The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

The purpose for the EPAs is to replace the Cotonou Agreement which currently governs trade between the EU and ACP. The EPAs are to be signed by 31 December 2007 and implemented on 01 January 2008. This is because they have been trading under a World Trade Organisation (WTO) waiver that was granted to the EU and ACP expiring on 31 December 2007. The EU-ACP waiver enabled the two partners to trade with non-reciprocal preferences by enforcing the special and differential treatment.

Book excerpt: One of the European Union's (EU) aim is to boost regional economic integration among developing countries. The empowerment of regional organisations, such as the Southern African Development Community (SADC), suggests that the EU promotes global justice in the form of non-domination of actors in the Global South. Yet, scholarship has heavily criticised the EU for how it negotiated an Economic Partnership Agreement (EPA) with the SADC, arguing that it contributed to disturbing regional integration. Indeed, it is puzzling why the EU pursued a bilateral trade agreement with South Africa separate from SADC's customs union, and why it negotiated an EPA with a limited SADC negotiating group rather than with the full regional organisation. By making use of the concept of cohesion and embedding this in a conception of justice as non-domination, I argue that the initial absence of SADC's cohesion made the EPA negotiations vulnerable to a dominant EU. The empirical case of the EU-SADC EPA suggests that regional integration is necessary for realizing global justice. However, this working paper argues that regional organisations are not sufficient to achieve justice in the form of non-domination, but they need to be accompanied by cohesion or solidarity among their members. Non-domination as a principle of global justice therefore requires an enabling context of cohesive developing regions.

Even prior to the formulation of the UN Sustainable Development Goals (SDGs), the EU has insisted upon the need for sustainable approaches to poverty reduction and economic growth in the Global South. When examining EU relations with African countries as part of the African, Caribbean and Pacific (ACP) group, however, it becomes clear that the translation of Europe’s sustainability discourse into practice is highly problematic. Notably, there are concerns that the EU’s free market approach to development – embodied in its EPA trade deals – is incompatible with genuine, pro-poor forms of sustainable growth. Moreover, the EU is often seen as a hegemonic actor whose trade and aid interventions in Africa often do more to perpetuate poverty than to ameliorate it. This book casts a critical light on Africa-EU relations with regards to the EU’s sustainability pledges. It does this through looking at an array of issues – not least trade, aid, the environment, and democratic institutions. In this vein, the book poses a challenge to EU trade and development discourse in the era of the UN SDGs. The chapters in this book were originally published as a special issue in Third World Thematics: A TWQ Journal.

Book excerpt: This thesis examines the potential impacts of the Economic Partnership Agreements (EPAs) between the EU and the Southern African Development Community (SADC). It provides a quantitative assessment of the prospective implications for welfare, output and trade structures, resource allocation, prices and fiscal revenue. The thesis undertakes country- and sector-specific analyses using the multi-region, multi-sector computable general equilibrium (CGE) GLOBE model. The model is calibrated to the Global Trade Analysis Project (GTAP) Database- version 7 for 2004. Different scenarios are implemented in order to simulate the alternative EU-SADC EPA scenarios in addition to their WTO-compatible alternatives. The thesis aims to contribute novel insights to the ongoing debate on the EU-SADC EPAs. It provides detailed country- and sector-specific impact projections within an internally consistent modelling framework. Furthermore, it contemplates the other WTO-compatible arrangements for SADC-EU trade in the case of not signing final EPAs. The simulation results inform answers for several research questions, as follows. Who gains and who loses from the EU-SADC EPAs? Do the agreements help SADC to effectively integrate into the world economy? What type of structural change might SADC experience under the EU-SADC EPA scenarios? How significant are potential adjustment costs for the SADC members likely to be? Are the WTO-compatible alternatives preferable for SADC members compared to the EU-SADC EPAs scenario? The simulation results suggest that a comprehensive EPA scenario is welfare-improving for many SADC members. The agreements, however, do not serve as a stumbling block towards more integration for SADC members into the world markets. Overall, SADC production structures become more concentrated in export-oriented sectors. These structural changes are accompanied by a high degree of adjustment in factor markets and substantial fiscal losses. A comprehensive EPA scenario is the best option vis-à-vis the WTO-compatible alternatives for SADC non-LDCs, whereas the results for SADC LDCs are mixed.

Book excerpt: North-South Free Trade Agreements are supposed to improve African countries' access to competitive inputs and consumer goods, to assist in creating an enabling trading environment and to help to improve the competitiveness of domestic companies by involving them in international networks. Negative effects such as revenue losses and trade diversion are meant to be offset by safeguard measures, technical assistance, and economic growth. The effects of a free trade agreement between the EU and the Southern African Customs Union (SACU) countries, especially relating to export performance, diversification efforts, industrialisation options and efforts for deeper regional integration, are the major questions the study addresses. In studying sector examples in the SACU countries for successful industrial policy, an investigation is undertaken of how a free trade agreement between the EU and the SACU countries affects domestic policies, economic performance and the position of sectors in the global value chain. The conclusion drawn is that free trade agreements concluded between the EU and southern African countries failed to be development-oriented. Subsequently, policy recommendations are made as to how EU policies towards southern Africa can take industrial development, export diversification and a move towards deeper regional integration better into account.
