In particular, it seeks to understand the role of energy relations, policies, and discourses in the maintenance of this power. The central empirical question Balmaceda seeks to answer is what has been the role of energy policies in the maintenance of Lukashenka’s power in Belarus? In particular, it analyzes the role of energy policies in the management of Lukashenka’s relationship with three constituencies crucial to his hold on power: Russian actors, the Belarusian nomenklatura, and the Belarusian electorate. In terms of foreign relations, the book focuses on the factors explaining Lukashenka’s ability to project Belarus’ power in its relationship with Russia in such a way as to compensate for its objective high level of dependency, assuring high levels of energy subsidies and rents continuing well beyond the initial worsening of the relationship in c. 2004. In terms of domestic relations, Balmaceda examines Lukashenka’s specific use of those energy rents in such a way as to assure the continuing support of both the Belarusian nomenklatura and the Belarusian electorate.

However, so far little systematic research has been carried out on state capacity per se and on how to explain its development. The book provides new insights in considering the evolution of Ukraine since 1992, offering an in-depth view of institutional development in crucial areas and thus tracing the process of state-building. It draws comparisons with developments in Belarus, Lithuania, and Russia (based on field research). To capture the process of state-building empirically, focuses on the extraction and expenditure systems which are a central pillar of state capacity and also a central link between citizens and the state. This book is the first detailed inquiry into what has been a neglected but critically important trend: the growing links between Russian actors and Western far right activists, publicists, ideologues, and politicians. The author uses a range of sources including interviews, video footage, leaked communications, official statements and press coverage in order to discuss both historical and contemporary Russia in terms of its relationship with the Western far right. Initial contacts between Russian political actors and Western far right activists were established in the early 1990s, but these contacts were low profile. As Moscow has become more anti-Western, these contacts have become more intense and have operated at a higher level. The book shows that the Russian establishment was first interested in using the Western far right to legitimise Moscow’s politics and actions both domestically and internationally, but more recently Moscow has begun to support particular far right political forces to gain leverage on European politics and undermine the liberal-democratic consensus in the West. Swords and Sustenance explores the complex economic dimension of national security for two key post-Soviet countries, Belarus and Ukraine—that is, how they have dealt with the challenges posed by internal economic and political reform and their relationships with Russia and the West. The book first examines how differing commitments to economic and political reform (reform is largely absent in Belarus) affect Belarusian and Ukrainian approaches to security. It then considers the central role of Russia, and how Russian interests and policies toward Belarus and Ukraine limit the two countries' foreign and domestic policy choices. Two chapters discuss the national security implications for Belarus and Ukraine of two key economic factors in their foreign policy: energy trade (in the form of oil, gas, and pipelines) and military-industrial cooperation (including the sale of arms).
