Education Hell: Rhetoric vs. Reality seeks to address misconceptions about America's schools by taking on the credo 'what can be measured matters.' To the contrary, Dr. Bracey makes a persuasive case that much of what matters cannot be assessed on a multiple choice test. The challenge for educators is to deal effectively with an incomplete accountability system-while creating a broader understanding of successful schools and teachers. School leaders must work to define, maintain, and increase essential skills that may not be measured in today's accountability plans.

Available in PDF, EPUB and Kindle. Book excerpt: This report presents findings of a 1985 national study of the local school board. Information was gathered from case studies in nine major metropolitan areas, questionnaires administered to over 200 school board chairpersons, and literature on board governance. Chapter 1 offers an overview and questionnaire results. Chapter 2 summarizes major findings. The historical role of school boards is discussed in chapter 3. Chapter 4, on the working board, interprets challenges faced in developing operating structures. The board-superintendent relationship is explored in chapter 5. The report probes, in chapter 6, issues confronting boards. Board members' and citizens' satisfactions and dissatisfactions with board service and practices are analyzed in chapter 7. The need for increased attention to board development for individuals and for boards is stressed in chapter 8, along with recommendations. The final chapter presentes 15 indicators of an effective board. Major findings are that citizens support the ideal of local governance of education through school boards, but not necessarily the board of their own community. Despite this approval, the public knows little about boards' functioning. States' increased visibility in education creates further confusion about responsibilities. Difficulties are forecast as student populations diversify and management becomes more complex. Local governance needs informed support from communities. Thirty-nine references are included. (CJH)

Book excerpt: In this revised and updated third edition, Carver continues to debunk the entrenched beliefs and habits that hobble boards and to replace them with his innovative approach to effective governance. This proven model offers an empowering and fundamental redesign of the board role and emphasizes values, vision, empowerment of both the board and staff, and strategic ability to lead leaders. Policy Governance gives board members and staff a new approach to board job design, board-staff relationships, the role of the chief executive, performance monitoring, and virtually every aspect of the board-management relationship. This latest edition has been updated and expanded to include explanatory diagrams that have been used by thousands of Carver's seminar participants. It also contains illustrative examples of Policy Governance model policies that have been created by real-world organizations. In addition, this third edition of Boards That Make a Difference includes a new chapter on model criticisms and the challenges of governance research.

Book excerpt: The primary contribution of this book, is not its advocacy of a specific position but rather, its objective analysis of cogent topics. The content prompts us to consider governance in relation to quality education and to ponder alternative policy strategies that have yet to be fully evaluated. As a young doctoral student more than a few years ago, William Van Til, an eminent scholar and a mentor, reminded me almost daily that members of the education profession had a moral responsibility to address the most difficult questions about education and democracy. These enduring queries, he argued, extended to determining how this critical social service should be organized and controlled and to determining the appropriate roles for administrators and teachers. Those in our profession who fail to heed his advice by remaining indifferent to these philosophical dilemmas should consider Plato’s long-standing warning: “One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors."

Available in PDF, EPUB and Kindle. Book excerpt: School boards shape society through systems of education. They choose who leads the system and how educators are selected to lead classrooms. They approve the allocation of millions of dollars every year. As leaders, the school board determines how their community defines the values, resources, and belief systems that together form the democratic mosaic of our times. Embedded within this knowledge are timeless foundations that have carried us from the origins of school boards to our current systems; these are the keys to community engagement, and these are the keys to empowered and strong school systems. This book is about the remarkable and unique purpose of school boards. It is not a book about abolition, or drastic reform. It explains clearly that school boards were established as part of the foundation for a strong democratic society and encourages everyone involved with school systems to guard that foundation. School boards embody the most immediate principles of democracy. This is an exciting book, appropriate for our times, focused on the powerful leadership necessary in the school board, and the potential to deliver ever-improving results through consistent and deliberate governance.

Available in PDF, EPUB and Kindle. Book excerpt: "The goals and challenges for district leaders are constantly changing. Leadership and governance are only parts of the puzzle when other elements such as the NCLB legislation, budgets, standards and assessment, changing demographics, and public engagement are brought into the picture. Today's superintendent needs an effective tool to help steer the school district to success. Drawing on the experiences of nearly 200 superintendents over the past ten years, The Superintendent's Fieldbook offers guidance that can be referenced again and again. Written for current and future superintendents, principals, school board members and teachers, this valuable guide is divided into nine sections--each offering ideas to implement, practical lessons, exercises, and questions for reflective practice. The authors identify seven key "commonplaces" of the successful modern superintendent including: Leading within a governance structure; Understanding and addressing standards and assessment; Considering race, class, and the achievement gap; Developing your schools' principals from building managers to leaders of learning; Exploring collaborations with agencies of government and organizational allies; Engaging your community to construct a shared vision of the future. Vignettes describing real events and situations will help you connect lessons learned to your own district experiences, and help you and your district thrive in the rapidly changing world of education." -- Publisher.

Book excerpt: School boards have the potential to build an extraordinary future for our children. The leadership of the school board can launch the potential in every child and educator in their schools, or it can cripple and discourage learning communities. Elected trustees play a critical role in today's school systems. As policy-makers, governors and community representatives, they influence the direction and achievement of schools within their jurisdiction. Administrators new to the school board table must quickly acquire comprehensive knowledge of the mandate and purpose of the school board, and how to work with trustees to lead the school district to attain its educational goals. Exploring facets of school board governance such as the role of democracy, public finance, accountability, purposeful meetings, and how to work with the personalities at the table, this book offers foundational training for board members and general knowledge for persons interested in knowing what school trustees actually do. Thoroughly understanding the purpose of the school board, and what it means to 'guard the trust' on behalf of the citizenry is critical to improved schools and quality education.
