Book excerpt: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

Book excerpt: Using simple economic methods while accounting for political and institutional factors, this book puts forward a political economy viewpoint of NATO's current status and its future prospects. A host of NATO policy concerns are addressed including the optimal membership for the alliance, its role in peacekeeping missions worldwide, the appropriate methods for deterring terrorism, and proper procurement practices for the next generation of weapons. Additional topics concern defense burden sharing, arms trade, NATO's institutional structure, and NATO's role vis-a-vis other international organizations. Although the analysis is rigorous, the book is intended for a wide audience drawn from political science and economics.

Book excerpt: The United States is engaged in an ambitious agenda of defense transformation that is revolutionizing the way the U.S. military organizes, trains, fights, and even thinks about conflict. What impact will this have on America's European allies? How can NATO transform itself for the 21st century? This volume examines the implications of U.S. defense transformation for NATO, particularly how America and its allies can close the ""transatlantic transformation gap"" --a looming breach in strategic orientation, spending priorities, and conceptual and operational planning and training. It examines European approaches to defense transformations and charts the progress made by the Alliance from Kosovo to Kabul --while showing how far it still has to go. The authors approach the issue of NATO transformation from different perspectives. As a whole, however, their argument is straightforward. If Alliance transformation is to be successful it must include, but also go beyond, the purely military dimension. NATO must transform its scope and strategic rationale, its capabilities, its partnerships --its very ways of doing business. They offer a range of policy prescriptions for the NATO Summit in Istanbul and beyond. Contributors include Richard L. Kugler, Rob de Wijk, George Robertson, Yves Boyer, Jeffrey P. Bialos, Andrew James, Hans Binnendijk, Manfred Engelhardt and Stuart L. Koehl.

Book excerpt: Knowledge is power. In the hands of UN peacekeepers, it can be a power for peace. Lacking knowledge, peacekeepers often find themselves powerless in the field, unable to protect themselves and others. The United Nations owes it to the world and to its peacekeepers to utilize all available tools to make its monitoring and surveillance work more effective. "Keeping Watch" explains how technologies can increase the range, effectiveness, and accuracy of UN observation. Satellites, aircraft, and ground sensors enable wider coverage of many areas, over longer periods of time, while decreasing intrusiveness. These devices can transmit and record imagery for wider dissemination and further analysis, and as evidence in human rights cases and tribunals. They also allow observation at a safe distance from dangerous areas, especially in advance of UN patrols, humanitarian convoys, or robust forces. While sensor technologies have been increasing exponentially in performance while decreasing rapidly in price, however, the United Nations continues to use technologies from the 1980s. This book identifies potential problems and pitfalls with modern technologies and the challenges to incorporate them into the UN system. The few cases of technologies effectively harnessed in the field are examined, and creative recommendations are offered to overcome the institutional inertia and widespread misunderstandings about how technology can complement human initiative in the quest for peace in war-torn lands. ""Walter Dorn is one of the most thoughtful and knowledgeable analysts of peacekeeping and security policy, and this book makes an important contribution to a field that needs far more public discussion.""--The Hon. Bob Rae, MP for Toronto Centre and Liberal Foreign Affairs critic

Book excerpt: The transatlantic partnership is in crisis (again!). Structural factors, toxic political rhetoric and malign foreign influence are in danger of pushing the two sides of the Atlantic even further apart. A sustained effort to rescue the transatlantic relationship is needed, but how can the transatlantic partners reaffirm the strength and endurance of their strategic bond? And where to begin? This book offers an overarching view of the major factors, trends and areas that are likely to shape transatlantic relations as the 2020s unfold. Rather than focus on how to defuse transatlantic disagreements over politically sensitive issues such as relations with China, Russia and Iran, this volume explores less researched, but equally consequential aspects of the transatlantic partnership. These include the cultural, military, security and democratic foundations of transatlantic relations, as well as the new geographical and thematic horizons for the strategic partnership and the new forums and formats for transatlantic cooperation. Collectively, they could create new space for dialogue, compromise and cooperation and provide a strong basis for reviving the transatlantic partnership.

Available in PDF, EPUB and Kindle. Book excerpt: Operation Allied Force, the 1999 NATO air campaign that sought to prevent a wider humanitarian disaster in Kosovo, represents the triumph of air power to some observers and highlights air power_s limitations for others. While representing a successful cooperative allied military action for NATO, it also suggests limits to U.S.-European military cooperation. This report, a dispassionate assessment of Operation Allied Force, provides perspectives from both sides of the Atlantic as well as political and military implications. The campaign highlighted the growing gap between U.S. military capabilities and those of Europe, the potential consequences of joining a limited-objective operation that expands to undesirable proportions and duration, the absence of consensus both within the U.S. military and the Alliance on the best use of air power, the vulnerabilities of a multimember military coalition engaged in an essentially humanitarian operation facing an adversary fighting for its survival, and the limitations inherent in a fight-and-negotiate strategy that left an unrepentant adversary in power. The report concludes that the European allies can expect continued emphasis on the Defense Capabilities Initiative, a U.S. plan adopted by NATO that stresses the need for all NATO forces to be interoperable, deployable, and sustainable. Furthermore, the Europeans must reverse recent trends of defense reductions and invest more in order to realize major improvements in defense capabilities.

Available in PDF, EPUB and Kindle. Book excerpt: Which military missions for unmanned undersea vehicles (UUVs) appear most promising to pursue in terms of military need, operational and technical risks, alternatives, and cost? To answer this question, the authors assess risks associated with using UUVs for advocated missions, identify non-UUV alternatives that may be more appropriate for such missions, and analyze potential costs associated with UUV development and use. They conclude that seven missions: mine countermeasures, deployment of leave-behind surveillance sensors or sensor arrays, near-land and harbor monitoring, oceanography, monitoring undersea infrastructure, anti-submarine warfare tracking, and inspection/identification - appear most promising. Among other recommendations, the authors suggest that the U.S. Navy consolidate its unmanned system master plans and establish relevant priorities in coordination with the Office of the Secretary of Defense. Increased emphasis on the use of surface platforms rather than submarines as host platforms is recommended.
