Book excerpt: The purpose of this study was to identify and describe the non-and off-farm activities practiced in the sample area and to look at the 'push' or 'pull' factors that influence households or individuals to engage; and factors that hinder participation of households in rural non- and off farm activities. A sample of 249 households was selected from five peasant administration the smallest administrative units in Ethiopia. The necessary data were collected through questionnaire, interview, and focus group discussion. A significance proportion (sixty three percent) of rural households participate in non-and off farm activities. The major non- farm activities are quarrying, handcrafting, and trade. Remittances and rent constitute another route for rural households' income. However, lack of financial capital, market, and competition with manufactured goods hamper the sector. Therefore, concerned bodies should facilitate local rural credit institutions; access tomarket; introduce new technologies for the development of traditional handcrafts, and help smooth migration of people from place to place for off farm activities in time of peak time for coffee and cotton peaking.

This study revolves around a case study conducted by the author in the awraja (district) in the Ambassel Wollo province in northeastern Ethiopia. This is in the region that was hit hardest by the 1984-85 famine, which Rahmato calls "the worst tragedy rural Ethiopia had ever experienced". The author also critically examines other literature on famine response. The focus of this study is on what happens before famine comes, and how the peasants prepare for it. From a wealth of evidence, the author concludes that the seeds of famine are sown during the years of recovery.

However, while facile generalizations about the lack of demographic change and lack of progress in meeting the MDGs in sub-Saharan Africa are commonplace, they are often misleading and belie the socio-cultural change that is occurring among a vanguard of more educated youth. Even within Ethiopia, the second largest country at the Crossroads of Africa and the Middle East, different narratives emerge from analysis of longitudinal, micro-level analysis as to how demographic change and responses are occurring, some more rapidly than others. The book compares Ethiopia with other Africa countries, and demonstrates the uniqueness of an African-type demographic transition: a combination of poverty-related negative factors (unemployment, disease, food insecurity) along with positive education, health and higher age-of-marriage trends that are pushing this ruggedly rural and land-locked population to accelerate the demographic transition and stay on track to meet most of the MDGs. Lake Tana Basin outflows of water, sediments, nutrients, and contaminants affect water that flows downstream in the Blue Nile across international boundaries into the Nile River; the lake and surrounding land have recently been proposed as a UNESCO Biosphere Reserve; the basin has been designated as a key national economic growth corridor in the Ethiopian Growth and Transformation Plan. In spite of the Lake Tana Basin’s importance, there is no comprehensive, integrated, system-wide description of its characteristics and dynamics that can serve as a basis for its sustainable development. This book presents both the social and ecological characteristics of the region and an integrated, system-wide perspective of the feedback links that shape social and ecological change in the basin. Finally, it summarizes key research needs for sustainable development.

Book excerpt: Recognition of the potentially deleterious implications of inequality in opportunity originating in a skewed asset distribution has spawned considerable interest in land reforms. However, little attention has been devoted to the fact that, in the longer-term, the measures used to implement land reforms, especially rental restrictions, could negatively affect productivity. Use of state level data on rental restrictions, together with a nationally representative survey from India suggests that, contrary to original intentions, rental restrictions negatively affect productivity and equity by reducing scope for efficiency-enhancing rental transactions that benefit poor producers. Simulations suggest that, by doubling the number of producers with access to land through rental, from about 15 million currently, liberalization of rental markets could have far-reaching impacts.
