Book excerpt: Contemporary discussions of Africa’s recent growth have largely interpreted such growth in terms of structural transformation, based mainly on national- and sectoral-level data. However, the micro-level processes driving this transformation are still unclear and remain the subject of debate. This collection provides a micro economic foundation for understanding the particular growth processes at work within the region’s rural areas, and in so doing provides important insights for policy action. The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. However, other features of Africa’s rural transformation are unique, and pose important challenges for development policy and planning. Together, the studies compiled in this volume provide an updated, evidence-based, and policy-relevant understanding of where African countries are in their developmental trajectories and the region’s prospects for achieving inclusive forms of development over the next several decades. This book was originally published as a special issue of the Journal of Development Studies.

Book excerpt: Sub-Saharan Africa has a long history of internal and international migratory movements. Migration patterns and dynamics from, to and between rural areas are profoundly differentiated across regions, and flows have considerably evolved over time. Yet, more recently, rural migration takes place in the unique situation of a major rural and urban demographic increase, which results in critical socio-economic and environmental challenges. In this context, intertwined migration drivers emerge and call for a better understanding of on-going dynamics. This working paper draws on a combination of literature review and data analysis, building on the results of the Atlas "Rural Africa in motion. Dynamics and drivers of migration South of the Sahara". This mixed approach is used to propose a conceptual framework based on past, current and future drivers of migration, then to examine observed patterns of rural migration and finally to discuss drivers’ characteristics and dynamics from case studies and existing datasets.

Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. From Brazil and Mexico to Zimbabwe and the Philippines, rural movements of diverse political character, but all sharing the same social basis of dispossessed peasants and unemployed workers, have used land occupations and other tactics to confront the neoliberal state. This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. The volume demonstrates the longer-term potential impact of these movements. In economic terms, they raise the possibility of tackling immiseration by means of the redistribution of land and the reorganisation of production on a more efficient and socially responsible basis. And in political terms, breaking the power of landowners and transnational capital with interests in land could ultimately open the way to an alternative pattern of capital accumulation and development.

The report focuses particularly on family farmers, who have limited access to key resources (land, water, credit and infrastructure). It pays special attention to their common challenges and needs, but also to their diverse conditions. It provides evidence-based information on the institutional conditions needed to ensure inclusive land and water programmes, and to upscale such programmes at local levels. It is based on a systematic review of official documents and academic papers and on detailed case studies, often grounded in the authors’ own significant knowledge. The report is organized in three main parts. The first section begins with a review of the main global trends affecting land and water uses over the last decade, and links them to the public policies and types of private investment that encouraged such trends. The main structural drivers of growing pressures on water resources and land availability are discussed, including population growth, diet changes, climate change, urbanization and biofuel development. The report discusses the direct effects of these drivers, including water scarcity, increased global competition for land use and the degradation of existing resources, on land and water availability. It then examines the main types of private investments and public policies that drive these trends: large-scale land acquisition, reassertion of large-scale infrastructure programmes for surface water irrigation, public subsidies and private initiatives that stimulate access to groundwater. The second section of the report focuses on the impacts of global changes, policies and investments on farmers’ livelihoods and water use. It reviews the numerous beneficial impacts of irrigation on poverty reduction emphasizing that they are highly contextual and unequally shared across social groups. It documents the widening gap between irrigated and rainfed areas, and the risks of a medium-term crisis for agricultural economies that are based on groundwater irrigation. It emphasizes that existing policies are poorly tailored to farmers’ needs. Lastly, the section documents the complex relationship between migration and increased pressures on land and water. The third section of the report charts the way forward for more sustainable and equitable management of land and water. It takes stock of policies inspired by the principles of integrated water resources management (IWRM).
