Rural areas simultaneously suffer from the other extreme: lack of sufficient employment opportunities, outmigration and depopulation, and too few people to support services and institutions. The migration from rural areas contributes to the problems of both the city and countryside depopulating rural places at the expense of overcrowded cities. This book focuses on rural development processes, problems, and solutions. Seven prominent specialists in the field, including agricultural and regional economists, demographers, and administrators, discuss the development of the open country, small towns, and smaller cities (up t fifty thousand population). Beale show in Rural and Small Town America, the much-heralded disappearance of small town life has not come to pass, and the nonmetropolitan population still constitutes a significant dimension of our nation's social structure. Based on census and other recent survey data, this impressive study provides a detailed and comparative picture of rural America. The authors find that size of place is a critical demographic factor, affecting population composition (rural populations are older and more predominantly male than urban populations), the distribution of poverty (urban poverty tends to be concentrated in neighborhoods; rural poverty may extend over large blocks of counties), and employment opportunities (job quality and income are lower in rural areas, though rural occupational patterns are converging with those of urban areas). In general, rural and small town America still lags behind urban America on many indicators of social well-being. Pointing out that rural life is no longer synonymous with farming, the authors explore variations among nonmetropolitan populations. They also trace the impact of major national trends—the nonmetropolitan growth spurt of the 1970s and its current reversal, for example, or changing fertility rates—on rural life and on the relationship between metropolitan and nonmetropolitan communities. By describing the special characteristics and needs of rural populations as well as the features they share with urban America, this book clearly demonstrates that a more accurate picture of nonmetropolitan life is essential to understanding the larger dynamics of our society. Experts blame excessively centralized public administrations for the lackluster performance of public policy initiatives. In response, decentralization reformshave become a common government strategy for improving public sector performance in rural areas. The effect of these reforms is a topic of considerable debate among government officials, policy scholars, and citizensÕ groups. This book offers a systematic analysis of how local governments and farmer groups in Latin America are actually faring today. Based on interviews with more than 1,200 mayors, local officials, and farmers in 390 municipal territories in four Latin American nations, the authors analyze the ways in which different forms of decentralization affect the governance arrangements for rural development Òon the ground.Ó Their comparative analysis suggests that rural development outcomes are systemically linked to locally negotiated institutional arrangementsÑformal and informalÑbetween government officials, NGOs, and farmer groups that operate in the local sphere. They find that local-government actors contribute to public services that better assist the rural poor when local actors cooperate to develop their own institutional arrangements for participatory planning, horizontal learning, and the joint production of services. This study brings substantive data and empirical analysis to a discussion that has, until now, more often depended on qualitative research in isolated cases. With more than 60 percent of Latin AmericaÕs rural population living in poverty, the results are both timely and crucial.

Even if the population variables are decisive planning inputs, however, they were ignored and treated as exogenous factors in the process of development planning during the 1950s and 1960s. And so, the resultant problems such as poverty, unemployment, inequality, and other social ills were pervasive and deep-rooted in rural areas of the developing countries. The major reason for this tragedy was belived to be the failure of development theories, policies, and approaches adopted during the 1950s and 60s. It was during the 1970s that the issue of integrating population factors into development planning attracted the attention of some international organizations (such as UN) and vigorously advocated since then. Therefore, so as to balance the pace of the population growth and rural development process, all development actors in Ethiopia should adopt holistic and synergetic approaches in such a way that enhance agricultural productivity and boost investment in rural social and physical infrastructures.

The Eisenhower Administration's Undersecretary for Agriculture, True D. Morse, began a rural development program in 1955 to assist low-income farmers. Because agriculture was the major economic activity in many rural areas of the time, a focus on farms and farm households became de facto rural policy. The war on poverty during the 1960s continued the focus on rural poverty as a central policy issue. When agriculture began to decline as rural America's dominant economic activity, policy attention shifted to rural revitalisation. The 1980s farm financial crisis and economic dislocation in rural America brought the importance of rural structural change to the forefront of policy concerns. The further decline of farming to less than 8% of rural employment and the loss of many manufacturing jobs during the past decade have highlighted the growing gap between many rural areas and the Nation's urban/suburban areas. While no overarching framework guides rural policy at the federal level, adequate housing, employment creation and business retention, human capital concerns, poverty issues, medical care, and infrastructure development remain key foci of federal rural policy.
