Available in PDF, EPUB and Kindle. Book excerpt: Here is a well-documented study of the structure, historical development, and present condition of the government of Nova Scotia. It deals with one of the oldest constitutions in Canada, one which was not created by statute but by the prerogative of the Crown. Nova Scotia has two major claims to priority in the history of Canadian politics: she was the first province to be granted representative institutions and the first to win responsible government. Owing in large measure to Joseph Howe's inspired leadership, the latter was achieved through peaceful, constitutional means. It is obvious that a study of the government of Nova Scotia must dig deep into the past, and Dr. Beck has investigated this early history with great care and thoroughness. This is followed by a study of the more recent period and the working of the government of our own time. The author demonstrates that the important changes, the interesting practices, and the colourful incidents have not all been in the distant past. There was, for example, the Legislative Council, that travesty on democratic institutions which lasted until less than thirty years ago. There was the odd phenomenon of a Liberal government in power for seventy out of ninety years since Confederation. There was the constant need to adapt parliamentary practices and institutions, developed under quite different conditions to the needs of a much smaller community, and one which was keenly aware of its heritage and very jealous of any serious interference. As a native of Nova Scotia and a political scientist, Dr. Beck has had a special interest in seeing how the Nova Scotian institutions of government evolved and how they work today. He has done a great deal of original research among primary sources and covered a field as yet uninvestigated by any other scholar. An admirable addition to the Canadian Government Series, of which it is the eighth volume, this is a book for serious students of political science and for students of Nova Scotia history.

Book excerpt: This collection brings together leading Canadian scholars working in political science, public policy, and law to explore fundamental questions about the relationship between commissions of inquiry and public policy for the first time: What role do commissions play in policy change? Would policy change have happened without them? Why do some commissions result in policy changes while others do not? --

Book excerpt: The Rowell-Sirois Commission and the Remaking of Canadian Federalism investigates the groundbreaking inquiry launched to reconstruct Canada’s federal system. In 1937, the Canadian confederation was broken. As the Depression ground on, provinces faced increasing obligations but limited funds, while the dominion had fewer responsibilities but lucrative revenue sources. The commission’s report proposed a bold new form of federalism based on the national collection and unconditional transfers of major tax revenues to the provinces. While the proposal was not immediately adopted, this incisive study demonstrates that the commission’s innovative findings went on to shape policy and thinking about federalism for decades.

Book excerpt: This volume of essays in Political Science is a tribute to the character and work of Professor Edward Johns Urwick who in June, 1937, retired under the age limit from the chair of Political Economy in the University of Toronto. It is the first volume of a series in Political Economy to be published by the Maurice Cody Foundation and the University of Toronto Press. It includes articles written by colleagues of Professor Urwick in the Department of Political Economy on subjects in which they had special interest, and articles which are summaries of work done by holders of the Maurice Cody Fellowship since its establishment in 1928. By a happy coincidence, this volume is issued fifty years after the chair in Political Economy was founded.

Available in PDF, EPUB and Kindle. Book excerpt: In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored. Introducing the idealistic Canadians who fought for equity along with their radically different proposals to achieve it The Art of Sharing makes the case that a willingness to share financial resources is the real tie that has bound the federation together into the twenty-first century.

Available in PDF, EPUB and Kindle. Book excerpt: The Emergence of Social Security in Canada has become a standard text in social work and related courses in post-secondary institutions across Canada. It is the first and most detailed history of Canadian social security from colonial times to the present. This book analyzes the major influences shaping the Canadian welfare state. A central trend in Canadian social security over most of the twentieth century has been a shift from a “residual” to an “institutional” concept. The residual approach, which dominated until the Second World War, posited that the causes of poverty and joblessness were to be found within individuals and were best remedied by personal initiative and reliance on the private market. However, the dramatic changes brought about by the Great Depression and the Second World War resulted in the rise of an institutional approach to social security. Poverty and joblessness began to be viewed as the results of systemic failure, and the public began to demand that governments take action to establish front-rank institutions guaranteeing a level of protection against the common risks to livelihood. Thus, the foundations of the Canadian welfare state were established. The Emergence of Social Security in Canada is both an important historical resource and an engrossing tale in its own right, and it will be of great interest to anyone concerned about Canadian social policy.
