Book excerpt: This book is based on an empirical research which explores bottom-up development practices initiated and organized by rural communities in the Indonesian periphery by placing “communication” at its core of analysis. The aim is to determine the extent that the Indonesian decentralization policy and the use of internet and other digital Information and Communication Technologies (ICTs) has affected the theory and practice of development communication as well as changes in relations between the center and the periphery within the context of Indonesian rural development. The book takes on periphery perspective in center-periphery interactions and relations. Hence, it belongs to "periphery research" that has rarely been used in recent decades. By using Grounded Theory for its data collection and analysis method, the results of this study are grouped into two major thematic categories: “communication development”, instead of development communication, and “communication empowerment”.

Book excerpt: This research seeks a better understanding of the effectiveness of rural information and communication technology (ICT) initiatives in Indonesia. It explores the extent to which and the way in which the Smart Village program, which aim is to bring connectivity for all citizens, creates more equitable and sustainable access to ICT for rural communities. Driven by the pursuit of the potential benefits of ICT for the improvement of socio-economic conditions in rural communities, as well as to fulfil the Indonesian government's commitment to the WSIS Plan of Action to provide every village across the country with internet access has led the implementation a program to bridge the digital divide, namely the Smart Village program. This program has been implemented as part of the universal service obligation policy in the telecommunications sector and aims to establish the provision of affordable, and even free of charge, connectivity in rural communities. However, the notion of universal access includes not only the availability and affordability of basic telecommunication service, but also equity of access. I will show that the implementation of the service policies in telecommunication sector does not necessarily result in the establishment of equitable access and sustainable access to ICT in rural communities. Due to the unequal distribution of resources, opportunities, and social status among different groups in the community, the provision of ICT access in rural communities does not necessarily mean that each individual citizen is able, and permitted to use the internet facilities provided to take advantage of online information. Moreover, strong financial capacity at central government level has not necessarily resulted in the sustainability of access to ICT at the community level. The absence of political support and the appropriate regulations and policies to foster demand and to increase the use of ICT facilities has led the deployment of ICT in rural communities to serve as the fulfilment of a top-down agenda which has little impact on rural communities.

Book excerpt: Few general books are currently available on Indonesia despite its enormous human and economic resources. Hence the importance of this book, which offeres the latest research of internationally respected scholars with extensive first-hand experience in the archipelago. Their particular concern is with the realities of power and the patterns of communication in a society distinguished by both its poverty and its great potential. The contributors to the volume span a wide spectrum of viewpoints, and present various interpretation of Indonesian society. Taken together, however, the essays support the thesis that Indonesia is a "bureaucratic polity"--a political system in which power is hierarchically organized, influence is monopolized by an official elite, and individuals outside officialdom have little effect on events. These authorities examine in depth such subjects as the role of the military, the impact of bureaucracy, the importance of political parties, the character of the mass media, and the direction of economic development as well as other matters essential for an understanding of current development in the country. Political Power and Communications in Indonesia is addressed not only to students of Indonesia or specialists in comparative politics and political development but quite as directly to persons seeking basic information about an extremely interesting and complex society. Its broad coverage makes it a veritable handbook about how government functions in Indonesia. This title is part of UC Press's Voices Revived program, which commemorates University of California Press's mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Drawing on a backlist dating to 1893, Voices Revived makes high-quality, peer-reviewed scholarship accessible once again using print-on-demand technology. Available in PDF, EPUB and Kindle. Book excerpt: This book places Indonesia at the forefront of the global debate about the impact of 'disruptive' digital technologies. Digital technology is fast becoming the core of life, work, culture and identity. Yet, while the number of Indonesians using the Internet has followed the upward global trend, some groups "e;the poor, the elderly, women, the less well-educated, people living in remote communities"e; are disadvantaged. This interdisciplinary collection of essays by leading researchers and scholars, as well as e-governance and e-commerce insiders, examines the impact of digitalisation on the media industry, governance, commerce, informal sector employment, education, cybercrime, terrorism, religion, artistic and cultural expression, and much more. It presents groundbreaking analysis of the impact of digitalisation in one of the world's most diverse, geographically vast nations. In weighing arguments about the opportunities and challenges presented by digitalisation, it puts the very idea of a technological 'revolution' into critical perspective.

Available in PDF, EPUB and Kindle. Book excerpt: Information and communication technologies (ICTs) are a potentially revolutionary means of empowering the poor. Realizing this potential will require investments that increase access to ICTs in remote low productivity areas and the development of innovative applications that cater to the needs of the poor and small firms. The costs of these kinds of investment have been decreasing rapidly, but still yield low short term private returns. The private sector cannot alone be expected to underwrite the costs of these developments. If Government does not support these public investments, economic disparities will rise, undermining social stability and future growth. Effective public sector action is required, to establish a regulatory and legal framework that enables the rise of a vibrant innovative competitive private telecommunications and ICT services sector, and to institute selective efficient and transparent public subsidies with high social payoff but low financial returns. This is needed most urgently precisely in developing country contexts where public institutions are often ineffective, corrupt and unaccountable. The challenge takes added significance in Indonesia, a country still recovering from severe economic and political crisis, hardest hit by the biggest natural disaster in recorded human history, undergoing major changes to a decentralized system of governance, and that has very weak public institutions. The overall objective of the report is to identify the policies, technologies, institutions and investments needed to improve the access of rural communities to information services in Indonesia. Specifically, the report would illustrate the opportunities that ICT offers policy makers and practitioners in agricultural and rural development and the policies and institutions that would be necessary to achieve social and economic progress on a sustainable basis for the benefit of rural populations with a focus on farming communities and women. For the purposes of the report, ICTs are defined as electronic communication technologies with a focus on the internet and telephony. Radio, multi-media, other communication tools are addressed only to a limited extent.
