Available in PDF, EPUB and Kindle. Book excerpt: Adequate verification is the key issue not only in today's arms control, arms limitation, and disarmament regimes, but also in less spectacular areas like auditing in economics or control of environmental pollution. Statistical methodologies and system analytical approaches are the tools developed over the past decades for quantifying those components of adequate verification which are quantifiable, i. e. , numbers, inventories, mass transfers, etc. , together with their uncertainties. In his book Safeguards Systems Analy sis, Professor Rudolf Avenhaus condenses the experience and expertise he has gained over the past 20 years, when his work was mainly related to the development of the IAEA's system for safeguarding nuclear materials, to system analytical studies at IIASA in the field of future energy requirements and their risks, and to the application of statistical techniques to arms control. The result is a unified and up-to-date presentation and analysis of the quantitative aspects of safeguards systems, and the application of the more important findings to practical problems. International Nuclear Material Safeguards, by far the most advanced verification system in the field of arms limitation, is used as the main field of application for the game theoretical analysis, material accountancy theory, and the theory on verification of material accounting data developed in the first four chapters.

Book excerpt: The U.S. and Russian academies convened a workshop in 2003 for sharing best practices in nuclear materials protection, control, and accounting (MPC&A), including the status and application of remote monitoring technologies, personnel issues, and both national and international safeguards worldwide. The goals of the workshop were to identify areas in which the United States and Russia can promote best practices in MPC&A globally and expand U.S.-Russian cooperation on nuclear non-proliferation. The papers presented in the workshop and the outcomes of workshop discussions form the basis for this workshop summary.

Book excerpt: Nuclear material accounting and control (NMAC) works in a complementary fashion with the international safeguards programme and physical protection systems to help prevent, deter or detect the unauthorized acquisition and use of nuclear materials. These three methodologies are employed by Member States to defend against external threats, internal threats and both State actors and non-State actors. This publication offers guidance for implementing NMAC measures for nuclear security at the nuclear facility level. It focuses on measures to mitigate the risk posed by insider threats and describes elements of a programme that can be implemented at a nuclear facility in coordination with the physical protection system for the purpose of deterring and detecting unauthorized removal of nuclear material.

Book excerpt: Safeguards play a key role in verifying the effectiveness of restraints on the spread of nuclear weapons. Originally published in 1985, this book is a study of the safeguards system of the International Atomic Energy Agency, an important element of the non-proliferation regime. It breaks new ground by focusing on the politics of safeguards, especially the political problems of the IAEA and of the day-to-day application of safeguards. It contains a critical appraisal and proposals for ways of improving existing procedures, and of adapting them to the political and technological changes of recent years. Safeguarding the Atom gives an analysis of the following questions: What are IAEA safeguards and how do they work? How effective are they? How can they be reinforced? What sanctions can be imposed in the event of non-compliance? IAEA safeguards represent the world's first and so far only attempt to verify an arms control agreement by systematic on-site inspection, and their applicability to other arms control measures is examined.

This book was released on 1997 with total page 6 pages. Available in PDF, EPUB and Kindle. Book excerpt: The threat of nuclear weapons proliferation is a problem of global concern. International efforts at nonproliferation focus on preventing acquisition of weapons-grade nuclear materials by unauthorized states, organizations, or individuals. Nonproliferation can best be accomplished through international cooperation in the application of advanced science and technology to the management and control of nuclear materials. Computerized systems for nuclear material protection, control, and accountability (MPC and A) are a vital component of integrated nuclear safeguards programs. This paper describes the progress of scientists in the United States and former Soviet Republics in creating customized, computerized MPC and A systems. The authors discuss implementation of the Core Material Accountability System (CoreMAS), which was developed at Los Alamos National Laboratory by the US Department of Energy and incorporates, in condensed and integrated form, the most valuable experience gained by US nuclear enterprises in accounting for and controlling nuclear materials. The CoreMAS approach and corresponding software package have been made available to sites internationally. CoreMAS provides methods to evaluate their existing systems and to examine advantages and disadvantages of customizing CoreMAS or improving their own existing systems. The sites can also address crucial issues of software assurance, data security, and system performance; compare operational experiences at sites with functioning computerized systems; and reasonably evaluate future efforts. The goal of the CoreMAS project is to introduce facilities at sites all over the world to modern international MPC and A practices and to help them implement effective, modern, computerized MPC and A systems to account for their nuclear materials, and thus reduce the likelihood of theft or diversion. Sites are assisted with MPC and A concepts and the implementation of an effective computerized MPC and A system.

As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Book excerpt: This paper discusses a safeguards system that could be employed for a hypothetical nuclear material processing or production facility. The approach results in an integrated system of accountability measurements and nuclear materials control measures designed to monitor the storage, processing, and transfer of nuclear materials as well as placing adequate restraints upon personnel movement. It is the goal for every safeguards system, whether planned for a new facility or to be overlaid upon an existing facility, to be transparent to the plant operators, while accomplishing the necessary safeguards and security functions. This approach fulfills this need and presents graded protection to areas of varying sensitivity and accomplishes control at the source rather than placing increased reliance upon after-the-fact detection capabilities. These considerations will help a new or existing facility meet the new directions being established for safeguarding nuclear materials.
