Available in PDF, EPUB and Kindle. Book excerpt: This book traces economic and political issues through SAARC’s thirty-year journey. Topical and well-researched, this collection provides a comprehensive assessment of SAARC and provides policy directives for the future. The book points out the issues and constraints that have hindered regional cooperation in South Asia. It establishes that despite being democracies, there has been little effort by member nations to promote regional cooperation in the public domain. It stresses that in view of the increased role that countries wish to play in globalisation, economic cooperation is the way forward. The book further argues that political will is the pivot on which the prospect of regional cooperation revolves.

Book excerpt: This book brings forth the philosophical, conceptual and practical contours of the trade regionalism provisions under the GATT/WTO. It analyses SAARC as the regional integration organisation of South Asia along with identifying major challenges and bottlenecks faced by it in the process of achieving regional integration. It presents ways and methods through which SAARC can be made a more effective regional organisation. The book predominantly focuses on trade regionalism. However, other areas of integration which have impacts on the trade regionalism are also examined like social and political integrations etc. The book takes off from the premise that trade regionalism under SAARC has failed and has been marred by political and security concerns among its member nations. It has failed to achieve its objective on all the three counts, which are promoting peace, development and economic cooperation. However, with the developing countries as members, SAARC has great potential for trade integration. Certain structural, normative and organisation alteration along with favourable ideation can still make SAARC achieve its full potential. The book also deals with the comparative analysis of SAARC regional integration with the regional integration under European Union and ASEAN. Regarding comparative regionalism, the discussion has been confined only to the EU and ASEAN. The EU has been chosen because it is comparatively established as one of the most successful regional organisations in the contemporary world. Whereas, ASEAN has been chosen because of its similarity to the SAARC’s economy, society and political structure. The analysis presented in the book is from the perspectives of international law and international relations’ theories and practise. This book thus is of particular relevance to the students, researchers, academicians, policymakers and practitioners of international trade law, international relations and South Asian studies.

Available in PDF, EPUB and Kindle. Book excerpt: Zahid Shahab Ahmed evaluates the progress of the South Asian Association for Regional Cooperation (SAARC). This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.

Available in PDF, EPUB and Kindle. Book excerpt: India faces a defining period. Its status as a global power is not only recognized but increasingly institutionalized, even as geopolitical shifts create both opportunities and challenges. With critical interests in almost every multilateral regime and vital stakes in emerging ones, India has no choice but to influence the evolving multilateral order. If India seeks to affect the multilateral order, how will it do so? In the past, it had little choice but to be content with rule taking—adhering to existing international norms and institutions. Will it now focus on rule breaking—challenging the present order primarily for effect and seeking greater accommodation in existing institutions? Or will it focus on rule shaping—contributing in partnership with others to shape emerging norms and regimes, particularly on energy, food, climate, oceans, and cyber security? And how do India's troubled neighborhood, complex domestic politics, and limited capacity inhibit its rule-shaping ability? Despite limitations, India increasingly has the ideas, people, and tools to shape the global order—in the words of Jawaharlal Nehru, "not wholly or in full measure, but very substantially." Will India emerge as one of the shapers of the emerging international order? This volume seeks to answer that question.

This work aims examine the institutional structure, objectives and effectiveness of the SAARC in its role as South Asia’s leading regional institution. Drawing on original research it offers a fresh and accessible account of SAARC, arguing that South Asia forms a unique regional security complex that enables certain forms of regional cooperation and bars cooperation on other issue areas. The text provides a comprehensive introduction to the SAARC, describing the historical developments that lead to its formation and examining key issues such as: The inner workings of Regional Centres and, their success in implementing the decisions reached at SAARC summits. How SAARC has sought to address critical new security challenges, such as health pandemics, terrorism, energy security South Asia’s economic cooperation and the South Asia Free Trade Agreement (SAFTA) Challenges that expansion pose to the organization, particularly China’s suggestion to expand beyond the traditional borders of South Asia The work aims to evaluate what scope there is for formal institutions like SAARC to provide a permanent regional security architecture within which South Asian countries can effectively address important issues, and will be of great interest to all students and scholars of Asian security studies and institutions in general and students and scholars of international relations in South Asia in particular.
