Book excerpt: This report on landside access to general cargo ports is the first phase of a two-phase study. The purpose of the study was to examine landside access impediments and to evaluate and recommend appropriate strategies to reduce those problems. An examination was also made to determine whether access to general cargo ports is hindered by lack of interagency and public-private coordination, physical impediments, land use restrictions, or federal, state, and local safety and environmental regulations.

Available in PDF, EPUB and Kindle. Book excerpt: In the last two decades, urban redevelopment of waterfront areas has accelerated. The historical significance of these areas, coupled with their unique visual amenities, have resulted in major renewal efforts in many cities. The competition between the waterway navigation industry and redevelopment interests for scarce waterfront land has resulted in conflicts. Congestion along the access routes to existing ports and terminals has affected the ability to move goods efficiently to and from the waterfront. This report presents the results of an investigation into waterfront redevelopment issues and conflicts that arise related to landside access to ports and terminals. Guidelines are presented that address some of the problems that arise during the development of waterfront development projects and in planning adequate transportation access. These guidelines focus on developing mechanisms to improve communication among the individuals and agencies involved it the planning process. They include such activities as information dissemination and the establishment of committees with broad representation. Application of these guidelines by water transportation interests, urban planners, transportation engineers, and community officials may alleviate some of the conflicts and enhance the planning process. The report concludes with recommendations for actions to be taken to insure that the results of this investigation are considered for implementation by waterway navigation interests and in the planning process.

This essential code of practice, intended to replace both the second edition of the ILO Code of Practice on Safety and Health in Dock Work (1977) and the ILO Guide to Safety and Health in Dock Work (1976), provides valuable advice and assistance to all those charged with the management, operation, maintenance and development of ports and their safety. Offering many detailed technical illustrations and examples of good practice, the provisions of this code cover all aspects of port work where goods or passengers are loaded or unloaded to or from ships. It is not limited to international trade but applies equally to domestic operations, including those on inland waterways. New topics are: traffic and vehicular movements of all types; activities on shore and on ship; amended levels of lighting provision; personal protective equipment; ergonomics; provisions for disabled persons; and the specific handling of certain cargoes, for example logs, scrap metal and dangerous goods.

Ports are where contemporary societal dilemmas converge: the (de)regulation of international flows; the (in)visible impact of globalization; the perennial tension between trade and security; and the thin line between legitimate, illicit and illegal. Applying a multidisciplinary lens to the political economy of port security, this book presents a unique outlook on the social, economic and political factors that shape organized crime and governance. Advancing the research agenda, this text bridges the divide between global and local, and theory and practice.

Terror on the High Seas: From Piracy to Strategic Challenge is a provocative look at maritime security and the steps that must be taken if terrorist threats are to be nullified. From the Achille Lauro hijacking to the bombing of the USS Cole to attacks on shipping channels, terrorists have employed a variety of tactics, both successful and unsuccessful. These have included the smuggling of arms and plots to bomb shipyards, as well as attacks on Merchant Marine ships, maritime offices, fuel storage facilities, and Navy personnel, ships, and facilities, on shore and in port. This book constitutes the first research effort after the unprecedented attacks of September 11, 2001, to provide government, industry, and the academic and policy communities with a major resource on potential threats to the maritime environment. Assuming that past tactics, as well as a variety of other unconventional attacks, will be utilized by both domestic and international groups well into the 21st century, the book sagely outlines the response needed from government and industry to meet the coming challenges.
