Its absence thwarts growth and, typically, the poor are those hurt the most. The purpose of this paper is to serve as a basis for knowledge management on rural infrastructure." In the 1970s, the primary, if not the unique, objective of rural infrastructure lending was to get rural infrastructure built. However, the institutional aspects of how this infrastructure was to be built, and later how it would be operated and maintained, did not receive much attention. Only recently has poverty alleviation through employment creation become an explicit objective of rural infrastructure investments. This review tracks the poverty alleviation objective of rural infrastructure projects using three criteria: 1. whether poverty was an explicit criterion in the selection of specific sub-projects; 2. whether poverty was addressed in the pricing of rural infrastructure services; and 3. whether poverty was addressed through the creation of employment.

In all these roles, small agricultural households constantly seek to use available financial instruments to improve their productivity and secure the best possible consumption and investment choices for their families. But the package of financial services available to small farmers in developing countries is severely limited, especially for those living in remote areas with no access to basic market infrastructure. When poor people have limited saving or borrowing options, their investment plans are stifled and it becomes harder for them to break out of poverty. If households have no access to insurance and are unable to accumulate small savings that enable them to pay for household and business expenses, especially during lean seasons, they are forced to limit their exposure to risk, even if high returns are expected, once again making the pathway out of poverty more arduous than necessary. Inadequate access to financial services is thus part of what is often called the poverty trap.

But gains from green revolution technologies diminished in recent years. Apart from inputs, rural infrastructure plays an important role in productivity enhancement. This study analyzes rural infrastructure as one of the determinants of Total Factor Productivity (TFP) and diversification of crops in the Indian State of Tamil Nadu. The impacts of infrastructure on technical efficiency and private investment in agriculture were also studied. The results revealed that the investments in rural infrastructure like irrigation, rural markets and roads increased TFP in agriculture. The impact of infrastructure on crop diversification was not conclusive. While irrigation intensity, markets and commercial vehicles positively influenced crop diversification, road density did not have any significant influence on diversification. The important determinants of private investment in agriculture were non-farm income, area under irrigation and access to road. The book would be of interest to the students and researchers or anyone else working in the area of agriculture and rural development.
