Or ce que chacun est susceptible de mettre sous les termes "évaluation" et "compétences" est rarement identifiable. En posant le problème de l'évaluation des compétences à l'articulation entre le "savoir" et le "pouvoir", les auteurs ont situé leur questionnement sur les concepts et les pratiques au carrefour des sciences humaines : psychologie, sociologie et sciences de la formation notamment. Mais si l'évaluation des compétences concerne aujourd'hui un nombre croissant d'acteurs et de circonstances, elle se conçoit difficilement comme une pratique magique, réductible à des procédures standard dont l'emploi serait suffisant pour s'imposer aux individus et aux organisations et servir efficacement les impératifs de gestion. En revanche, lorsqu'elle est considérée comme un moyen d'explication des perspectives de développement des entreprises et de gestion du parcours social et professionnel des individus, elle peut devenir un élément régulateur des évolutions en jeu et des prises de décisions raisonnées.
