Book excerpt: The basic objective of the Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGP) is to provide safety net for the rural poor and to stabilize agricultural production through creating productive assets via employing labourers. Two important linked aspects are worth noting in respect of implementation of the programme. Implementation of MGNREGP in multiple cropping areas can increase the employment opportunities among the landless agricultural labourers and thus has inevitably raised their bargaining power particularly during the time of second crop i.e. post rainy season cultivation. Besides this, Government of India has persistently been hiking per man-day MGNREGP wage. Both these instances undoubtedly increase the reservation wage in agricultural labour market which in turn may have an adverse effect on the farm income in the multi-cropping areas. In this paper, maximum possible per man-day MGNREGP wage is determined at which the corresponding agricultural wage can help the marginal farmers to sustain their net farm income at least at subsistence level. This paper also establishes the fact that as a result of the hike of MGNREGP wage, sustenance of subsistence net farm income may lead to price hike in agricultural sector. The study also attempts to analyze the results in respect of aggregate net pecuniary benefits of the rural poor in the light of MGNREGP considering different agricultural frameworks.

Book excerpt: Wage and employment differences between male and female agricultural labourers in the under developed countries including India is not new. With the help of a simple theoretical model it is here proved that public policy like implementation of National Rural Employment Guarantee Scheme (NREGS) in the rural areas can reduce wage discrimination but fails to reduce employment discrimination in the agricultural labour market. It is also proved that implementation of NREGS not only reduces profitability of the farm household but also decreases employment generation in the agricultural labour market. The paper suggests higher amount of monetary punishment charged by the Conciliation Committee at local panchayet formed by State Government for resolving dispute related with social protection of the agricultural labourer as suggested by National Commission for Enterprises in Unorganized Sector (NCEUS) in 2007 for depriving female agricultural labourers both in terms of wage and employment can be an effective public policy which can reduce wage as well as employment discrimination in the agricultural labour market. It is also proved that the loss of profit of the landlord due to charging higher amount of monetary punishment is less than implementation of NREGS in that region. The possible formation of the proposed Conciliation Committee is also suggested here.

However in some countries the state intervened to protect the interest of agricultural labourers by adopting both restrictive and promotional measures while other governments have generally been lukewarm to their problems.

The poor, who are at the below subsistence level, largely depend on the wages earned through unskilled casual manual labour. The inadequate labour demand in lean period in agricultural sector and events like natural calamities and personal ill-health, adversely affect the level of employment, income and livelihood of rural population. Employment generation in rural areas, therefore, becomes crucial for reducing poverty. The quantum of unemployment helps to decide the action plan to be framed and followed. The National Rural Employment Guarantee Act (NREGA) was introduced in Anatpur District of Andhra Pradesh by Prime Minister, Dr Manmohan Singh on February 2, 2006. NREGA had been renamed as Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) on the occasion of 50th Anniversary of launching of Panchayati Raj and observing 2009-10 as year of Gram Sabha in New Delhi on 2nd October, 2009.
