Book excerpt: The Third International Mathematics and Science Study is the largest and most ambitious study ever undertaken by the International Association for the Evaluation of Educational Achievement. Forty-five countries collected data in more than 30 languages. Five grade levels were tested in the two subject areas. This report describes the science achievement of seventh and eighth graders, emphasizing the results from the eighth-grade assessment. Results are presented for the 41 countries that completed all the steps necessary to appear in this report. Singapore was the top performing country at both grade levels, with Colombia, Kuwait, and South Africa performing at the lowest levels. Perhaps the most striking finding was the large difference in average achievement between the top-performing and bottom-performing countries. Results provided a chain of overlapping countries, with most countries having an average achievement similar to that of a cluster of others, but with large differences between the top and bottom of the chain. In most countries and internationally, boys outperformed girls at both grade levels. The majority of eighth graders in nearly every country indicated that they liked science, but not all students had positive feelings about the subject. Home factors were strongly related to achievement in every participating country, but relationships between science achievement and instructional practices were less clear within and across countries. Book excerpt: Now that the initial results of The Third International Mathematics and Science Study (TIMSS) have been released, the Board on International Comparative Studies in Education (BICSE) has turned its attention to what happens next. The TIMSS data are potentially useful to researchers, policy makers, practitioners, and others interested in evidence regarding factors that influence student learning. But although the study has produced a remarkable volume of intriguing data, it is by no means complete. Scholarly review of the initial data, evaluations of claims based on the data, and follow-up secondary analysis based on the primary findings are all integral parts of a study of this magnitude, but the bulk of this very important work has not yet begun. Because of the board's serious concern that this necessary work has not been undertaken, or funded, it held a workshop on June 17 and 18, 1998, to explore different perspectives on possible next steps. The workshop was an invaluable opportunity for the board to explore issues and questions it has addressed over the years and to solidify its thinking about many of them. Because the board is convinced of the importance of moving forward with the TIMSS data, it presents in this report both recommendations as to what ought to be done and many of the innovative specific ideas that emerged from the workshop. These recommendations reflect the board's conviction, based on its many years of involvement with and deliberations about TIMSS, that this study is an extremely rich resource for the policy, scholarly, and practice communities, and that all of these groups have a responsibility to take full advantage of it. The recommendations and discussion in this report are intended to assist both researchers and funders who are considering further work with TIMSS, and a broader audience of researchers, policy makers, practitioners, and others who have followed the TIMSS results and are eager to use them. This report is, in a sense, the culmination of many years of effort for the board.

Sometimes this has been only in terms of the inclusion of topics such as 'the nature of science' and/or 'scientific method' and/or particular intentions for laboratory work that relate to 'scientific method.'sometimes it has been much broader, for example in curricula with STS emphases. Of importance to aspects of this proposal is that different countries/cultures have had different traditions in terms of the place of values in the school [science] curriculum. One obvious very broad difference of this form is the central place in [science] education thinking in many European countries of bildung, and the complete absence of this construct from most [science] curriculum thinking in English speaking contexts. There are numbers of such country/cultural differences. In the 1990s many countries moved towards various conceptualizations of Outcomes Based Education - OBE (sometimes so labelled and sometimes not). It was usual (but not universal) for OBE focused science curricula to have constrained views of the values that should be implicit and explicit in curriculum; that is views concerned only with 'the nature of science' and 'scientific method' (both usually seen as quite unproblematic). Currently there are a number of education systems that are changing again, and choosing to move away from Outcomes Based Education (for example, South Africa and several Australian states). One of the most interesting features of many of these movements is the re-embracing of a wider view of the science curriculum, including a reconsideration of the nature and place of the values associated with science in the purposes for and approaches to science education.
