Book excerpt: In the four years since Hurricane Katrina, volunteers and nongovernmental organizations (NGOs) have been instrumental in supporting community efforts to recover and rebuild from the devastation in the Gulf States region. The period also provides a case study of the complex process of human recovery and the resource and policy constraints on NGO involvement in these efforts. Human recovery is the process of rebuilding social and daily routines and support networks that foster physical and mental health and well-being. To capture lessons learned for improving human recovery efforts in future disasters, RAND researchers conducted a facilitated discussion with NGO leaders representing a broad spectrum of organizations in Louisiana. The results of that discussion highlight ongoing challenges facing NGOs in terms of appropriate recovery models and financing, NGO-government coordination, and processes to formalize and operationalize NGO roles and responsibilities. Drawing on these lessons, this paper also offers a series of state and federal policy recommendations and a set of possible future research directions to assess and address barriers to long-term human recovery efforts.

The purpose of this Master's Thesis project was to gain a better understanding of the issues affecting FBSNOs in disaster response and recovery process and find answers to two main questions: What is the current role of FBSNOs in disaster response and recovery? And how can their efforts be best supported? In the wake of a disaster, FBSNOs demonstrate compassion and flexibility, possess local knowledge, and fill the gaps in unmet needs, particularly in the area of social services. They have invaluable characteristics necessary both to mobilize an immediate and effective response and ensure long-term recovery. In recognition of the value of FBSNOs after disasters, FEMA included them when it established the National Disaster Recovery Framework, which focuses on "whole communities" and stresses the importance of involving all stakeholders in the recovery process to ensure the most effective and sustainable community recovery.

In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Thousands of citizens were left without a home and moreover, the struggle to return to a normal life was considerable. Nonprofit organizations played a significant role in helping communities recover by delivering material and financial assistance. Organizations were on the frontline advocating for a speedy recovery. Unfortunately, political events and the governmental ability to effectively deliver assistance hampered the recovery process. Nonprofit organizations undertook several advocacy activities to raise awareness over the whole recovery process. This study was possible by interviewing and surveying organizations that were actively involved in the recovery process and that, to some extent, undertook advocacy as a primary strategy to address the needs of the population. Findings show elements of the political climate that influenced the choice of specific activities, and with what results. Moreover, the study illustrates the impact of Hurricane Sandy on the organizations, in terms of resources and the resources that were used to carry out advocacy. Overall, the organizations were affected themselves by the unavailability of financial resources that were pledged to the organizations. Lastly, the study addresses the different views on the definition of successful advocacy.

But, despite national progress, the plans and processes for their involvement are not well-defined. This report summarizes three interrelated conference sessions that RAND researchers convened during the Louisiana Association of Nonprofit Organizations annual conference in August 2010. The purpose of the three sessions was to generate a national policy agenda that summarizes the challenges to involving NGOs in disaster response and recovery and to identify potential policy and program recommendations to address these challenges, with a specific emphasis on two types of populations, which were most in need after recent disasters: displaced and returning individuals and individuals with mental health needs. Panelists and conference attendees were asked to identify recommendations that would assist NGO involvement in disaster response and recovery. Those recommendations were then summarized by RAND researchers and were categorized into five areas: defining and formalizing roles for NGOs, structure and integration of governmental and nongovernmental organizations in common plans, information sharing, service capacity, and resource allocation. Based on the conference discussion, this report also contains RAND recommendations for future research to inform implementation of the policy agenda.

Although disaster response is often perceived as the first actions taken after a crisis, in reality it encompasses a continuum of services that addresses various needs that may stretch over months and even years. The importance of longer-term services after major disasters is not well-understood or even acknowledged by victims and policymakers alike. Yet accounts of the long-term physical, mental, and emotional effects of disasters such as Katrina and 9/11 suggest the need for long-term services after an immediate crisis has passed.
