But in Abandoned Families, social policy expert Kristin Seefeldt shows how many working families have access only to a separate but unequal set of poor-quality jobs, low-performing schools, and declining housing markets which offer few chances for upward mobility. Through in-depth interviews over a six-year period with women in Detroit, Seefeldt charts the increasing social isolation of many low-income workers, particularly African Americans, and analyzes how economic and residential segregation keep them from achieving the American Dream of upward mobility. Seefeldt explores the economic and political obstacles that have altered the pathways for opportunity. She finds that while many low-income individuals work, enroll in higher education, and attempt to use social safety net benefits in times of crisis, they primarily have access to subpar institutions, which often hamper their efforts to get ahead. Many of these workers hold unstable, low-paying service sector jobs that provide few paths for advancement and exacerbate their social isolation. Those who pursue higher education to gain qualifications for better paying jobs often enroll in for-profit schools and online programs that push them into debt but rarely lead to secure employment or even a degree. And while home ownership was once the best way to establish wealth, Seefeldt finds that in declining cities like Detroit, it can saddle low-income owners with underwater mortgages in depopulated neighborhoods. Finally, she shows that the 1996 federal welfare reform and other retrenchments in the social safety net have made it more difficult for struggling families to access public benefits that could alleviate their economic hardships. When benefits are difficult to access, families often take on debt as a way of managing. Taken together, these factors contribute to what Seefeldt calls the “social abandonment” of vulnerable families. Abandoned Families is a timely, on-the-ground assessment of hardship in contemporary America. Seefeldt exposes the shortcomings of the institutions that once fostered upward mobility and shows how sweeping policy measures—including new labor protections, expansion of the social safety net, increased regulation of for-profit colleges, and reparations—could help lift up those who have fallen behind.

Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

In 1993 Congress enacted a major expansion of the Earned Income Tax Credit for low-income working families. In 1996 Congress passed and the president signed the Personal Responsibility and Work Opportunity Reconciliation Act. This legislation abolished the sixty-year-old Aid to Families with Dependent Children (AFDC) program and replaced it with a block grant program, Temporary Assistance for Needy Families. It contained stiff new work requirements and limits on the length of time people could receive welfare benefits.Dramatic change in AFDC was also occurring piecemeal in the states during these years. States used waivers granted by the federal Department of Health and Human Services to experiment with a variety of welfare strategies, including denial of additional benefits for children born or conceived while a mother received AFDC, work requirements, and time limits on receipt of cash benefits. The pace of change at the state level accelerated after the 1996 federal welfare reform legislation gave states increased leeway to design their programs. Ending Welfare as We Know It analyzes how these changes in the AFDC program came about. In fourteen chapters, R. Kent Weaver addresses three sets of questions about the politics of welfare reform: the dismal history of comprehensive AFDC reform initiatives; the dramatic changes in the welfare reform agenda over the past thirty years; and the reasons why comprehensive welfare reform at the national level succeeded in 1996 after failing in 1995, in 1993–94, and on many previous occasions.
