Available in PDF, EPUB and Kindle. Book excerpt: The San Diego Police Department dates to 1889, when out-of-control crime forced the end of the highly ineffective city marshal's office. With violence on every corner and Tombstone's venerable Wyatt Earp running the marshals' gambling interests, change was desperately needed. But the first days of the SDPD weren't easy. Within two years of its formation, the city's economy tanked, 36,000 of the town's 40,000 citizens left, and the department's newly appointed chief refused to take the job. Still, San Diego eventually developed into one of the nation's largest cities and most popular tourist destinations. Today more than 2,000 highly trained sworn SDPD officers, 700 support staff, and more than 1,000 volunteers form one of the world's most innovative andinternationally recognized police forces.

Available in PDF, EPUB and Kindle. Book excerpt: Donna Marie Gentile was an informant for the San Diego Police Dept. Larry Avrech, who was a young officer at the time, stumbled across Donna and the information about her 'sugar daddy' within the department. Recognizing the telltale signs of possible corruption, he befriended the prostitute to dig deeper. It would turn out to be the biggest mistake of his career. Eight months later, Avrech was terminated. His police brothers had chosen to believe a prostitute over a trusted officer "because it fit the specific needs of the department at that particular time". His integrity cost everything dear to him-his career, his home, and later his children. After his termination, the vindictive department continued to threaten him; doing everything they could to preserve their coverup and destroy Larry. Only six weeks after Donna testified against Avrech, her lifeless nude body turned up making Larry an instant murder suspect. In a twist of fate, Avrech got a call from a high-ranking Deputy District Attorney who said he could prove Larry was set up. But the question remained, "Who Killed Donna Marie Gentile?" Larry would work tirelessly for the next seven years to uncover a serial murder and eventually reveal the details in this comprehensive book about what happened behind the sensational headlines.

Book excerpt: A Pacific Coast metropolis famous for beautiful beaches and perfect weather and an American municipality since 1850, San Diego is Americas eighth-largest city. Known as Americas Finest City, it contains a wealth of historyevolutionary as well as revolutionaryin its crime files. Among those are the founder of the California wine industry, Judge Roy Bean, a black officer before the Emancipation Proclamation, a 19th-century Native American police chief, and women who had the power to arrest before they had the right to vote. Major incidents include massive floods, civil unrest, wildfires, and some of the largest police gun battles in history. San Diego also witnessed mass murder, Americas first major school shooting, the worst aviation disaster in American history, and the deadliest streets, per capita, to police. How the San Diego Police Department (SDPD) handled it all became textbook for many other police agencies.

Book excerpt: "The authors describe how law enforcement agencies can use barrier analysis, a method of assessment aimed at identifying potential obstacles to obtaining resources or participating in a program, to better understand and address the challenge of creating diversity among their personnel. They examine key points in the career lifecycle, such as recruitment, hiring, promotion, and retention practices, to determine where women and racial/ethnic minorities face obstacles that might account for less-than-proportionate representation among applicants, hires, and senior leadership. They describe the barrier analysis process, illustrate how it can help law enforcement agencies increase the diversity of their workforce, and present case studies featuring police departments that have used barrier analysis."--Publisher's description.

Book excerpt: Originally known as San Jose de Guadalupe, San Jose was ruled by Mexico until 1848, when, after the Mexican-American War, California joined the United States of America. In 1849, the newly elected government appointed a chief of police, and the San Jose Police Department was born. Its mission has been to respond to the distinctive needs of the community from the early agricultural age to today's high technology age. The San Jose Police Department has been a leader in law enforcement technology and training and is considered a model for modern police departments. Today, with a thousand sworn officers and 200 support personnel, the San Jose Police Department serves over a million citizens in the city and polices an area of over 180 square miles. The wonderful photographs compiled over the department's history illustrate the efforts of the hundreds of men and women who built the San Jose Police Department into one of the premier law enforcement agencies in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: South Los Angeles is often seen as ground zero for inter-racial conflict and violence in the United States. Since the 1940s, South LA has been predominantly a low-income African American neighborhood, and yet since the early 1990s Latino immigrants—mostly from Mexico and many undocumented—have moved in record numbers to the area. Given that more than a quarter million people live in South LA and that poverty rates exceed 30 percent, inter-racial conflict and violence surprises no one. The real question is: why hasn't there been more? Through vivid stories and interviews, The Neighborhood Has Its Own Rules provides an answer to this question. Based on in-depth ethnographic field work collected when the author, Cid Martinez, lived and worked in schools in South Central, this study reveals the day-to-day ways in which vibrant social institutions in South LA— its churches, its local politicians, and even its gangs—have reduced conflict and kept violence to a level that is manageable for its residents. Martinez argues that inter-racial conflict has not been managed through any coalition between different groups, but rather that these institutions have allowed established African Americans and newcomer Latinos to co-exist through avoidance—an under-appreciated strategy for managing conflict that plays a crucial role in America's low-income communities. Ultimately, this book proposes a different understanding of how neighborhood institutions are able to mitigate conflict and violence through several community dimensions of informal social controls.
