Available in PDF, EPUB and Kindle. Book excerpt: First published in 1930, amidst the collapse of socialist ideals and the onset of fascism throughout parts of Europe, Liberal Socialism is a powerful and timely document on the ethics of political action. During his confinement for his anti-fascist beliefs, the Italian political philosopher Carlo Rosselli (1899-1937) wrote this work not only as a critique of fascism, but also as an investigation into the history of Marxism and the need for a liberal reformulation of socialism. In this first English- language edition, Nadia Urbinati highlights both the historical and theoretical importance of Liberal Socialism, which continued to inspire the anti-fascist movement "Giustizia e Liberta." long after Rosselli's assassination by Mussolini's agents, and which outlines a possible rebirth of the socialist and democratic movements. Rosselli's analysis provides an illuminating interpretation of the ideological crisis of Marxism, in its positivistic version, during the late nineteenth century and exposes the intellectual weakness of revisionist efforts to delineate new versions of Marx's doctrine. He encourages readers to view socialism as an ethical ideal and to consider whether Marxist or liberal methods combine better with socialism to achieve that ideal. Rosselli opts for a liberal socialism that avoids the shortcomings of uncontrolled laissez-faire but favors state intervention to secure public services and social rights. Available in PDF, EPUB and Kindle. Book excerpt: Napoleon Bonaparte dominated the public life of Europe like no other individual before him. Not surprisingly, the story of the man himself has usually swamped he stories of his subjects. This book looks at the history of the Napoleonic Empire from an entirely new perspective – that of the ruled rather than the ruler. Michael Broers concentrates on the experience of the people of Europe – particularly the vast majority of Napoleon's subjects who were neither French nor willing participants in the great events of the period – during the dynamic but short-lived career of Napoleon, when half of the European content fell under his rule.

Available in PDF, EPUB and Kindle. Book excerpt: Histories of the Napoleonic period are almost exclusively biographies of the man, or political-military accounts of his wars. But such wars were only the first stage in a far more ambitious programme; the establishment of a rational state which would force the pace of modernising society. Through an examination of the experiences of French domination, Napoleon's Integration of Europe explores the implications of such a project for France and its relationship with the rest of Europe. It examines the problems of ruling a progressively expanding empire, as seen through the eyes of a trained corps of bureaucrates who were convinced that their scientific methods would enable them to understand and govern the mechanisms of society. However it also looks at the populations subjected to French rule, at the nature of their resistance and adaptation to the principles of the Napoleonic project. This book is the first overall comparative study of Europe in the Napoleonic years. It is a study not only of an early exercise in imperialism, but of the conflict that is aroused between the rationalising tendencies of the modern state and the spatial and cultural heterogeneity of individual societies. As well as a history of France, it is also a history of Italy, Germany, Belgium, Holland, Switzerland, Poland and Spain at a crucial moment in the history of each nation state.

Available in PDF, EPUB and Kindle. Book excerpt: The second edition of this pathbreaking, highly innovative comparative study in state-building by a major political scientist is a fully updated examination of the problems of making democratic government work. Sartori begins by assessing electoral systems. He attacks the conventional wisdom that their influence cannot be predicted and also disputes the view that proportional representation is always best and will deliver 'consensus democracy'. He argues that the double-ballot formulas deserve more consideration for their ability to facilitate governability in adverse circumstances. His comparative assessment of presidential and semi-presidential systems and the variety of formulas that are categorized, sometimes misleadingly, as parliamentary, looks at the conditions that allow a political form to perform as intended. He concludes with a detailed proposal for a new type of government: alternating presidentialism. This meets the need for strong parliamentary control and efficient government, with safeguards against both parliamentary obstructionism and government by decree, and so could help to avoid political paralysis in Latin America, in the post-communist countries of Europe and in countries with dysfunctional parliamentary systems such as Italy and Israel.
