Book excerpt: Romania's intelligence system has followed a path from serving as an instrument of communist dictatorship to being an effective intelligence community under democratic control. This achievement is notable, considering both the relatively short amount of time for the transition and the foundations of the organization--the Securitate. The transition of the Romanian intelligence community from the Communist Securitate to democratic control and effectiveness followed two paths: one drawn by democratization (by establishing new institutions and bringing them under democratic control) and the other drawn by the security environment (through redefined roles and missions).

Book excerpt: This book develops a fresh and challenging perspective on the transition from communism to capitalism. Drawing on a wide and diverse range of material and texts, it argues that transition and democratisation studies should turn their attention towards processes of illusion formation and disillusionment as key to understanding the shift from one ideological framework to another. The author provides alternative approaches to otherwise classical sites of examination of social change – such as revolutions and the emergence of civil society – and proposes a number of new possible sites by analysing the politics of self-reflection, the element of shock inherent in any transition and the role of visual narratives in negotiating change. The chapters are inspired by unique interviews and discussions with the leaders of the Timisoara Revolution, the Group of Social Dialogue – the first civil society organisation in post-communist Romania, the leading author of the 'Presidential Report Analysing the Communist Dictatorship in Romania' and an innovative group of photographers tracing the Romanian transition through images.

Available in PDF, EPUB and Kindle. Book excerpt: These days, it's rare to pick up a newspaper and not see a story related to intelligence. From the investigations of the 9/11 commission, to accusations of illegal wiretapping, to debates on whether it's acceptable to torture prisoners for information, intelligence—both accurate and not—is driving domestic and foreign policy. And yet, in part because of its inherently secretive nature, intelligence has received very little scholarly study. Into this void comes Reforming Intelligence, a timely collection of case studies written by intelligence experts, and sponsored by the Center for Civil-Military Relations (CCMR) at the Naval Postgraduate School, that collectively outline the best practices for intelligence services in the United States and other democratic states. Reforming Intelligence suggests that intelligence is best conceptualized as a subfield of civil-military relations, and is best compared through institutions. The authors examine intelligence practices in the United States, United Kingdom, and France, as well as such developing democracies as Brazil, Taiwan, Argentina, and Russia. While there is much more data related to established democracies, there are lessons to be learned from states that have created (or re-created) intelligence institutions in the contemporary political climate. In the end, reading about the successes of Brazil and Taiwan, the failures of Argentina and Russia, and the ongoing reforms in the United States yields a handful of hard truths. In the murky world of intelligence, that's an unqualified achievement.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the ways in which European democracies, including former communist states, are dealing with the new demands placed on their security policies since the cold war by transforming their military structures, and the effects this is having on the conceptualisation of soldiering. In the new security environment, democratic states have called upon their armed forces increasingly to fulfil unconventional tasks – partly civilian, partly humanitarian, and partly military – in most complex, multi-national missions. Not only have military structures been transformed to make them fit for these new types of deployments, but the new mission types highlight the necessity for democracies to come to terms with a new image and ethos of soldiering in defence of a transnational value community. Combining a qualitative comparison of twelve countries with an interdisciplinary methodology, this edited volume argues that the ongoing transformations of international politics make it necessary for democracies to address both internal and external factors as they shape their own civil-military relations. The issues discussed in this work are informed by Democratic Peace theory, which makes it possible to investigate relations within the state at the same time as analysing the international dimension. This approach gives the book a systematic theoretical framework which distinguishes it from the majority of existing literature on this subject. This book will be of much interest to students of civil-military relations, European politics, democratisation and post-communist transitions, and IR in general.

Book excerpt: This second edition of The Routledge Handbook of Civil-Military Relations offers a wide-ranging, internationally focused overview of the field of civil-military relations. The armed forces are central actors in most societies and are involved in many different roles. Amongst other activities, they engage in peace operations, support the police in fighting crime, support civilian authorities in dealing with natural disasters, and fight against terrorists and in internal conflicts. The existing literature on this subject is limited in its discussion of warfighting and thus does not do justice to the variety of roles. This second edition not only fills this important lacuna but offers an up-to-date comparative analysis and provides a conceptual framework to analyze how strategies can realistically be implemented. Amalgamating ideas from key thinkers in the field, the book is organized into three main thematic parts: Part I: Civil-Military Relations in Non-Democratic States and Illiberal Democracies; Part II: Civil-Military Relations in New Democracies; Part III: Civil-Military Relations in Established Democracies. This handbook will be essential reading for students and practitioners in the fields of civil-military relations, defense studies, war and conflict studies, international security, and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. This book was previously published as a special issue of European Security.

Book excerpt: This new book illustrates how democracy cannot develop or endure unless military and security forces are under the full control of democratic institutions and all the necessary safeguards, checks and balances are in place. The contributors show how contemporary European states manage the following issue: how does a society, primarily through its legitimate, democratically elected political leaders and their appointed officials, control the military, that same state institution that has been established for its protection and wields the monopoly of legitimate force? Available in PDF, EPUB and Kindle. Book excerpt: One of the first historical mentions of an armed conflict in what is now Romania dates back to 335 B.C., when, prior to launching his legendary Asian campaign, Alexander the Great organized an expedition over the Western shore of the Danube to deter the Gaets and secure the frontier of the Macedonian Kingdom. Since then, the land located on the Black Sea and nestled amongst the Carpathian Mountains has seen more than its fair share of military struggles. Whether referring to the country's fight for independence against the Ottoman Empire in the 14th Century or the December Revolution in the late 20th Century, Romania's military history has been long and varied. This book presents a chronological and detailed narrative of the significant events in the nation's military history, covering everything from the campaign of the Persian king Darius I against the Scythians in 514 B.C. to Romania's admission into NATO in April of 2004. Beginning with a full chronology of the country's most important and decisive military events, Brief Romanian Military History then presents a general overview of 2500 years of Romanian history. Complete with biographies of significant military leaders and entries on important battles, wars, military organizations, structures, fortresses, uniforms, and weapons for each of the historical eras chronicled, this book is an essential reference tool for scholars, historians, anthropologists, journalists, and all others interested in the history of Romania.
