Book excerpt: Russia's power system is enormous consisting of more than 200 gigawatts of generation capacity, most of it interconnected by 2.5 million kilometers of high-voltage transmission lines spanning an area only slightly smaller than the United States and Canada combined. In early 1997 the Russian government approved in principle the now-common model of electricity sector reform: vertically separating generation, transmission, and distribution; introducing competition where possible; strengthening the regulation of functions less amenable to competition; and divesting government ownership. This model has been implemented in many countries, and the story of the reform would be relatively routine if not for special characteristics of the Russian power system: its size, diverse ownership, high level of nonpayments, and the combined heat and power role of many generating plants. This Note outlines the challenges posed by these characteristics and reports on reform achievements so far.

Book excerpt: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures

Book excerpt: The 2008 Article IV Consultation with the Russian Federation highlights that the Russian banking system has proven to be relatively resilient in the face of worldwide turmoil. The central bank is still intervening heavily in the foreign exchange market, and Russia’s banking system is still comfortably liquid with overnight interbank rates at the lower end of the usual trading range. Executive Directors suggested a careful reconsideration of the authorities’ policy stance, so that price developments are not shaped primarily by uncertain external developments that remain beyond the authorities’ control.

Book excerpt: "In Albania, consumers with guns stolen from the government threatened to shoot the utility officials who attempted to disconnect defaulting customers." This situation and others less dramatic, but every bit as corrupt, aggravated the utility non-payment issue and pushed it into the foreground. This study reviews the non-payment problem in the electricity sector in Eastern Europe and the former Soviet Union during 1990-1997. In addition to non-payment, the review also covers the problem of low cash collections and the preference in some countries for the use of cash substitutes such as barters, offsets, and promissory notes. The objective of the study is to identify which policies and measures addressing the problem of non-payment in the electricity sector worked in practice and which did not. Therefore, it includes stories of both success and failure. It is aimed at equipping Bank staff and decision makers with a set of practical tools that can be of use when the political will exists to tackle the problem.

Book excerpt: The Russian Federation has set out to increase and diversify its use of renewables, particularly for power generation. Under current plans and policies, renewables would reach nearly 5% of total final energy consumption by 2030. Accelerated deployment, however, could boost Russia's renewable energy share to more than 11% in the same timeframe, according to this REmap working paper from the International Renewable Energy Agency (IRENA)Achieving this potential calls for cumulative investments of USD 300 billion in renewable energy up to 2030, or on average USD 15 billion per year between 2010 and 2030. When externalities related to human health and climate change are taken into account, these investments in renewables could ultimately save up to USD 11 billion per year.Yet certain areas require further attention. These include long-term planning, integration of renewables with existing plans, opening the way for solar PV and wind development, and ensuring reliable and affordable bioenergy supplies.Hydropower - representing about a fifth of Russian power generation capacity - is currently the most prominent renewable source, along with bioenergy for heating in buildings and industry. By end of 2015, total installed renewable power generation capacity reached 53.5 gigawatts (GW) of which 51.5 GW came from hydropower., and the remainder 2 GW from bioenergy, wind, solar PV and geothermal. The country analysis forms part of REmap, IRENA's global roadmap to double renewables in the global energy mix.

This book was released on 2007-02-08 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last fifteen years the world's largest developing countries have initiated market reform in their electric power sectors from generation to distribution. This book evaluates the experiences of five of those countries - Brazil, China, India, Mexico and South Africa - as they have shifted from state-dominated systems to schemes allowing for a larger private sector role. As well as having the largest power systems in their regions and among the most rapidly rising consumption of electricity in the world, these countries are the locus of massive financial investment and the effects of their power systems are increasingly felt in world fuel markets. This accessible volume explains the origins of these reform efforts and offers a theory as to why - despite diverse backgrounds - reform efforts in all five countries have stalled in similar ways. The authors also offer practical advice to improve reform policies.
