Book excerpt: “This one is fresh, intelligent, and emotional with a plot that envisions an alternate reality hard to dismiss as unreal. It’s a legal thriller, with a big twist, stirring and imaginative, brimming with skullduggery, that will have you asking: is this possible?”-- New York Times bestselling author Steve Berry Better Call Saul meets Ben Winter's The Last Policeman in this first volume in an explosive legal thriller series set in the world of Tropic of Kansas—a finalist for the 2018 Campbell Award for best science fiction novel of the year. Defeated in a devastating war with China and ravaged by climate change, America is on the brink of a bloody civil war. Seizing power after a controversial election, the ruling regime has begun cracking down on dissidents fighting the nation’s slide toward dictatorship. For Donny Kimoe, chaos is good for business. He’s a lawyer who makes his living defending enemies of the state. His newest client, young filmmaker Xelina Rocafuerte, witnessed the murder of an opposition leader and is now accused of terrorism. To save her from the only sentence worse than death, Donny has to extract justice from a system that has abandoned the rule of law. That means breaking the rules—and risking the same fate as his clients. When Donny bungles Xelina’s initial hearing, he has only days to save the young woman from being transferred to a detention camp from which no one returns. His only chance of winning is to find the truth—a search that begins with the opposition leader’s death and leads to a dark conspiracy reaching the highest echelons of power. Now, Donny isn’t just fighting for his client’s life—he’s battling for his own. But as the trial in the top secret court begins, Xelina’s friends set into motion a revolutionary response that could destroy the case. And when another case unexpectedly collides with Xelina’s, Donny uncovers even more devastating secrets, knowledge that will force him to choose between saving one client . . . or the future of the entire country.

Book excerpt: Los Angeles, 1928. Oil, oranges and site of the C. C. Julian Petroleum stock scandal, a Ponzi type scheme to rival any in American history and a foreshadowing of the decade’s looming, economic crash. As one of the scheme’s victims, Ohio probate officer Sarah Kaufman—still reeling from the KKK murders she helped solve in Tennessee—is in the city to attend the trial of the perpetrators, in particular of the “friend” who convinced her to invest. Sarah is eager for justice and committed to seeing the trial through. She’s glad she’s alone, that her lover Mitchell isn’t there, that after court she’ll have time to herself. But when a Mexican woman she barely knows winds up dead, Sarah’s plans are thrown upside down. Suddenly she finds herself in a nightmarish trial by fire, one that takes her from the glamour of Hollywood to the Tijuana frontier, tests her deepest beliefs and leads her to discover not only a killer, but a part of Los Angeles built on a terrible secret. Book excerpt: Since the beginnings of the oil industry, production activity has been governed by the 'law of capture,' dictating that one owns the oil recovered from one's property even if it has migrated from under neighboring land. This 'finders keepers' principle has been excoriated by foreign critics as a 'law of the jungle' and identified by American commentators as the root cause of the enormous waste of oil and gas resulting from U.S. production methods in the first half of the 20th century. Yet while in almost every other country the law of capture is today of marginal significance, it continues in.

Book excerpt: “Timely, dark, and ultimately hopeful: it might not ‘make America great again,’ but then again, it just might.”—Cory Doctorow, New York Times bestselling and award winning author of Homeland Acclaimed short story writer and editor of the World Fantasy Award-nominee Three Messages and a Warning eerily envisions an American society unraveling and our borders closed off—from the other side—in this haunting and provocative novel that combines Max Barry’s Jennifer Government, Philip K. Dick’s classic Man in the High Castle, and China Mieville’s The City & the City The United States of America is no more. Broken into warring territories, its center has become a wasteland DMZ known as “the Tropic of Kansas.” Though this gaping geographic hole has no clear boundaries, everyone knows it's out there—that once-bountiful part of the heartland, broken by greed and exploitation, where neglect now breeds unrest. Two travelers appear in this arid American wilderness: Sig, the fugitive orphan of political dissidents, and his foster sister Tania, a government investigator whose search for Sig leads her into her own past—and towards an unexpected future. Sig promised those he loves that he would make it to the revolutionary redoubt of occupied New Orleans. But first he must survive the wild edgelands of a barren mid-America policed by citizen militias and autonomous drones, where one wrong move can mean capture . . . or death. One step behind, undercover in the underground, is Tania. Her infiltration of clandestine networks made of old technology and new politics soon transforms her into the hunted one, and gives her a shot at being the agent of real change—if she is willing to give up the explosive government secrets she has sworn to protect. As brother and sister traverse these vast and dangerous badlands, their paths will eventually intersect on the front lines of a revolution whose fuse they are about to light. “Futurist as provocateur! The world is sheer batshit genius . . . a truly hallucinatorily envisioned environment.”—William Gibson, New York Times bestselling and award-winning author

