprocessing, impact of deployment technologies, as well as potential?exit? or?off ramp? approaches to phase out technologies, waste management issues and long-term repository needs. The Verifiable Fuel Cycle Simulation Model (VISION) is a computer-based simulation model that allows performing dynamic simulations of fuel cycles to quantify infrastructure requirements and identify key trade-offs between alternatives. VISION is intended to serve as a broad systems analysis and study tool applicable to work conducted as part of the AFCI (including costs estimates) and Generation IV reactor development studies.
