The Healthy, Hunger-Free Kids Act of 2010 required USDA to update nutrition standards for lunches. USDA issued new requirements for lunch components--fruits, vegetables, grains, meats, and milk--and for calories, sodium, and fats in meals. USDA oversees state administration of the program, and states oversee local SFAs, which provide the program in schools. The changes were generally required to be implemented in school year 2012-2013. GAO was asked to provide information on implementation of the lunch changes. GAO assessed (1) lunch participation trends, (2) challenges SFAs faced implementing the changes, if any, and (3) USDA's assistance with and oversight of the changes. To address these areas, GAO used several methods, including review of federal laws, regulations, and guidance; analysis of USDA's lunch participation data; a national survey of state child nutrition program directors; and site visits to eight school districts selected to provide variation in geographic location and certain school district and food service characteristics. To improve program integrity, GAO recommends that USDA clarify the need to document noncompliance issues found during state reviews of SFAs and complete efforts to assess states' assistance needs related to oversight of financial management. USDA generally agreed with GAO's recommendations.

The regulations proposed a decrease in: the amount of protein-rich foods (to one and one/half ounces); fruits or vegetables (to one/half cup); bread (to 1 serving); and milk (to 6 ounces for elementary children). The wisdom of the proposal was questioned by subcommittee Chairman Perkins who believes it will deprive children of nutrients needed for growth, health, and well-being. Interested parties voiced their concerns either for or against the proposals. Statements were received from advocacy groups, food service directors, USDA officials, nutrition experts, parents, and professional organizations. Food consumption surveys, food and nutrition intake studies, and studies of foods eaten away from home were cited. (kbc).

The new rules provide detailed requirements for meal components-fruits, vegetables, grains, meats, and milk; update requirements for calories, sodium, and fats; and require that each student's lunch contain a fruit or vegetable. To provide information on challenges that school districts have faced, this testimony draws on work GAO conducted as part of its ongoing study of implementation of the changes. Specifically, GAO reviewed relevant federal laws, as well as USDA regulations, guidance, and studies; interviewed USDA officials and groups of food service officials and relevant industry representatives; and visited eight school districts. The aims of this Special Issue on adolescent dietary behavior were to identify methods and approaches for successful interventions to improve diet quality in this age group and identify at-risk subgroups that need particular attention. In total, 11 manuscripts were published in this Special Issue: three qualitative studies that included a systematic review, five cross-sectional studies, and three quantitative evaluations of interventions. This Special Issue discusses the contribution of the studies and provides suggestions to improve the success of future interventions in adolescents. It is important that adolescents are involved in the design of interventions to improve social and cultural acceptability and relevance. Interventions targeting schools or communities framed within a larger food system, such as issues around climate change and the carbon footprint of food, may improve engagement. Targeting adolescents in areas of deprivation is a priority where diet quality is particularly poor. Potentially successful interventions also include environmental policies that impact the cost and marketing of food and drinks, although evaluations of these were not included in this Special Issue.

Book excerpt: As part of the School Meals Initiative (SMI), the U.S. Department of Agriculture-Food and Nutrition Service (USDA-FNS) now requires each state to regularly review the nutritional content of food served by each School Food Authority (SFA) as part of the National School Lunch Program (NSLP). While states must monitor the nutritional content of school meals, they are not required to forward any information to USDA-FNS. However, USDA-FNS is required to measure progress to "ensure that school meals are consistent with the Dietary Guidelines for Americans (DGA) and the Recommended Daily Allowances (RDA)." To measure progress, USDA-FNS needs to produce state and national aggregations of the nutrient content in school lunches to show that meals in a given state or in the country as a whole are consistent with the DGA and RDA. In addition, FNS needs to do this while imposing minimal reporting burdens on the states. The USDA-FNS contracted with RAND to look more carefully at how some states are performing SMI reviews and how they might be able to transmit data with limited additional burden. In particular, it asked seven states to work collaboratively with RAND--through on-site, in-depth interviews--to explore possible reporting systems: California, Georgia, Nebraska, New Jersey, New York, Texas, and Wisconsin. These states were chosen as representative of regional differences across the country and of methods for conducting SMI reviews. This report describes the results of the analysis of possible approaches for states to report the results of their nutritional reviews to USDA-FNS.