Available in PDF, EPUB and Kindle. Book excerpt: Every day, biologists in parkas, raincoats, and rubber boots go into the field to capture and mark a variety of animal species. Back in the office, statisticians create analytical models for the field biologists' data. But many times, representatives of the two professions do not fully understand one another's roles. This book bridges this gap by helping biologists understand state-of-the-art statistical methods for analyzing capture-recapture data. In so doing, statisticians will also become more familiar with the design of field studies and with the real-life issues facing biologists. Reliable outcomes of capture-recapture studies are vital to answering key ecological questions. Is the population increasing or decreasing? Do more or fewer animals have a particular characteristic? In answering these questions, biologists cannot hope to capture and mark entire populations. And frequently, the populations change unpredictably during a study. Thus, increasingly sophisticated models have been employed to convert data into answers to ecological questions. This book, by experts in capture-recapture analysis, introduces the most up-to-date methods for data analysis while explaining the theory behind those methods. Thorough, concise, and portable, it will be immensely useful to biologists, biometricians, and statisticians, students in both fields, and anyone else engaged in the capture-recapture process.

Available in PDF, EPUB and Kindle. Book excerpt: This article makes two important comments about how the Rule of Capture, as a distributional measure, excludes certain groups. The cautionary message of both comments is that capture rules must be critically analyzed for their indirect effects on human liberty. First, the Rule of Capture, as formulated by John Locke, effectively shut out two kinds of co-claimants from the "commons" of North America: free original inhabitants and men and women who were in the service of others, even when they were indispensable to the act of capture. Though the Capture rule resonates as an ethically based distributional principle, its three ethical premises are not carried through when applied to the "commons" of North America. The three premises are: 1) first in time, first in right, 2) the deservedness of the laboring person who captures the resource, and 3) hunger as a human condition shared by all. This article demonstrates how Native Americans are excluded in Locke's formulation though they have strong claims of first in time, and how servants and slaves are excluded despite having strong claims to deservedness as the laboring people who actually captured the resource. Hence, Locke's formulation as an apologist for conquest and domination appears to have the instrumental and anti-democratic objective of delegitimating the claims of these two groups of peoples to the commons.

Available in PDF, EPUB and Kindle. Book excerpt: Water resources were central to England's precocious economic development in the thirteenth and sixteenth centuries, and then again in the industrial, transport, and urban revolutions of the late eighteenth and early nineteenth centuries. Each of these periods saw a great deal of legal conflict over water rights, often between domestic, agricultural, and manufacturing interests competing for access to flowing water. From 1750 the common-law courts developed a large but unstable body of legal doctrine, specifying strong property rights in flowing water attached to riparian possession, and also limited rights to surface and underground waters. The new water doctrines were built from older concepts of common goods and the natural rights of ownership, deriving from Roman and Civilian law, together with the English sources of Bracton and Blackstone. Water law is one of the most Romanesque parts of English law, demonstrating the extent to which Common and Civilian law have commingled. Water law stands as a refutation of the still-common belief that English and European law parted ways irreversibly in the twelfth century. Getzler also describes the economic as well as the legal history of water use from early times, and examines the classical problem of the relationship between law and economic development. He suggests that water law was shaped both by the impact of technological innovations and by economic ideology, but above all by legalism.
