However, more than half of China's people still live in rural areas-where average income per capita is less than a third of the urban average. China has adopted a new development paradigm in its 11th Five-Year Plan (covering 2006-11), emphasizing the building of a Harmonious Society (he xie she hui) with more balanced development across regions. The new development paradigm adopts a "scientific view of the development process" that emphasizes sustainable growth and "people-centered." The government has increased its commitment to pro-poor, pro-rural programs, with attention being turned toward relative poverty reduction and narrowing the rural-urban income divide. Informatization-defined as the transformation of an economy and society driven by information and communications technology (ICT)-is increasingly being explored as a way of helping poor people.

Some countries, particularly those in the Asia-Pacific region, have made national plans. Initially, most of their efforts were devoted to increasing the level of connectivity in rural areas. With ubiquitous coverage gradually achieved, scholars have argued that the technology-centered approach was too simple and the focus should be shifted to a more comprehensive approach. “Informatization,” a policy of integrated telecommunications development, is regarded as one of the driving forces behind the Chinese government's “new socialist countryside” program. Various national and provincial programs have been initiated to connect the agricultural communities to the information highway. In only five years, nearly all rural villages have been connected to the telephone network, and thousands of websites have been set up to provide agricultural information to rural residents. Arguably, China is the first country in the world to combine connectivity and content into a single national program. China's agricultural informatization program has begun to attract international attention and a few studies have been published. However, most, if not all, of the existing studies are conducted at the national level, which largely neglects the fact that China's unique central-provincial-local institutional arrangement makes the provincial/local government not only the implementers of center-initiated projects but also the initiators of informatization programs specific to their territory. Indeed, China's agricultural informatization is largely a provincial/local endeavor. In addition, there is a significant difference between the English and Chinese literatures regarding the relative emphasis on connectivity and content. Now, the major Chinese telecommunications carriers have transformed themselves from traditional common carriers to integrated information services providers. Concurrently, the government began to build networks and distribute agricultural information to rural communities as a public service. The once separated connectivity and content are now often combined and offered together. The convergence of the “two Cs” has made it necessary to develop and implement a new analytical framework to study the recent development of China's agricultural informatization. This paper studies Sichuan province because its geographic and economic features make it an ideal site to study agricultural informatization. It is both geographically difficult and economically expensive to extend the information infrastructure to rural areas in Sichuan. However, surprisingly, the agricultural informatization service in Sichuan has gained some national applause. Moreover, Sichuan probably has the widest variety of agricultural informatization programs among all the provinces in China because of the relief efforts after the 2008 Wenchuan earthquake by various entities. These sporadic programs provide alternative solutions. It is now imperative to critically revisit those programs to find out their status and identify the factors for both their successes and failures. This paper aims to complement the existing rural informatization research in China with a comprehensive provincial/local-level analysis, using an analytical framework that evaluates the performance and sustainability of major ongoing agricultural informatization programs in Sichuan province. This paper will identify the best practices and lessons Sichuan's experience offers for rural development in other countries.

Book excerpt: Providing Information and Communication Technologies (ICT) to rural areas often involves a complex interplay among economic development, bureaucratic systems, technical training and support. Nowhere are these dynamics more pronounced than in China, where a wide range of economic and institutional factors characterize the highly uneven state of informatization throughout the country. Through a case study on Guangdong Province, China, this paper offers an in-depth examination of institutional issues in rolling out advanced information services (for example, Internet) in rural China. The experiences from Guangdong help identify a number of systemic issues: (1) inefficient and wasteful spending resulting from interdepartmental rivalry (2) lack of policy continuity and institutional learning (3) lack of accountability and credible measurements (4) central planning resulting in gap between services and local needs. This paper calls for more emphasis on outcome assessment and coordination. First of all, in order to reduce waste and more fully exploit the benefits of system-wide reform, the incorporation of better assessment methods into policy measures should precede large-scale network rollout. Meanwhile, high level officials should be appointed to coordinate various departments and legislation may help to achieve coordination and policy continuity.

Book excerpt: The issue of rural communication development has been conventionally examined under labels such as universal service, digital, divide, broadband deployment, and E-Government, which generally fall into two seemingly distinct categories - access and applications. In China, these concepts are currently incorporated into a single program, if not a single term - “Village Informatization Program” (“VIP”). The VIP upgraded the objectives of previous telephone and television “Village Access Projects” (“VAPs”), an upgrade which is intended to provide “comprehensive information services” in rural areas. The execution of the VIP regime has been faced with challenges. The lack of explicitly defined objectives and institutional arrangement has led to regulatory confusion and has compromised the outcome of initiatives taken by central department and regional/local governments which are more often independent in actions. China is therefore faced with the imperative of formulating the VIP regime which is to assimilate to China's unique institutional context. This article first reviews the current status of the VIP regime before moving on to the discussion of establishing an integrative and sustainable VIP regulatory regime in China. Then, the current regulatory regime is characterized based on which reforms are suggested - in which is highlighted a layer-based localization regulatory solution, which delineates provincial/local roles from central roles based on a stratified incentive policies and governance arrangement. Possible applications in other countries are discussed in the conclusion.

What implications do these grass-roots level popular elections have for the democratization of China? By tracing the history of village level governance reform, one of the premier authorities on electoral reforms in China tackles these fundamental questions in this volume. According to the author, there are two roots to the emergence of village elections in China: structural changes in the village economy and bureaucratic politics. The author also identifies old guard Peng Zhen, himself victimized by lawlessness during the Cultural Revolution, and officials in the Ministry of Civil Affairs — an otherwise powerless bureaucracy that has jurisdiction over rural governance issues — as the driving force behind the reform in the government.The author believes that village elections have enormous political implications for China: they represent yet another aspect of “creeping democratization” of the country. Resistance from the status quo interests will be stiff, but democracy has a chance in the alliance between the disgruntled population and reform-minded elites in the leadership.Does economic prosperity increase the likelihood of political democracy? Using 1993 national survey data, the author examines the relationships between the level of economic development and the rate of semi-competitive village elections. Data analysis suggests that economic prosperity is positively associated with the occurrence of semi-competitive elections only to a certain point, above which the association turns negative. In other words, both the least and the most developed villages are less likely to hold semi-competitive elections for the chair of the village committee, which is officially defined as “an organization of self-governance of villagers”. The author also argues that rapid economic development may delay the process of political development because incumbent leaders can use newly acquired economic resources to consolidate their power.
